AGREEMENT FOR 3+2 DUAL-DEGREE PROGRAM
BETWEEN
CENTRAL WASHINGTON UNIVERSITY
AND
[NAME OF PARTNER INSTITUTION]
Central Washington University (hereinafter referred to as “CWU”), located in Ellensburg,
Washington, United States of America, and [NAME OF PARTNER INSTITUTION], (hereinafter
referred to as [“…”], located in [CITY, PROVINCE/STATE, COUNTRY] hereby agree upon the
below terms and conditions for the establishment and governance of a 3+2 Dual-Degree Program
(hereinafter referred to as “the Program”). CWU and [NAME OF PARTNER INSTITUTION]
will be collectively referred to hereinafter as “the institutions”.
I.
PROGRAM PURPOSE
The institutions agree to collaborate on the Program, which will allow students from
[NAME OF PARTNER INSTITUTION] to pursue degrees from both CWU and [NAME
OF PARTNER INSTITUTION]. The Program will allow qualifying [NAME OF
PARTNER INSTITUTION] students to transfer to CWU for the purpose of completing a
[DEGREE] in [FIELD] from CWU. Students who successfully fulfill the degree
requirements of [NAME OF PARTNER INSTITUTION] may, at the discretion of [NAME
OF PARTNER INSTITUTION], also be awarded a [NAME OF DEGREE] degree from
[NAME OF PARTNER INSTITUTION].
II.
PROGRAM REQUIREMENTS
A. NOMINATION, APPLICATION, AND ADMISSION
1. Qualified students in the [TYPE OF DEGREE] program at [NAME OF PARTNER
INSTITUTION] will be nominated to matriculate in the CWU [TYPE OF
DEGREE] program.
2. [NAME OF PARTNER INSTITUTION] will nominate students on the basis of the
below criteria and may deviate from such criteria only under special circumstances.
Each nominated student must:
a. have completed at least [NUMBER OF SEMESTERS OR YEARS] full-time
study at [NAME OF PARTNER INSTITUTION];
b. have a good-to-excellent academic record as demonstrated by a minimum
cumulative grade average of [SPECIFY IN GRADING SCALE OF
PARTNER]; and
c. meet all admission and other specific requirements of CWU, including
language proficiency test scores.
d. Optional: If a nominated student does not meet CWU’s language proficiency
requirements, such student may apply for conditional admission contingent
upon sufficient and successful supplemental English language training, which
will consist of a placement exam upon arrival and enrollment at the student’s
own cost in additional English language courses through the CWU University
English as a Second Language (UESL) program.
3. [NAME OF PARTNER INSTITUTION] shall be responsible for preliminarily
screening and nominating students for the Program, for ascertaining that each
nominated student is likely to benefit from a particular course of study, and for
providing a list of nominated students to CWU’s Office of International Studies
and Programs and [CWU UNIT]. CWU will make the final admissions decision
with respect to the proposed candidates.
4. The institutions will work together to establish a schedule containing deadlines for
completion of each of the responsibilities delineated in this section II.A., and each
institution will be bound by the deadlines contained in such schedule. Nominated
students must complete the application for admission to CWU and submit all
required supporting documents, including official transcripts, by the established
deadlines of the year of matriculation.
B. ENROLLMENT, TUITION, AND COSTS
1. [NAME OF PARTNER INSTITUTION] students participating in the Program will
be enrolled as full-time degree students at CWU as required by U.S. student visa
regulations and undertake a pre-planned program of study as determined by both
parties.
2. Prior to the start of the Program, CWU will provide the incoming students with an
estimate of the expenses the students will be responsible for during the period of
attendance.
3. In addition to CWU tuition, [NAME OF PARTNER INSTITUTION] students are
responsible for costs including, but not necessarily limited to: international travel;
room, board and living expenses; CWU mandatory fees; mandatory health and
emergency insurance; hospital and other medical expenses; textbooks; applicable
course and/or lab fees; and miscellaneous expenses.
4. Optional: All admitted [NAME OF PARTNER INSTITUTION] students shall be
eligible to be considered for reduced tuition under the terms of CWU’s tuition
waiver program for international students.
5. Optional: Admitted [NAME OF PARTNER INSTITUTION] students shall be
eligible to be considered for [SPECIFY SCHOLARSHIP NAME or any merit-based
or other departmentally awarded scholarships] provided by CWU [CWU UNIT].
C. DEGREE COMPLETION AND CONFERRAL
1. The parties agree to share detailed curricular information, including course syllabi,
and communicate any changes to degree completion requirements that may impact
time to degree completion and related expenses.
2. A minimum of [NUMBER] credits and cumulative GPA of [NUMBER] out of 4.0
scale are required for the completion of a [NAME OF DEGREE] degree at CWU.
Appendix A hereto describes degree requirements and the specific courses and
credit hour requirements by semester or year for the degree program at both CWU
and [NAME OF PARTNER INSTITUTION].
3. A maximum of [NUMBER] credits obtained at [NAME OF PARTNER
INSTITUTION] may be transferred to fulfill the course credit requirements at
CWU. The minimum grade required for courses to transfer is [“C” equivalent for
undergraduate courses, or “B” equivalent for graduate courses]. CWU will consider
the courses in Appendix B, completed at [NAME OF PARTNER INSTITUTION],
for transfer toward the [NAME OF DEGREE] at CWU.
4. CWU will post transfer credits only when the [NAME OF PARTNER
INSTITUTION] student has provided CWU with an official transcript from
[NAME OF PARTNER INSTITUTION].
5. CWU reserves the right to dismiss any student at any time for academic or personal
misconduct in violation of established institutional policies. The dismissal of a
student will not abrogate this Agreement with regard to other transfer students from
[NAME OF PARTNER INSTITUTION].
6. The [NAME OF DEGREE] degree from CWU will be awarded to [NAME OF
PARTNER INSTITUTION] students upon successful completion of all degree
requirements.
7. Students who successfully fulfill the degree requirements of [NAME OF
PARTNER INSTITUTION] may also be awarded a [NAME OF DEGREE] degree
from [NAME OF PARTNER INSTITUTION]. [NAME OF PARTNER
INSTITUTION] will consider the courses in Appendix B, completed at CWU, for
transfer toward the [NAME OF DEGREE] at [NAME OF PARTNER
INSTITUTION]. Students must send an official transcript from CWU to [NAME
OF PARTNER INSTITUTION] for evaluation. To comply with United States data
protection law, students will need to sign a release form at orientation, permitting
CWU to send transcripts to [NAME OF PARTNER INSTITUTION].
D. HOUSING AND VISAS
1. CWU will assist incoming [NAME OF PARTNER INSTITUTION] students in
locating suitable housing accommodations and offer, as appropriate, assistance
with registration and advice regarding campus life, health, language, and cultural
adjustment.
2. The CWU Office of International Studies and Programs will provide [NAME OF
PARTNER INSTITUTION] students with the required documents needed to apply
for nonimmigrant visas for their study period in the United States. [NAME OF
PARTNER INSTITUTION] students are responsible for paying any costs of
obtaining those visas.
III.
PROGRAM COORDINATION
Each party will appoint a coordinator who will be responsible for the successful operation
of the Program. Duties will include, but are not limited to, publicizing the Program,
recruiting and screening for the Program, making necessary academic arrangements for the
Program, advising the participants on housing and travel issues, and facilitating visa
processes. For [NAME OF PARTNER INSTITUTION], [NAME] will serve as Program
Coordinator. For CWU, [NAME] will serve as Program Coordinator.
IV.
COMMUNICATIONS & NOTICES
Each party shall send communications or notices pertaining to this Agreement to the
other party at the relevant address set forth below or to such other address designated by
that other party through written notice.

V.
DURATION OF AGREEMENT
This Agreement shall be in force and be binding upon the parties hereto for a period of
[e.g. five (5) years] from the latest date of signature shown below, and is renewable for
additional periods of time as agreed in a written amendment signed by the parties. Except
as otherwise provided herein, either party may terminate this Agreement at any time with
[e.g. six (6) months’] advance written notice to the other party. In the event that this
Agreement is terminated, student candidates currently enrolled in the Program shall be
permitted to complete the Program in accordance with the terms of this Agreement.
VI.
JEOPARDY OF ACCREDITATION / TAX STATUS / STUDENT FINANCIAL AID
Neither institution shall engage in any action or inaction that would jeopardize the other
institution’s accreditation by applicable accrediting bodies; the institution’s tax status; or
the eligibility of the institution’s students for financial aid. Notwithstanding the other
provisions of this Agreement, if either institution breaches its obligations under this
paragraph, the non-breaching institution will have the right to immediately terminate this
Agreement by written notice to the breaching institution.
VII.
DISPUTE RESOLUTION
This Agreement shall be governed by the laws of the State of Washington, United States
of America, without regard to the conflicts of law principles thereof. Venue for any dispute
arising hereunder shall be in Kittitas County, Washington. The parties each agree to make
a good faith attempt, where practical, to informally resolve any dispute arising under this
Agreement prior to commencing legal action against the other party.
VIII. COMPLIANCE / NONDISCRIMINATION
Each institution agrees that it will abide by all applicable laws and governmental
regulations when performing its obligations under this Agreement. Each institution further
agrees not to discriminate based on race, color, religion, national origin, ancestry, sex, age,
marital status, familial status, sexual orientation, gender identity and expression, genetic
information, or veteran status. To the extent practicable and required by applicable law,
the institutions also agree to reasonably accommodate individuals with disabilities.
IX.
INDEPENDENT CAPACITY / INDEMNIFICATION
Each institution will be responsible for the acts or omissions of its own employees,
volunteers, officers, or agents in the performance of this Agreement. Neither institution
will be considered the agent of the other nor does either institution assume any
responsibility to the other for the consequences of any act or omission of any person or
entity not a party to this Agreement.
X.
INTEGRATION / SEVERABILITY
This Agreement constitutes the entire Agreement between the institutions and supersedes
any and all other agreements, understandings, negotiations and discussions, oral or
otherwise, express or implied, including but not limited to any foreign language translation
of this Agreement prepared for negotiation and discussion purposes. Any later change in
any term or condition of this Agreement shall be effective only if in writing and signed by
both institutions. If any provision of this Agreement is determined to be invalid or
unenforceable by a court of competent jurisdiction, it shall be ineffective only to the extent
of such determination and the validity and enforceability of all the remaining provisions
shall not be affected.
XI.
FORCE MAJEURE
Neither CWU nor [NAME OF PARTNER INSTITUTION] shall be liable to the other or
deemed in breach of this Agreement if and to the extent such institution’s performance
under this agreement is prevented by reason of circumstances beyond its control, such as
strike or other labor disputes, civil disorders, severe weather, natural disasters, government
issued travel warnings or alerts, war, or national emergencies.
