Appointments of mandate holders to be made at the 32nd session
of the Human Rights Council (13 June – 1 July 2016)
How to apply:
The entire application process consists of two parts: 1. online survey and 2.
application form in Word format. Both parts and all sections of the application form
need to be completed and received by the Secretariat before the expiration of the
deadline.
First part: Online survey (http://ohchr-survey.unog.ch/index.php/891483?lang=en)
is used to collect information for statistical purposes such as personal data (i.e. name,
gender, nationality), contact details, mandate applying for and, if appropriate,
nominating entity.
Second part: Application form in Word can be downloaded from
http://www.ohchr.org/EN/HRBodies/SP/Pages/HRC32.aspx by clicking on the mandate.
It should be fully completed and saved in Word format and then submitted as an
attachment by email. Information provided in this form includes a motivation letter of
maximum 600 words. The application form should be completed in English only. It will
be used as received to prepare the public list of candidates who applied for each
vacancy and will also be posted as received on the OHCHR public website.
Once fully completed (including Section VII), the application form in Word should be
submitted to hrcspecialprocedures@ohchr.org (by email). A maximum of up to three
reference letters (optional) can be attached in Word or pdf format to the email prior to
the expiration of the deadline. No additional documents, such as CVs, resumes, or
supplementary reference letters beyond the first three received will be accepted.
Please note that for Working Group appointments, only citizens of States
belonging to the specific regional group are eligible. Please refer to the list of
United Nations regional groups of Member States at

 No incomplete or late applications will be accepted.

Social Science Fund Project”An empirical study on the mechanism of China's religious
development and social stability in the age of Globalization” State Foreign Experts
Bureau and International Cooperation Bureau of the Ministry of public security long
term project “The development of the world religions and the social stability of China”
and so on.
2.I has to go to the London School of Economics and Political Science New centre for
Religious Studies(inform), Purdue University Centre for religious and Social Studies,
Baylor University American Institute of Religious Studies, Fuller Theological Seminary
and Christian Research Institute to carry out religious academic exchange.

As a member of the Beijing Federation of Social Sciences, I often give speech on
religion and cult for newsreportors or for the Beijing religious academic group. My
audience include religious management officials , the judicial system officials , anti cult
groups, police officials, the clergy, the religious believers and the general public.

My point of view:On the one hand, I speak about the danger of the evil cults. On the
other hand, I emphasize the importance of accurate combating of those evil cults which
are dangerous to the society. The advantage of accurate combating is that it can clearly
distinguish the religious group from the evil cult organizations, and can focus only on
the persons responsible for the illegal actions. Therefore ensure people's freedom of
religious belief. My opinion is widely recognized, and has already achieved good social
effects.
5. FLEXIBILITY/READINESS AND AVAILABILITY OF TIME (200 words)
to perform effectively the functions of the mandate and to respond to its
requirements, including participating in Human Rights Council sessions in
Geneva and General Assembly sessions in New York, travelling on special
procedures visits, drafting reports and engaging with a variety of stakeholders.

III. MOTIVATION LETTER (600 word limit)
Along with the quick development of science and technology , religion as part of human
civilization also plays an unique role. The development of the human history and the
reality of religious practice have shown religion's dual characteristics and impacts on
sociey:On one hand, religion is conducive to the harmony and development of human
society. Religious ethics and its high level of self-consciousness are effective to deter
crime motivation and actions. The religious reasoning system and its believes, doctrine
and its sense of belonging to a certain community or the understanding of the meaning
of life have resoved different psychologyical crises. The education function of religion
helps to improve the cognitive level. Some of the religious practices are helpful to
people's mental and physical health.
On the other hand, however, under certain conditions, religion can damage social
safety . Some of the religious cultural elements can be used by religious extremism.
Religion and politics are closely related ,it can become a political tool and form social
tension . Religion and nationality are closely linked, under certain conditions,religion
may act as the tool of ethnic separatism. Facing the complexity of the religious reality,
people may easily form different attitudes toward religion. About the same religion,
some people may considers it as a cult, the others may just accept it as a certain
religious sect. It has become a key and difficult problem for protecting the social order ,
while at the same time keeping the religious freedom. How to seek the balance of both
needs joint exploration.
China has five thousand years of civilization. As a super stable multi-ethnic country in
history, it has rich experience for religious freedom and social order construction. Since
1949, atheism has been the main culture of the P.R.China. For just a few decades , the
society has gone through the progress from religious destroy to the restoration of
religious freedom. And from the first chaoes of religious practices to the process of
gradual order, we have paid a huge price. The lessones we learn during this period can
be valuable reference for the whole world.
In the process of academic exchange with foreign religious experts andfield research
about religious issues in the United States, Britain, India, Indonesia, Singapore, Israel,
Hongkong, Taiwan and other places , I have deeply felt the the necessity of
communicating with people from different cultural backgrounds. Communication is the
foundation of mutual trust for people of different cultures. Acting as a media of cutural
exchange, I wish to tell the story of China in the world platform. For I'm the witnesses
and researchers of the development of Chinese religion. I hope I would be able to
share the successful experience of the construction of religious freedom and order in
our country , make contributions to world peace and development with my knowledge
and professional skills .
