The main focus of the meeting is to consider the future work and organizational arrangements for IFCS in light of the decision of ICCM not to integrate IFCS into ICCM as an advisory body as proposed by Forum VI. The Statement Of Administrative And Financial Arrangements Relating To The Provision Of The Secretariat For The Intergovernmental Forum On Chemical Safety At The Headquarters Of The World Health Organization (WHO) includes a section on the terms of the arrangement: 8. Terms of Arrangements 8.1 Except as otherwise specified, the administrative and financial arrangements may be modified at any time upon an Exchange of Letters between the Executive Director, General Management, WHO and the President of the Forum. 8.2 This statement of administration and financial arrangements may be terminated by WHO or by the President of the Forum subject to three months written notice. Reference: - IFCS Trust Fund – 2009 Budget of the IFCS Secretariat (IFCS/FORUM-VI/07w Annex 3) - Statement Of Administrative And Financial Arrangements Relating To The Provision Of The Secretariat For The Intergovernmental Forum On Chemical Safety At The Headquarters Of The World Health Organization (WHO) 4.0 Future work and organizational arrangements for IFCS ICCM-2 considered the proposal by the Forum to integrate IFCS into the SAICM structure as an advisory body to the ICCM and took the following decision on the future of IFCS: ICCM-2 Resolution on the Intergovernmental Forum on Chemical Safety The Conference, 2. Decides, in light of the establishment of an Open-ended Working Group as a subsidiary body of the conference, not to integrate the Forum into the Conference at this time. The ICCM-2 Decision on establishing an open-ended working group contains the role and functions of the subsidiary body. The agreed modalities for considering emerging issues are presented in an annex to the ICCM-2 Resolution on emerging policy issues. The Forum VI Dakar Resolution on the future of IFCS states the following: 4. ..... authorizes the Forum Standing Committee to take any decisions with regard to the integration of the Forum into the ICCM; 10. Decides that until ICCM integrates the Forum into ICCM as described in this Resolution, in particular in Paragraph 7 and its annex, the Forum will continue to operate under its current 2 IFCS/FSC/09.01 16 June 2009 terms of reference, and the Forum Standing Committee will continue to operate under its current terms of reference; 11. Requests the IFCS Secretariat to support the Forum Standing Committee and to work closely with the SAICM Secretariat in the implementation of this Resolution; 12. Invites all Governments, intergovernmental organizations, and non-governmental organizations, including from the private sector, to provide voluntary financial and in-kind resources in support of the IFCS Secretariat in the fulfillment of its functions. The role and responsibilities of the FSC are contained in its Terms of Reference and include guiding the work of the Forum between sessions and assisting with fund raising. The FSC is requested to consider and advise on the future work and endeavours of the IFCS in light of the outcome of ICCM-2. The objective was to establish and strengthen a good working relationship between the IFCS, SAICM implementation and the ICCM to support the implementation of SAICM. The FSC is requested to advise on extending the invitation to participate to the newly elected SAICM regional focal points and/or the members of the newly established ICCM Bureau. ICCM-2 adopted a Resolution on regional activities and coordination. The resolution 8. Encourages regional focal points to continue to play a facilitative role within their regions including undertaking activities as determined within each region such as, inter alia: chairing regional meetings, disseminating information of interest to focal points within their region, collecting views from SAICM national focal points on matters of interest to the region, and assisting in the flow of information and views from the region to its bureau member, as appropriate. ICCM-2 adopted Rules of Procedure and in doing so established a Bureau comprising a President and four Vice-Presidents. Each of the five regions of the United Nations is represented by one officer in the Bureau. ICCM Bureau The Bureau advises the President and the secretariat on the conduct of the business of the Conference and its subsidiary bodies.
