The Statistical Legislation & posissioning of INE in the Government The case of Mozambique João Dias Loureiro President of National Institute of Statistics of Mozambique Luanda, Angola December 2006 Road Map • Introduction • Mozambique´s National Statistical System – definition and mission • Mozambique’s National Statistical System – organs • The role of INE within the NSS-M • The organization of INE • Challenges and final remarks Introduction • UNSD (2001) National Statistical System organization: Centralized Decentralized Combination of Centralized and Decentralized • Mozambique – adopted a combined system by Statistical Act in 1996 Mozambique´s NSS definition, vision and mission • Definition: set of competent institutions to perform the official statistics activities • Vision: deliver and disseminate reliable & timely statistics information about the country to suit needs of planning, social & macroeconomic management & users in general to help them in decision making exercise, consolidation of democracy and boost development • Mission: to guarantee production & dissemination of socioeconomic & demographic information meeting the user´s needs; to develop the national statistical literacy NSS - organs • CSE – High Council on Statistics • CCRGP – Population & Housing Census Council • INE – National Institute of Statistics (reports to the Council of Ministers & INE attends some Cabinet meetings on State Budget & Nat Develop Plans) • BM – Bank of Mozambique (Central Bank) • INE´s Delegate Organs: Ministries of Education, Science & Technology, Health, Agriculture, Fishery, Labour The role of INE within NSS • INE (NSS´s Central Executive Body) supervises and co-ordinates the entire Statistics process in the country including the management & strategic planning of NSS and training of NSS staff • Established in 1996, August by Presidential Decree • INE takes care of NSS statistical international relations and training • Regular meetings with BM and Delegate Institutions • Annual formal planning meeting with all NSS stakeholders including coop partners • Annual users´satisfaction survey conducted by INE INE organization • INE structure is defined by a Presidential Decree • HQ (Presidency; 6 Directorates & 13 Dep) • Presidency (President & 2 Vice Presidents) appointed and discharged by the Head of State.
