SECOND PART: APPLICATION FORM IN WORD Special Rapporteur on the right to privacy [HRC resolution 28/16] Appointments of additional special procedures mandate holders to be made at HRC29 in July 2015 How to start the application process: The application process consists of two parts: the first part is a web-based survey and the second part is an application form in Word format. Both parts and all sections of the application form need to be completed for the application to be processed. First part: The web-based survey for two additional mandates is used to collect information for statistical purposes such as personal data (i.e. name, gender, nationality), contact details, mandate/s applying for and nominating entity. The web-based survey for two additional mandates should only be completed once, even if the candidate is applying for both additional mandates. Multiple selection is allowed to indicate an application for both mandates. Second part: The application form in Word which can be downloaded, completed and saved in Word format and then submitted as an attachment by email. Information provided in this form includes a motivation letter of maximum 600 words. The application form should be completed in English only. It will be used as received to prepare the public list of candidates who applied for each vacancy and will be made available to concerned parties, including through the OHCHR public website. Once completed, the application form in Word should be submitted by email to hrcspecialprocedures@ohchr.org If the candidate is applying for more than one mandate, a mandate-specific Word application form needs to be completed and submitted for each mandate. A maximum of three reference letters can be attached, in pdf format, to the application sent by email. No additional documents such as CVs or lists of publications will be accepted. My thesis focusses on 'Right to health especially for underpreviledged women and children in rural north India'. The journey with International Federation of Health Information Management Association started in 2010 as a student member. I have participated in their annual congress and in process of publishing work (AHIMA journal) carried out in health information management and right to privacy challenges in India. A young researcher's grant award (2012-2014) funded by DFID ,UK and research consortium head quatered in John Hopkins, USA helped and motivated me to enhance my knowledge-base in International human rights instruments, norms and principles along with knowledge of different institutional mandates (United Nations / regional level) in the area of human rights (main areas: Human rights and right to health). The study focused on Indian population and human right-based organizations (national and regional). The instruments used during my study were; International Covenant of Economic, Social and Cultural Rights, Convention on the Elimination of All Forms of Discrimination against Women, Convention on the Rights of the Child and human right-based indicators (assessment of government policies, measurement of enjoyment of rights especially by women and children and focus on essential information) and realization of rights at regional level through extensive use of human right-based conceptual frameworks for socio-economic, cultural factors, gender disparities and political environment affecting human rights. Right to privacy: This was exclusively attained through on-line modules / trainings during employment before starting with managing confidential data. Major part of my knowledge-base on human rights was constructed during therotical and then practical implementation from village level to the state of Rajasthan (North India). Interesting finding was, Rajasthan is the only state in India with a special policy to protect rights of a girl child. 4. FLEXIBILITY/READINESS AND AVAILABILITY OF TIME (200 words) to perform effectively the functions of the mandate and to respond to its requirements, including participating in Human Rights Council sessions in Geneva and General Assembly sessions in New York, travelling on special procedures visits, drafting reports and engaging with a variety of stakeholders. (Indicate whether candidate can dedicate an estimated total of approx. three months per year to the work of a mandate.) With keen interest to contribute towards human rights, i would like to devote three months per year (suggested timeframe) and perform effectively the functions of the mandate. MOTIVATION LETTER (600 word limit) Dear Sir/Madam, I am writing to express my interest in mandate holder position of 'Special Rapporteur on the right to privacy' to be made at HRC29 in July 2015. The ‘Special Rapporteur position' comes across as an excellent next step for career development in the field of human rights. The opportunity will give me additional responsibility and also relates to my current project areas and research carried out in India. While much of my previous experience has been focused on India, i have a strong interest in pressing issues of human rights globally. With respect to public health and human rights experience, in addition to having lived in two varied parts of India, i have also traveled to rural areas of Rajasthan on a regular basis and I have witnessed the effect of health inequity and the widening gaps in human rights within rural settings. And on the other hand, have project experience on HIV/AIDS prevention and treatment network in urban settings of Maharashtra. The USAID funded project aim is; to improve the quality of Targeted Interventions (TIs) program for Most At Risks Populations (MARPS) and Bridge population, to promote private sector engagement in HIV/AIDS program and services and to generate evidenceinformed, demand-driven technical assistance to Department of AIDS control (DAC) and State AIDS Control Societies (SACS) in project focus states of Maharashtra, Uttar Pradesh and Odisha. The activities in the project included; drafting a technical request for proposal, planning and preparation of budget, training field investigators and data entry staff, preparing field plan, data collection, data analysis, coordinating with program managers and managers at governance level and report writing. My time at the Institute of Health Management Research University (IIHMR University) as a doctoral candidate (2012-2015) focused on the realization of health and human rights, health policy and management and healthcare accessibility issues in lowresource settings. My 1st postgraduate studies and professional experience emphasized on clinical research and clinical data management and the second postgraduate degree focused on health care / pharmaceutical management. The concepts of human rights and quantitative/ qualitative techniques were applied in an independent ‘Young Researcher’s Grant project’ funded by DFID in collaboration with Future Health Systems (FHS) - research consortium headquartered in John Hopkins, USA. During this research, health and human rights issues and indicators were studied in the remote blocks of Rajasthan. My previous experiences have helped me to develop relevant skills in the areas such as field data collection, data analysis, research based writing and forming effective collaborations with both individuals and groups with different agendas and perspectives in order to complete projects and address program needs. I am eager to put these skills to work under mandate holder position especially for right to privacy. Right to privacy in this digital world is violated frequently especially in developing nations.
