MEDIUM-VOLTAGE PROTECTIVE RELAY MANAGEMENT SOFTWARE (DIGSI 4)
PART 1 - GENERAL

SCOPE

This section defines relay management software for use in AC systems, rated 600 V or less.

SUBMITTALS
A.
Provide product information prior to fabrication and installation. Product data shall include all
dimensions, electrical ratings and maintenance data (if applicable).

Submit shop drawings and product data for approval and final documentation in the quantities
listed according to the Conditions of the Contract. Customer name, customer location and
customer order number shall identify all transmittals.
C.

Manufacturer Qualifications: Manufacturer of this equipment shall have a minimum of 5 years
experience producing similar electrical equipment.
DELIVERY, STORAGE AND HANDLING
A.
Store and handle in strict compliance with manufacturer’s instructions and recommendations.
Protect from potential damage from weather and construction operations. If the meters are
installed in equipment, store the equipment so condensation will not form on or in it. If
necessary, apply temporary heat where required to obtain suitable service conditions.

by Siemens or pre-approved equal. Approved manufacturers are as follows:

The relay configuration software shall be available to interface via one of the relays
communication port interfaces in order to apply settings, read out fault records and
annunciations and to visualize fault data. One software tool is used for all relays in the supplier’s
protection family. Consistency check feature is required to ensure error-free configuration and
reliable operation of protective relay functions. All of the functions described below shall be
available in a single software product to increase ease-of-use.

A.
The software shall be compatible with MS Windows versions up to Windows XP Pro.

All functions of the relay software including file creation/management, custom logic
programming, application/review of settings, local/remote communications with the relay,
commissioning tools, review of process data, graphical oscillographic analysis, sequence of
event recording analysis shall be integrated into a single, user friendly software program. This
single program shall be used across the entire product line.

The software shall be capable of communicating from a station PC or remote PC via modem.
D.
The software shall be capable of communication with multiple relays using device addressing.

The software shall have “plug-and-play” capability to allow a user to communicate with relay
quickly and easily, even if the relay communication settings are unknown.

The software shall have file management capability such as import/export, copy and paste etc.
using a MS Windows Explorer look and feel. Device administration in projects shall be available
with user assigned and configurable hierarchies for any substation and electrical power station
topology.

The software shall assign a unique virtual device identification number to each new relay file
created, whether by device catalog or copy-and-paste.

The software shall prevent inadvertent application of a settings file to the improper physical
relay by requiring that the virtual device identification number of file match that of the relay.

The software shall provide the ability to perform an on-line setting comparison of the relay
settings displayed on the user’s PC to the settings resident on the connected relay. A summary
of discrepancies shall be displayed.
J.
The software shall provide the ability to perform an offline comparison of the relay settings
displayed on the user’s PC to previously stored relay files. A summary of discrepancies shall be
displayed.
K.
Relay software will have feature for archiving or retrieving an entire project that includes all
subfolders and relay files in one simple to use feature.

The software must have the capability of entering the settings in both primary and secondary
quantities.
M.
The software will provide a matrix method of programming binary input and output assignments.
Matrix must have a filtering function to allow a user-friendly overview of input/output mappings
on a single screen.

The current transformer polarities can be reversed using a setting in the software when it
becomes necessary.

The software shall provide an easy to use graphical PLC (Programmable Logic Controller) logic
editor that is compliant with IEC-1131.

The software shall include an IEC61850 station configuration package. It will be able to create
ICD and SCD files. The IEC61850 configurator will automatically update DIGSI relay files when
changes are made to the SCD file requiring no manual programming of the relay files.

The software shall include a commissioning tool for all hardware (BI/BO/LEDs) and SCADA
mapped points.

The software must be compatible with earlier version relay firmware releases.

The software will provide graphical display of characteristics and zone diagrams with direct
manipulation of the curves.

The relays shall provide fault evaluation functions including complete sequence-of-events
recording, time stamped in milliseconds. The relays shall provide oscillography (waveform)
capture, with configurable pre- and post-fault data capture times. Information containing time,

date, interrupted amps per phase, time in pickup, trip open, close or user programmed status
points, etc. shall be displayed.
U.
Specific to the fault evaluation portion, the software shall also provide:

4 types of diagrams: time signal representation (standard), circle diagram (e.g. for R/X),
vector diagram (reading of angles), bar charts (e.g. for visualization of harmonics).

Calculate additional values such as positive impedances, R.M.S. values, symmetric
components, vectors, etc.
