Central Washington University Employee Council of Civil Service Employees Minutes of the Meeting February 15, 2011 The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely information and facilitating employee recognition. Adjournment The Employee Council of Civil Service Employees was called to order by Lucy Rolfe. The April meeting has been moved to April 26, 2011 due to a conflict with the Annual Appreciation Awards Ceremony. Linda Schactler talked about the current legislative session which started the second Monday in January and is expected to last until April. The state budget that results will determine the balance of state support, Financial Aid, and tuition monies that are necessary for the Institution to operate. There are two big funding bills that are moving forward: 1) a budget to fix the rest of this year-we are expecting another cut this year in the amount of $700,000, and 2) a budget for the next biennium, which is proposed to be a 25% cut and a tuition increase of 9-11%. Neither of these bills are “set in stone” at this point. Linda has been creating a blog, CWU Briefing Room, which can be accessed off of the CWU home page. The purpose of the blog is to provide background information about the legislative processes and up-to-date information on legislation effecting CWU. SELECTION OF EMPLOYEE OF THE MONTH -The council voted on the employee of the month for February. The winner will be announced at a later date. SUBCOMMITTEE REPORTS - The Annual Appreciation Awards Ceremony is scheduled for April 19, 2011, from 1:30-4:00 p.m. Debbie Thomas is working with Human Resources in preparing the brochure for the event. - The Presidential Address for Classified Staff is scheduled for April 12, 2011, from 10:30 a.m.-12:00 p.m. Ashlie Crawford and Debbie Thomas will be greeters for this event. -The 2010 Team of Distinction was voted on and selected. The winning team will be announced at the Annual Appreciation Awards Ceremony on April 19, 2011. - The 2010 Employee of the Year has been selected. The winner will be announced at the Annual Appreciation Awards Ceremony on April 19, 2011. FOR THE GOOD OF THE ORDER/NEW BUSINESS President’s Advisory Council (PAC) Board of Trustees (BOT) Budget and Advisory Committee (BAC) Strategic Planning Committee (SPC) - Dr. Kandee Cleary discussed inclusivity on campus and in the local and extended CWU community. The purpose of the inclusiveness committee is to create a welcoming environment that includes people rather than excluding them. Morale is related to inclusiveness. High morale leads to better productivity and customer service. Low morale can either lead to high turnover or a “Quit and Stay” mentality. Employees do not feel included so they give up and don’t put effort into their endeavors at CWU, but they do not leave the university. Both outcomes have negative repercussions for CWU and the Inclusivity Diversity Committee is working to overcome this problem. -Tracy Pellett presented information on assessment of student learning at Central. The purpose is to make program improvements based on the data. General education assessment is key. The focus this year is on writing. -Marilyn Levine is our new Provost. She started at CWU on February 2. -Michael Gass is the new Director of Organizational Effectiveness. He began working for CWU February 22. -Jody Baxter is working on maintaining a calendar of campus events. She will be launching a new events website, and may begin a weekly insert in the Daily Record of on campus events. -In Olympia bills are being discussed. Not all will progress forward, it is still in the beginning stages. The governor needs to cut $5 billion out of a $9 billion discretionary budget this year. It is a very difficult task. -Each division has been asked to create plans for possible cuts in the next budget period. Other than the governor’s budget, no proposal from Olympia has presented a balanced budget. -At the Budget and Finance Committee meeting the President presented his four goals for CWU. -Adapting to the “new normal” state budget -Create an environment of inclusiveness -Organize for student success -Engage the campus community to determine our future -Sid Morrison, BOT Chair, mentioned that he is looking forward to the Employee Appreciation Awards coming in April. It is important that we take time to recognize those individuals who have dedicated their time and efforts to Central. -The draft Strategic Plan has been reviewed by President Gaudino, and will soon be released for public comments. The Strategic Planning Committee is soliciting feedback from a number of campus groups including the Civil Service Employee Council. Anonymous feedback will be collected at a future E.C. meeting. Shared Leave Requests The following individuals are in need of shared leave: Marie McGowan and Jennifer Ford – Human Resources, Carol Hill – Accounting, Linda Irish – Dining Services, Valdemar Jensen – Business Auxiliary Custodial Services, and James Hudson – Chemistry. CWU employees may donate leave to a fellow employee: 1) who is suffering from or has a relative or household member who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition; or, 2) who has been called to service in the uniformed services; and, where the fact of either 1) or 2) has caused or is likely to cause the employee to take leave without pay or terminate his or her employment. You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual leave must be maintained. Excess annual leave (that over 240 hours) that will otherwise be lost may not be donated. A minimum balance of 176 hours of sick leave must be maintained. All or a portion of your personal holiday may also be donated. Requests to donate leave must be approved by your supervisor before forwarding to HR and are subject to approval by your department head and Human Resources.
