Prospective students must apply for admission and be accepted to the Teacher Education Program. 2. Admission to the Teacher Education Program is NOT automatic. Only those persons who have formally applied are considered for admission. Not all persons who apply become eligible for admission. Admission requirements are common for all Teacher Education Programs. 3. Students who already have a bachelor’s degree and beyond must also apply and meet admission requirements outlined below. 4. The single, authoritative source of information about professional education curricula on which the entire UM-Flint community can draw is the university catalog. 5. Any student absent from the University for a period of one calendar year (counted from the last day of the term in which the student was last enrolled) must meet the teacher education requirements in effect at the time of readmission. Admitted to University of Michigan-Flint Junior Standing -- 55 or more credits completed Taken AND passed MTTC Professional Readiness Exam PRE (Reading, Writing, & Math) (Formerly known as the Basic Skills Test/BST). Results must be reported to The University of Michigan-Flint (Institution Code: 30). ELEMENTARY APPLICANTS - Completion of Phase 1. SECONDARY APPLICANTS- Completion of minimum major and minor requirements and consent of secondary teacher certificate program advisor and/or secondary faculty coordinator. Minimally, half of the major and minor coursework completed at the time of application. Minimum acceptable overall cumulative GPA for admission is 2.7. All graded coursework completed at UM-F and any coursework taken at any other accredited college/university will be used to calculate the overall GPA. Minimum 2.70 GPA in major subject area(s) or Phase 1 criteria with 2.70 Minimum 2.70 GPA in minor subject area(s) or Phase 1 criteria with 2.70 Please Initial after reading each entry IMPORTANT POLICIES TO KNOW AND UNDERSTAND: Elementary Grade Point Policy: A minimum overall GPA of 2.7 is required in the teacher candidate’s academic program prior to acceptance for elementary student teaching. A minimum overall GPA of 2.7 must be achieved in all Education classes and all major and minor subject area courses taken at the University of Michigan-Flint and other institutions prior to acceptance for student teaching and to meet certification requirements. A teacher candidate not meeting the academic GPA requirement and/or Education GPA requirement may petition to the Student Review Panel for waiver or substitution of the requirement. The Student Review Panel reviews and acts on student petitions regarding Education Department programs and policies. Secondary Grade Point Policy: A minimum overall GPA of 2.7 is required in the teacher candidate’s academic program prior to admission to secondary student teaching. A minimum overall GPA of 2.7 must be achieved in all education classes and an overall GPA of 2.7 prior to admission to student teaching and to meet certification requirements. A teacher candidate not meeting the academic GPA requirement may petition the TCP advisor, secondary faculty coordinator and the Collage of Arts and Sciences associate dean for waiver or substitution of the requirement. The Visual Arts (K-12) and History teacher certification programs require a 3.0 GPA at the time of admission. Field Experiences Policy: All teacher candidates at the University of Michigan-Flint will have a variety of field experiences. At least one field experience will be in a critical needs district. A critical need school district may have one or more of the following characteristics: an urban setting, multicultural population, high levels of poverty, low standardized test scores, and/or inadequate funding sources. Refer to 320.3 of the Education Unit handbook for further information about field placements. Identifying Placements for Field Experiences: It is the responsibility of the University of Michigan-Flint, along with the P-12 building principals, to place teacher candidates in appropriate classrooms for their internship experiences. The process the University of Michigan-Flint uses for placement of teacher candidates in the classroom is: Elementary and Secondary: • Field coordinators work with faculty coordinators to provide a rich variety of school sites that align with the CAEP standards. • Specific district and building administrators are consulted to identify qualified cooperating/mentor teachers. • Building principal identifies and assigns teacher candidates to cooperating teachers. • Secondary candidates will be placed in either their major or minor based on the availability of qualified cooperating/mentor teachers and located at a middle school or high school. • The teacher candidate’s classroom observation schedule is based on the teacher’s daily schedule. • All placements, to the extent possible, will be in Genesee County. However, consideration may be given to teacher candidates who live outside of the Genesee County area only if the University Field coordinators and/or faculty coordinators have been able to establish an articulation agreement with the district. Teacher candidates should not take on the task of finding their own placement or inquiring directly with any school administrators or teachers regarding a placement. This kind of behavior is unacceptable to both schools and the University. The University faculty and/or field placement coordinators will seek an alternate placement for a teacher candidate when it has been determined that the teacher candidate sought his or her own placement in a preferred school setting. Out of state student teaching: Extenuating circumstances may occur where a student may request to complete the student teaching portion of the program out of state. Teacher candidates may request an out of state placement upon proof of intent to establish residency. Students should make this type of request one year in advance of student teaching, but not later than six months prior to eligibility for student teaching. Such placements are not guaranteed, and students should continue to expect placement within Genesee County. Additional fees may apply and the payment of these additional fees are the responsibility of the student. Field Experiences Dismissal Policy: Teacher candidates in any field experience placement may be terminated by the building principal and/or the district superintendent, the Elementary and/or Secondary Program Coordinators, the Department Chair, or the Dean of the School of Education and Human Services. A student who is dismissed from his/her field experience placement may receive a failing grade in the field experience course upon review by the Director of the Center for Educator Preparation and appropriate representatives from the Center Field Team including the field supervisors, placement coordinator, mentor teacher and program coordinators. Course Repetition Policy: Whenever a student receives a failing grade in any of their elementary or secondary teacher certification program coursework, an advisor hold will be placed on their account. With advisor consent, the student may repeat the course for a passing grade one more time. A teacher candidate who receives a failing grade (E or F) twice in the same required education course will be dismissed from the teacher certification program. Red Flag Policy: All candidates will be assessed on the professional dispositions in their respective academic programs. On rare occasions, a candidate may demonstrate professional weaknesses that are so severe they must be addressed before the student teaching semester. In these cases a faculty member will complete a “Red Flag” form for this candidate. A sample of this form is attached for your reference. Weaknesses could and do typically fall under any of the following five categories: inadequate oral communication skills, inadequate written communication skills, indications of unprofessional behavior, breaches of professional ethics, or other circumstances that are sufficient to call into question the candidate's ability to succeed as a professional despite adequate achievement in course work. Except under extraordinary circumstances (such as behavior that could merit dismissal from the university), no single report of professional weakness is sufficient to impede a candidate’s progress toward graduation. A candidate who accumulates Red Flag reports from two different faculty members during the course of the program will be considered to have demonstrated significant professional weaknesses and will be dismissed from the teacher preparation program. Elementary candidates may appeal this decision in writing to the Student Review Panel. The Panel’s decision on the appeal will be final. Secondary candidates may appeal to their TCP advisor, secondary faculty coordinator, and the College of Arts and Sciences Dean. ADMINISTRATIVE HEARINGS, of the Administrative Rules Governing the Certification of Michigan Teachers, to deny, suspend, or revoke a teaching certificate (R 390.1201). The rule(s) state: Rule 101.(1) The state board may refuse to grant or renew, or may revoke or suspend for a fixed term, or may impose reasonable conditions on, a teaching certificate granted pursuant to these rules for the following reasons: (a) Fraud, material misrepresentation, or concealment in the application for a certificate. (b) Failure or ineligibility of the applicant or certificate holder to meet the criteria for eligibility for the certificate. (c) Conviction, as an adult, of an act of immoral conduct contributing to the delinquency of a child, or of a felony involving moral turpitude. R 390.1151(2) of the Administrative Rules Governing the Certification of Michigan Teachers allows sponsoring institutions recommending applicants for teacher certification to establish selection techniques which insure that only qualified students are admitted to the teacher education program and that only qualified students are sponsored for certification. An applicant to a teacher education program who has been convicted of a felony or misdemeanor may be denied admission to teacher education OR field placements OR recommendation for certification. An applicant who has been convicted of a misdemeanor or felony at any point in his or her academic program at the University of Michigan-Flint must notify the Education Department in the School of Education and Human Services within 30 days of the conviction and may be granted a hearing prior to a final decision regarding (1) admission to teacher education, or (2) field placement, or (3) recommendation for certification. Such a hearing will be initiated by the Education Department in the School of Education and Human Services. It shall provide convicted applicants an opportunity to demonstrate that the conviction would have no adverse affect on their ability to teach children and that they have been rehabilitated. Applicants should note that the State Board of Education has the final authority to deny a recommendation for certification based upon an individual’s conviction.
