Central Washington University Employee Council of Civil Service Employees Minutes of the Meeting May 17, 2011 The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely information and facilitating employee recognition. Tim Stowe from Public Safety and Police Services spoke to us about Parking Fees being increased to offset the increase in maintenance costs and administrative fees. Parking has settled for a 3-4% increase in the past but is now proposing an 810% increase. Daily permit dispensers will be replaced by solar powered units that will accept debit and credit cards. The daily rate will be increased from $3 to $5. CWU is going to purchase a GPS for Central Transit and will have an automatic vehicle locator application that can be downloaded. This will aid students by providing a real time locator for the bus system. The more we can get people to use Central Transit, the more parking spaces we will have for on-campus parking. There are currently two free lots: the gravel lot at 18th and Walnut, and 18th and “D” St. There is also free parking at Student Village and on both sides of the field on Alder St., south of 18th. APPROVAL OF THE MINUTES -Minutes for April were approved. OFFICERS FOR NEXT YEAR -Lucy Rolfe-Chair, Amy Zukowski-Vice Chair, Debbie Thomas-Secretary, and Ashlie Crawford-Backup Secretary will all be stepping down from their current Employee Council positions for various reasons. Nominations for the positions will be open to classified staff at the June meeting. SUBCOMMITTEE REPORTS -Parking Committee-Debby Shelton said that Tim Stowe had talked about information that had transpired with the Parking Committee. SELECTION OF EMPLOYEE OF THE MONTH -The council voted on the employee of the month for April. The winner will be announced at a later date. FOR THE GOOD OF THE ORDER/NEW BUSINESS President’s Advisory Council (PAC) Board of Trustees (BOT) Budget and Advisory Committee (BAC) -PAC approved a new whistleblower policy and procedure. This policy encourages state employees to report improper governmental actions (i.e. gross waste of public funds/resources, violations of state laws and rules, gross mismanagement, or causes substantial danger to public health or safety). Whistleblower complaints can be reported to the State Auditor, President Gaudino, Chief of Staff Sherer Holter, VP BFA George Clark, Provost Marilyn Levine, Office for Equal Opportunity Director Staci Sleigh-Layman, or Assistant Attorney General Alan Smith. -BOT has revised their meeting process to move more quickly and efficiently. All reports are now to be submitted in writing prior to the meeting and will be available for viewing online. The board then reviews the notes before the meeting date rather than listening to verbal reports from each area. -Linda Schactler gave a legislative update during the Board of Trustees meeting on May 6th. During this first special session there are three separate budgets that need to be reconciled, one from the governor, the senate, and the house. Each budget proposes differing cuts to university funding and different tuition increases. The latest bill mentioned on Linda’s blog would eliminate the current cap on tuition increases and would give tuition setting authority to the BOT through 2015. This would give each university the freedom they need to balance their own cuts and make decisions based on their own unique situations. -BOT approved a new degree offering for CWU – M.S. Computational Science. The Master of Computational Science program offers an opportunity for the departments of computer science, mathematics, biology, chemistry, physics and geology to greatly increase their research productivity and funding. -Budget committee update: No problems anticipated with the current fiscal year, still waiting for the legislative session to wrap up before we will know next year’s budget, the current budget proposal suspends/defunds the work-study program, we are anticipating a $10-$13 million total reduction (State funding cut + tuition increase = total reduction). In order to prepare for the cuts to state funding the university is planning on implementing an administrative fee (or tax) on revenue generating departments to backfill the cuts to state funded administrative services departments such as accounting, payroll, HR, etc. HR ANNOUNCEMENTS No announcements from Human Resources at this time. Shared Leave Requests The following individuals are in need of shared leave: Carol Hill – Accounting, Linda Irish – Dining Services, James Hudson – Chemistry, Kevin Whitaker - Multimedia Technology and Instructional Support, and Charlene Alder – Facilities Management. CWU employees may donate leave to a fellow employee: 1) who is suffering from or has a relative or household member who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition; or, 2) who has been called to service in the uniformed services; and, where the fact of either 1) or 2) has caused or is likely to cause the employee to take leave without pay or terminate his or her employment. You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual leave must be maintained. Excess annual leave (that over 240 hours) that will otherwise be lost may not be donated. A minimum balance of 176 hours of sick leave must be maintained. All or a portion of your personal holiday may also be donated. Requests to donate leave must be approved by your supervisor before forwarding to HR and are subject to approval by your department head and Human Resources.
