Both parts and all sections of the application form should be filled in for the application to be processed. The first part, i.e. the Web-based survey is used to collect information for statistical purposes such as personal data (i.e. name, gender, nationality), contact details, mandate/s applying for and nominating entity. The webbased survey should only be completed once, i.e. multiple selection allowed to indicate if the candidate is applying for more than one mandates. This is the second part, i.e. of the application form in Word which can be downloaded, completed and saved in word format and then submitted as an attachment by email. Information provided in this form, includes a motivation letter of maximum 600 words, will be used as received to prepare the public list of candidates who applied for each vacancy and will be made available to concerned parties, including through the OHCHR Internet. Once completed the application form in Word should be submitted by email to hrcspecialprocedures@ohchr.org If the candidate is applying for more than one mandates, an application form needs to be completed and sent for each mandate. In 1985 ,I joined the army as a military magistrate ( two years military obligations). Afterwords I joined the Law School of the University of Constantine in1987 where I am a Professor of International law ,Human Rights law, Humanitarian law,States liability and litigations up to today. From 1992 I also taught courses and seminar in english ,french and arabic in the International Institute of Human Rights,Strasburg,France.Since 2001 I am a member of the Algerian Commission on Human Rights.I was the Chair of its Sub Commission on External Relations .In 2003 i was elected as a member of UNCRC and Reelected in 2007.I was its Vice Chair from 2007 to 2011.Since2009 I am a member of the African Commission of International Law and its Vice Chair since 2011.Iwas its Special Rapporteur on Universal Jurisdiction and also on a study on Piracy.I am a member of the International Board of Trustee of the ACPF and a Consultant to ICRC.I have several publications on Human Rights law ,Rights of children and Humanitarian Law.I am a recognized international Expert in the field of human rights and humanitarian law with a specific interest for the African continent and African human rights law. Iwas the special Rapporteur on the Harmonization of methods of writing Reports to be presented by State parties to conventional organs. As the Vice Chair of the African Commission of International Law I contributed in many activities focussing on the development of African Law such as a model law on Universal Jurisdiction and the definition of an anti constitutional crime.I am very active in an assignement given to AUCIL by the African Summit on the subject of an International Constitutional Court. Mali was also debated during our dealing with the international responsibility to protect and anti constitutional crimes. As an Algerian I have been defending human rights as a Court Lawyer in difficult conditions of terrorism.Many of my articles focussed on democracy and on the setting of a state of law.As a member of UNCRC I helped construct juvenile justice systems.i use French,English,Arabic,Spanish. ESTABLISHED COMPETENCE (200 words) Nationally, regionally or internationally recognized competence related to human rights. (Please explain how such competence was acquired). Nationally: I contributed to the development of the National Institution of human rights.I trained its members including the administration.I trained local NGO's and Associations related to human rights particularly dealing with the protection of vulnerable groups. I wrote extensively on national newspapers and I appear on regular bases on national TV and Radio on the subject of human rights.As a Professor of Law I conduct Masters and Ph.D thesis related to human rights and 4|Page humanitarian law. Regionally:Being a the Vice Chair of the AU Commission of International law I participate and contribute to the progressive development and codification of international law and AfricanUnion law including Human rights law .As a rapporteur special I reported on Universal Jurisdiction and Piracy and contributed to the Model law on Universal Jurisdiction and the developemnt of a definition of Anti Constitutional Crimes. I will provide the Government of Mali with the needed help and assistance to take positive and constructive action in the field of human rights and particularly in the enforcement of UNHRC Resolution.I have experience in this specific field. I will be working in close association with the african Union and the States of CEDAO with a variety of stakeholders. Motivation Letter (600 word limit) I was born in 1952 and during the occupation of my country by France I was very young but I was able to see situation in which harm was exercised against the indigenous people of the land. I could see soldiers coming to houses and mistreating men and women. I could not understand then what was happening because of my young age but later on as I grew up I had explanations from older persons, my parents and then in school they pedagogiqualy presented what colonization is about, all its impact on the rights of people mainly that it affect the right to life, it brings torture and inhuman treatment and poverty as a follow up to discrimination and injustice. I understood more about Human rights when I reached high School and the matter became my area of interest the last year of senior high school. During that year my Professor of philosophy gave us courses on human rights. He talked to us extensively about world war two and the losses in human lives. He stressed on the right to life and that no one had to decide for us, that we should have full responsibility for anything we decide to do. Since those days I started discovering why rights are so important because I was in an adult age and could have a precise idea on what happened in my country during the French occupation and realized that it was the same with the world war since in both situation people were excluded from enjoying their rights and because they were different they were killed. I understood that rights should be protected and that they should be protected by legislation internally and internationally. This is how I started developing an interest in changing the laws, this is why I joined the law school and became a Professor of law. This is why I also embraced the defense profession as an attorney at law. I followed up my journey in the struggle for human rights by being in the national commission of human rights in Algeria, then the UNCRC and currently continuing the same struggle at the level of the African Union. My contribution is trough proposition of plans, strategies, based on the experience I have and on the good practices I have seen in States while examining Reports and trough the constructive dialogue with State delegations. I want to be selected to be the independent Expert for the situation of human rights in Mali because I know I can contribute and help Mali built a democracy and a state of law were human rights are protected and were all the Malian people will leave equally and enjoy their civil and political rights far away from violence .I want to contribute to the building of a system of human rights respectful of human dignity, respectful of women and children and all that are in vulnerable situation. I want to give a voice to victims and see that reparation and rehabilitation is provided to them. I want also a peaceful Mali 8|Page where children ,girls and boys can go to school and get the appropriate education .I want to help the Malian people to have a health system that would be saving lives and bring hope to the sick and deceased. If selected I will not only stress on all the recommendations emanating from the United nations Council of Human rights and make the appropriate recommendations to the government of Mali to help heal the wounds, bring reconciliation ,fight impunity, and also help to combat all forms of discrimination.
