Minutes of the Meeting
April 26, 2011
The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely
information and facilitating employee recognition. The Employee Council does not perform any function of organized labor
and is not intended in any way to supplant collective negotiations or employee organizations provided for in RCW 41.06.

The Employee Council of Civil Service Employees was called to order by Lucy Rolfe.
APPROVAL OF THE MINUTES
-Minutes for March were approved.
SUBCOMMITTEE REPORTS
- The Annual Appreciation Awards Ceremony went very well and was very well received. Kendra Sterkel was announced as
the Employee of the year and the SOURCE (Symposium on University Research and Creative Expression) Committee was
announced as the winner of the Team of Distinction for 2010.
- The Presidential Address for Classified Staff was very successful. Linda Schactler was the opening speaker with President
Gaudino following. No decision has been reached on the Government, House, and Senate budgets. The presentation can

Strategic Planning Committee (SPC)
-Amy Hoover and Tracy Pellet gave an update at PAC on the University’s Strategic Plan. They received a lot of feedback
from faculty, staff, and students. The draft will be heavily revised based on the comments and they anticipate bringing a
final draft to the June BOT meeting. Next year the organizational divisions will create operational plans to implement the
University Strategic Plan.
-Budget Advisory Committee – George Clark gave an update on the current budget situation. The best forecast is that there
will be at least one special session in Olympia, CWU will be granted between 9-14% tuition increase authority, and 30-33%
of state funds will be cut. Based on 9700 FTEs, backfilling the cut with increased tuition will result in a total net loss of 4-6%
of the total CWU budget ($10-12 million).
-There will be no incentivized leave or retirement programs this year, and the goal is to return everyone to their prior
employment status before additional cyclic leave was placed last year before making any new reductions.
-Cost sharing across the University through administrative fees to pay for the “market basket” of services (payroll,
accounting, travel, purchasing, police, etc.) to auxiliary (housing, dining, bookstore, etc.) and local dedicated funds (summer
school, continuing education, athletics, etc.) will help spread the cuts more equally across all budgets.
-Mickey Parker presented information on the facilities work order system. The majority of all requests are completed within
10 days. Facilities receives state funds to pay for ordinary maintenance. Anything other than ordinary maintenance
(rekeying due to lost keys, special set up for courses, seminars, etc., installation of pictures, whiteboards, special equipment,
all campus moves) is re-billed out to the requesting department. Facilities does not receive enough money from the state to
pay their bills based on the number of FTEs they have. They must generate revenue through the re-bill system to cover
their costs. If they did not have the re-bill system, they would have to reduce the number of staff they have and only provide
ordinary maintenance.
-Becky Gubser talked about the academic course fee process and increases for FY11. The current timeline is 18 months for
completion. All requests must be approved by the Dean/Division head, Provost (January), Provost Council, Budget and
Finance Committee, President, Board of Trustees (May/June), and OFM (August/Sept) for legislative approval (March/April)
to be effective Fall quarter. There are 53 requests for increase for FY11 and 27 requests for a new fee. The majority are in
300 and 400 level classes. All fees must be justified and have to be used to cover expenses particular to that course (ex:
supplies for an art class, cost of flight simulation machine, etc.).
-No BOT meeting in April, next meeting is scheduled for May 6th.
HR ANNOUNCEMENTS
No representative from Human Resources was present.

The Employee Council meeting was adjourned. The next Employee Council meeting is scheduled for Tuesday,
May 17, 2011, in Black 138. The next Joint Employee Council and Exempt Employee Association meeting is May 26th at
2:00 p.m. in SURC 301.

are encouraged to nominate a civil service employee who deserves recognition and has worked for CWU at least
two years.
Team of Distinction Award
“The purpose of the program is to give members of the university community who are concerned about improving
the university’s climate a positive way to direct their energy and an opportunity to connect with other university
members who also want to take action to improve their community.”

Shared Leave Requests
The following individual is need of shared leave: Jennifer Ford – Human Resources, Carol Hill – Accounting, Linda

CWU employees may donate leave to a fellow employee: 1) who is suffering from or has a relative or household member
who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition; or, 2) who has
been called to service in the uniformed services; and, where the fact of either 1) or 2) has caused or is likely to cause the
employee to take leave without pay or terminate his or her employment.
You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual
leave must be maintained. Excess annual leave (that over 240 hours) that will otherwise be lost may not be donated.
A minimum balance of 176 hours of sick leave must be maintained. All or a portion of your personal holiday may also
be donated.
The shared leave donation form can be downloaded from the HR forms section of the Human Resources home page
(http://www.cwu.edu/~hr/forms/shared_leave_donation_form.doc) or requested from the HR office by calling
extension 1202. Requests to donate leave must be approved by your supervisor before forwarding to HR and are
subject to approval by your department head and Human Resources.
