SOCIETY OF BLACK ENGINEERS AND SCIENTISTS CONSTITUTION California State University, Chico Preamble The Society of Black Engineers and Scientists does herby dedicate itself to the development of intensive programs for increasing Black participation sciences. These in the programs fields will be of engineering initiated both and the within and outside the university community and will serve to strengthen relations between professional industry and the Black community. Members of this organization are encouraged to join participate in their individual professional societies. and This organization will endeavor to provide general counseling to all. ARTICLE I – Name The name of this nonprofit organization is the Society of Black Engineers and Scientists, hereafter called the SBES. The SBES is a member of the National Society of Black Engineers. ARTICLE II – Objectives Section 1. The objectives of the SBES shall be to stimulate and develop student interest in engineering and the sciences; to strive to increase the number of students studying engineering at both the undergraduate advancement and of graduate the ethnic levels; and minority to endeavor in the engineer/scientist in professional industry. ARTICLE III – Membership Section 1. Membership and participation shall be free from discrimination on the basis origin. Section 2. of sex, race, religion, ethnic group, or national Member A member shall be defined as a person of high moral character Science, enrolled or in Computer an Science Engineering, program at Physical California State University, Chico who has received a registered membership card through payment of dues to SBES and the National Society of Black Engineers and who: i. is working to complete a degree as Bachelor of Science in Engineering, Computer Science, or one of the Physical Sciences or the equivalent. ii. is working to complete an advanced degree in one of the areas mentioned in (i). Associate Member – Associate member shall be defined as a person of high moral character who has received a registered membership card through payment of dues and who has a degree or who is enrolled in a minor in one of the areas mentioned in (i). ARTICLE IV – Voting Each Member or Associate Member in good standing is entitled to one vote at all meetings. ARTICLE V – Dues The amount of annual dues of the SBES shall not exceed $20.00. ARTICLE VI – Administration There shall be an Executive Board of the SBES which shall consist of the elected officers, who are the President, Vice-President, Secretary 1, Secretary 2, Treasurer, Public Relations 1, Public Relations 2, and Communications. Section 1. There shall be an advisor of the SBES. a) The advisor shall be appointed by the director of the CSU, Chico Minority Engineering Program. b) The advisor will serve as a guide and advise the Executive Board and thereby the SBES in achieving its stated objectives. ARTICLE VII – Committees Section 1. There shall be provisions for establishing standing committees as needed by the Executive Board. Section 2. The members of the standing committee will be elected at the time the other officers are elected. Section 3. The Executive special Board will committee(s), appoint should such members of the SBES special committee(s) for a become necessary. ARTICLE VIII – Officers Section 1. All elected positions will be held by members as defined in Article III Section 2. Section 2. The elected positions of the SBES are: a) President b) Vice-President c) Secretary 1 d) Secretary 2 e) Treasurer f) Public Relations 1 g) Public Relations 2 h) Communications Section 3. Any member of the SBES is eligible for an elected position who: i. has a minimum classification of sophomore undergraduate status or the equivalent for the elective year. ii. is at least a half-time student. iii. is in good standing with SBES. Section 4. The president-elect and remaining officers-elect shall take office at the end of the school year in which they are elected and shall serve for a term of one year. Section 5. Should a vacancy occur in the office of the President, his/her unexpired term shall be fulfilled by the Vice-President. Section 6. Should a vacancy occur in any remaining elected position(s), a special election will be held to fill the position(s). ARTICLE IX – Duties of Officers The duties of each officer will be as outlined by the general body, to be decided no later than May 1986. ARTICLE X – Amendments Section 1. Amendments to this constitution may be proposed by any member in good standing of SBES. Section 2. Ratification of any amendment to this constitution shall be subject to a three-fourths vote of the members in good standing. Section 3. The amendment must be submitted in a written proposal to the general body to be reviewed. The proposal must be clearly stated and justified in the written form.
