should continue in its efforts to improve the interface with
Turner.

Recommendation #2: Project performance on field
construction quality should be a part of status
presentations.
Independent Testing Laboratory for acceptance testing
Only 2 Deficiencies Notices for quality reasons
Minimal re-work (ejector pit steel)

Response to Recommendations (continued)
Recommendation #3: Schedule reliance on co-occupancy has
inherent risks that need to be assessed and managed.
Priority assigned to Civil construction
Co-occupancy dates proposed by Turner and accepted by
LCLS
Technical Installation work categorized and scheduled to
minimize potential interferences.
Recommendation #4: CF is implementing an impressive list of
DOE safety standards. These should be included in safety status
presentations.
Safety Performance is paramount. However, frequency of
minor events continues to alarm. Stern consequences
applied.

Response to Recommendations (continued)
Recommendation #5: Implement the proposed tunnel
boring schedule as soon as possible.
Recovery Schedule was implemented.
Undulator Hall Tunnel excavation complete. Concrete
subcontractor preparing to place the finished invert slab.
Far Hall Excavation proceeding well.
X-ray tunnel excavation well-advanced (additional
construction access)
Recommendation #6: Consider adding temporary
safety personnel during the next shutdown.
Shutdown work is independent of CF work. Non-Turner
work is supervised by UTR (safety trained).

Conventional Facilities Update
Recommendation #7: Prepare and implement a written
process for distributing CF redline changes that originate
in the field during construction.
A Project Management Document (PMD) will be prepared
and made a part of the project record.
Recommendation #8: Schedule the next CF
subcommittee review of construction before completion
of the next critical activities required from CF in the next
four months, assuming that FAC advice could be
relevant in those areas.
CF-managed work made good progress since last meeting.

- Project is on schedule to be completed ahead of
original 28 month duration
- Co-avail milestone will be achieved (12/07) to allow
project to commence installation of equipment
- Field activities are maintaining a low change order rate
- CF staff in place to complete the project
- Roll off plan to commence in 1st qtr of fy 08 for major
CF effort
- Remaining staff plan adequate for upcoming fy08-09
work
