The Sherman Antitrust Act a basic federal enactment regulating the operations of corporate trusts declared illegal " every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce ." In interpreting the
Sherman Act the courts decided that unions represented a "restraint of trade and thus granted injunctions against them in violation of the Sherman Act.
