The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely information and facilitating employee recognition. The Employee Council does not perform any function of organized labor and is not intended in any way to supplant collective negotiations or employee organizations provided for in RCW 41.06. http://www.cwu.edu/~hr/minutes/purpose.doc

The Employee Council of Civil Service Employees meeting in the Library, Room 153, was called to order at

2:05 p.m. by Elaine Ames.

APPROVAL OF THE MINUTES

SUB COMMITTEE REPORTS

Tim Stowe, Public Safety & Police Services, spoke about the parking fees for the next two years. Parking fee increases will be submitted to the Board of Trustees. It has been requested that fees be increased by 3% for

2009-2010 and 4% for the following year for staff parking. Parking ticket dispensers will not increase at this time.

It was pre-approved 2 years ago to raise ticket dispensers to $5 and will probably happen in the 2010/2011 fiscal year. See parking minutes at www.cwu.edu/~parking .

Thank you to Debbie Thomas and HR for a great job with the Employee Appreciation Ceremony. It was a huge success.

Debbie Thomas also received a thank you for chairing the sub-committee to plan the Presidential Address to

Classified Staff event. Appreciation went to Kathleen Sheldon, Joe Bach and Phil Patzik for their contributions to the success of this presentation as well. Dr. Gaudino’s presentation can be found on iTunes and Sherer Holter’s information given at the address is on the Employee Council website at http://www.cwu.edu/~hr/ec/address.pdf

The Early Childhood Learning Center had no updates; however, Joe Bach reported that Bill Vertress will be getting back to us by the end of the academic year regarding the letter of support the council sent.

The Display Case in Bouillon is in place and will be finished shortly.

Speaker for April was Kirk Eslinger; however, due to limited time for the meeting, Kirk was postponed for a later date.

PROCEDURES FOR EMPLOYEE OF THE MONTH

Also due to limited time, discussion on procedures for Employee of the Month was tabled for the May EC Meeting.

SELECTION OF EMPLOYEE OF THE MONTH

The council voted on the Employee of the Month for April. The winner will be announced at a later date.

February’s EOM was Lorraine Chavez, Human Resources Representative. Congratulations Lorraine!

. You can also call Human Resources at x1202 to obtain a nomination form. Community members, CWU students and administrators as well as civil service employees are encouraged to nominate a civil service employee who deserves recognition and has worked for CWU at least two years.

TEAM OF DISTINCTION AWARD

“The purpose of the program is to give members of the university community who are concerned about improving the university’s climate a positive way to direct their energy and an opportunity to connect with other university members who also want to take action to improve their community.”

FOR THE GOOD OF THE ORDER/NEW BUSINESS

Elaine Ames reminded us that the Presidential Advisory Council (PAC) meeting minutes are located on the web at http://www.cwu.edu/president/cab-minutes .

Elaine mentioned elections will be held in May for Employee Council members whose terms expire this year.

Please check the list of Employee Council members to see if your term is about to expire and if you wish to continue let your group know so they can cast their vote for you. If you have no desire to continue on the

Employee Council, let them know that also, so someone else can run. Jamie Thomas is putting information together which will be sent out by email.

HR ANNOUNCEMENTS

On-line training for Preventing Sexual Harassment and Preventing Employment Discrimination will be available in

May. HR will continue to offer these two courses in the classroom.

Positive Time Keeping meetings will be announced in the near future.

National Walk at Lunch Day will be on April 29th.

Shared Leave Requests

The following individuals are in need of shared leave: Gini Silva – University Housing & New Student

Programs, Kerrie Overland – Facilities Management, Melissa Anderson – Student Health & Counseling,

Steven Mohr - KCWU Radio and James Bertella – Dining Services.

CWU employees may donate leave to a fellow employee: 1) who is suffering from or has a relative or household member who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition; or, 2) who has been called to service in the uniformed services; and, where the fact of either 1) or 2) has caused or is likely to cause the employee to take leave without pay or terminate his or her employment.

You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual leave must be maintained. Excess annual leave (that over 240 hours) that will otherwise be lost may not be donated. A minimum balance of 176 hours of sick leave must be maintained. All or a portion of your personal holiday may also be donated.

) or requested from the HR office by calling extension 1202. Requests to donate leave must be approved by your supervisor before forwarding to HR and are subject to approval by your department head and Human Resources.
