The purpose of this RFP tool is for the identification of capable firms to provide
requested application development services. The RFP provides an opportunity
to develop high level structures and organization of requests related to the
development of a mobile application. While the RFP seeks detailed information to
facilitate the selection process of potential vendors, individuals forming this
document should consider the following when organizing a proposal:
 Clearly communicate deadlines dates, response format, and any other
organization specific requirements
 Questions should focus on the most critical requirements.
 Stipulate that firms provide a summary of their proposed service
methodology and corresponding tools to achieve the engagement
deliverables
 Require that all responses clearly define the solutions and deliverables to
achieve the overall engagements requirements
 Set the firm’s expectation that their response may be used as an
attachment to a negotiated contract.
 The RFP should clearly state budgetary constraints if applicable.
A number of online resources exist for organizations to interact with developers.
One such website is www.apptank.com1 where developers can “bid” on open
development requests. Organizations should consider the tradeoffs of selecting
local versus non-local developers in conjuction with cost constraints or the need
to engage vendors quickly regarding change requests. Following the submission
of the RFP, requesting organizations should provide adequate time for in depth
company analysis, presentations by selected firms, and contract negotiations.
RFP writers should seek feedback from key stakeholders in the project and
always follow organizational guidelines for vendor selection. In addition, proposal
writers should seek review by an organizations legal department before releasing

1. REQUEST FOR PROPOSAL
Insert Organization Name is seeking proposals from experienced and
qualified firms or individuals to assist with the development of a
multiplatform (iOs and Android) application.

1.3. SERVICES REQUESTED
The period during which the services described herein will commence upon
award of the contract. The contractor shall make the final version of the
application available to the public for free download via Application
Marketplaces on both iPhone and Android devices by insert date. The
contractor will also make the application available for free download via the
Insert Organization Name website. This project shall not be constrained
from distribution to the public by any copyright, trademark, or other legally
restricting process. The contractor will provide an unconditional service
warranty to insure that the application is error free, accessible by the
INSERT ORGANIZATION NAME community, and meets the design standards
for one year from the date of public release. All source code and keys to
external sources used and required to run the application and download the

Qualifications of the Contractor (Please provide resumes of
professional staff directly involved in development when submitting
final proposal)
The contractor must have experience in Android application development,
Android SDK, iOS, APIs, Java, C, and C++ or other relevant programming
languages. Experience should be documented in the staffs’ resumes’
The contractor should have experience with large data sets and various data
formats (XML, KML, CSV), SharePoint, and web services and APIs.
Prior work developing applications for associations or non-profit
organizations should be highlighted or hospitals.
1.4. TECHNICAL QUESTIONS
Technical questions regarding this Request for Proposal (RFP) shall be

1.5. PRE-BID CONFERENCE CALL
A pre-bid conference call will be offered for this RFP. The pre-bid conference call

Attendance or non-attendance on the call will not influence the awarding of the

1.6. EVALUATION CRITERIA
Part 1-Written Proposal
Proposals will be evaluated on the basis of the overall best value for Insert
Organization Name based on the quality, service, price, and other criteria set forth
in this document but not limited to:









The proposer’s demonstrated experience in similar projects;
The proposer’s business and technical reputation and capabilities, and,
where applicable, the experience of its personnel, financial stability, track
record, and references of current and former customers;
The articulation of creative solutions regarding project budget and scope;
The proposed project resources and the skills, knowledge, and previous
experience of the resources;
The proposed plan of approach and work schedule;
The proposed methodology for coordination with Insert Organization
Name;
The quality of submission;
Any other criteria set out in the RFP or otherwise reasonable and
considered relevant.
Questions in section 2 in BOLD require a response.
Part 2- Invited Interviews
Select firms whose proposals most closely meet the needs of Insert
Organization Name will be invited to present proposals via Web Ex or in
person on a mutually agreed upon date.
1.7. SELECTION PROCESS




After the period has closed for receipt of proposals, each proposal will be examined
to determine compliance with the format and information requirements specified in
the RFP. Any proposal that does not meet the format and information requirements
may be eliminated from competition and returned to the consultant. INSERT
ORGANIZATION NAME may reject any proposal if it is conditional, incomplete, or
contains irregularities. Insert Organization Name also reserves the right to reject
all proposals.
A Selection Panel will review each proposal that meets the format and information
requirements.
Following independent evaluation of the proposal, the top candidates may be
requested to participate in an interview to determine and select the consultant that
most closely meets the needs of Insert Organization Name; however, Insert
Organization Name reserves the right to select based solely on the written
proposal.
The selected firm will be notified by email of the results.
1.8. ADDENDUMS
Addendums to this proposal will be released by INSERT ORGANIZATION NAME to
bidders. INSERT ORGANIZATION NAME reserves the right to change this
proposal and will notify current proposers of any changes via email.
