above zero represents that MSAs are doing better than Chicago.

From early 2007 to early 2009, MSAs performed better than Chicago.

However, from Mid-2009 to late-2011, MSAs generally performed worse than Chicago
except Bloomington-Normal performed better than Chicago.

After December 2012, All MSAs performed worse than Chicago.

According to the forecast for April 2015, MSA Bloomington, Champaign-Urbana-Rantoul,
Kankakee and Peoria are likely to perform worse than Chicago by then. All the other
MSAs will compare favorably to Chicago.
