Minutes of the Meeting
June 21, 2011
The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely
information and facilitating employee recognition. The Employee Council does not perform any function of organized labor
and is not intended in any way to supplant collective negotiations or employee organizations provided for in RCW 41.06.

The Employee Council of Civil Service Employees was called to order by Lucy Rolfe.
Forrest Rodgers spoke to us about the CWU Foundation. The Foundation was established in the late 1960’s to support the
University by raising money for scholarships, mostly from alumni. One of the missions of the Foundation is to reconnect with
alumni; however, they believe that donors are not born, they are raised. We need to start the connection with them while
they are students and continue to stay connected with them after they graduate and through the years. Then, when they get
older and have disposable income, they will remember Central.
The Foundation Board consists of 16 members. Many, but not all, are CWU graduates. Many of them are donors.
Together they manage an endowment portfolio of $17.5 million, 90% of which are restricted. The funds are annually
managed the way the donor has specified. Earnings depend on the stock market.
Unmet financial need grew 38% in the past year and is expected to grow even more in years to come. The Foundation
needs to grow to meet that need.
SUBCOMMITTEE REPORTS
-Parking Committee-Debby Shelton indicated that the parking increase did not go before the board; therefore rates have not
increased.

June PAC meeting was canceled
Last BFC was held on June 7th in preparation of the June 10th BOT meeting. There is a six year plan which
includes 14% tuition increases for the next two years (FY 12 and 13) and 11.5% increases thereafter. The
proposed FTE count will be bumped up to 9800 students. There will be program cuts and service reductions to
backfill the budget shortfall. We are expecting 10-15% biennial decreases in budget from the state. Hopefully CWU
will be able to grow its base and restore critical services after 6 years. Recommendations for June board approval
included:
o Restoring cyclic actions from the previous year – bring people back to their previous fulltime employment
before they were given cyclic leave
o Absorb the 3% salary reduction
o Absorb the 6% pension cap



o Establish an enrollment management plan – increase out of state/international students
o Ensure efficient organizational structures
o Final review of academic programs
Steve Waldeck presented information on the SURC and REC center budgets during the BFC meeting. They
proposed two scenarios for fee increases to create a plan of sustainability through 2015. They include either a $3
or $5 increase to the quarterly Student Union fee, and a $7 or $10 increase to the quarterly Recreation Center fee.
This increase would help cover the cost of the new administrative fee being levied on all revenue generating
departments across campus in order to share the cost of services provided by state funded areas (such as payroll,
HR, accounting, etc.). These fees were developed with the support of the ASCWU-BOD, University Recreation
Advisory Board, and Student Union Advisory Board.
June Board of Trustees meeting gave us a budget to work within for the next year. The 14% tuition increase was
approved, as was the decision to avoid cutting wages and absorb the 3% salary cut and pension matching cut.
On June 15th the President sent out a memo informing the campus of the board’s decisions. We still have a long
way to go to make up the $29.2 million cut from the state. This will be done by increasing tuition, increasing
enrollment, reducing goods and services purchases, not filling some vacant positions, and some layoffs. There will
not be any new cyclic leave actions. An article published in the Yakima Herald this weekend provided more details.
Public Affairs Director Linda Schactler stated that 15-20 employees at CWU will receive layoff notices this month,
with the layoffs taking effect by early August.
HR ANNOUNCEMENTS
Dennis Defa indicated that the actual number of individuals receiving layoffs will probably be less than the 15-20 indicated.
A number of scenarios have been created, but now that the actual budget has been decided and tuition has been increased,
they can now calculate how much additional monies need to be put back in. Nothing like this has happened to CWU before.
In the 1980’s there was a recession and layoffs; things got bad, but then they got better. Things are not going to get better
this time as we are moving toward public funding. There is no longer auxiliary state budget out there supporting us. Many
frustrations face us, and people tend to make stuff up if they don’t hear anything. This is not a pleasant process to be going
through. We need to think things through and make sure the correct actions are taken.

members who also want to take action to improve their community.”

Shared Leave Requests
The following individuals are in need of shared leave: Carol Hill – Accounting, Linda Irish – Dining Services, James
Hudson – Chemistry, Kevin Whitaker - Multimedia Technology and Instructional Support, and Charlene Alder –
Facilities Management.
CWU employees may donate leave to a fellow employee: 1) who is suffering from or has a relative or household member
who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition; or, 2) who has
been called to service in the uniformed services; and, where the fact of either 1) or 2) has caused or is likely to cause the
employee to take leave without pay or terminate his or her employment.
You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual
leave must be maintained. Excess annual leave (that over 240 hours) that will otherwise be lost may not be donated.
A minimum balance of 176 hours of sick leave must be maintained. All or a portion of your personal holiday may also
be donated.
The shared leave donation form can be downloaded from the HR forms section of the Human Resources home page
(http://www.cwu.edu/~hr/forms/shared_leave_donation_form.doc) or requested from the HR office by calling
extension 1202. Requests to donate leave must be approved by your supervisor before forwarding to HR and are
subject to approval by your department head and Human Resources.
