Yet, as any member of the academy who has participated in a shared decision making process knows, shared governance can be a bit messy and is very time-consuming. Consensus® harnesses the power of shared governance, while providing the tools to help make the decision making process more effective, as well as more efficient. Search Committee Roles & Responsibilities Consensus® is designed with three levels of access to the system – each with different capabilities and different sets of screens to help manage the search process. These levels include: Search committee members who review and rate candidates. The search committee secretary and chair who are responsible for managing the search process including communicating with candidates, distributing ratings worksheets, and advancing candidates from level to level. The system administrator who is responsible for establishing vacancies in Consensus®, creating User IDs and passwords for search committee members, and archiving search records at the conclusion of each search. This guide describes system functions for the search committee secretary or chair. It supplements (and does not duplicate) the Search Committee User’s Guide. Before reviewing this guide, the secretary and chair should familiarize themselves with the Search Committee User’s Guide for functions related to screening and evaluating candidates. For searches not staffed with a search secretary, all of the functions described in this guide are the responsibility of the search committee chair. User Note: If you manually type the URL, there is an underscore mark between “committee” and “login.” Advertising the Vacancy When the search committee or appointing authority finalizes a public advertisement for the position, the secretary must coordinate with the system administrator to ensure the advertisement includes appropriate on-line application instructions. Typical application instructions include a statement such as: To facilitate the search process, on-line applications are strongly preferred through HigherEdDecisions, our search support partner. To apply on-line, please go to https://highereddecisions.com/hedcs/current_vacancies.asp and click on the Vacancy of Interest. For assistance accessing our on-line applicant portal, contact [name of system administrator] at [phone number]. In lieu of the complete URL address to access Consensus®, the system administrator can develop a short-cut link such as, “To apply on-line, please Click Here.” Print advertisements, of course, must include the full format URL. To take advantage of the on-line application portal, it is critical that all public advertisements for the position include a link to Consensus™. The system administrator will establish the vacancy in Consensus® and establish login IDs and initial passwords for search committee members. Barring duplication of names of individuals who are already system users, the login ID and initial password consist of First Initial + Last Name. Notifying Search Committee Members The system administrator will assign login IDs and initial passwords for each search committee member. Either the system administrator or the search committee secretary (by agreement) must notify search committee members by email and provide a copy of the Search Committee User’s Guide. The search secretary or chair is responsible for all other communications with the Search Committee. [See sample transmittal letter on page 24.] Configuring Email Confirmation Consensus® provides a system-generated email to each candidate acknowledging their application. Immediately after the system administrator establishes the vacancy in Consensus®, and before public advertisements for the vacancy are posted, the search committee secretary should enter the text for the on-line acknowledgement of applications from the Application Profile Master Screen. Remember to choose words that are appropriate for a system-generated email that will not be addressed to recipients individually. From Email Address The system requires an email address for the sender, typically the secretary or chair. Subject Line Many candidates apply on-line from their current work email addresses. As a courtesy to the candidate, it is preferable not to imply in the subject line of the email that it is, in fact, an acknowledgement of an employment application to another institution. Consequently, a generic subject such as “Greetings from [the name of your institution]” is generally preferable. The System will generate two header lines automatically, including the candidate’s full name and the title of the position for which the candidate applied. ASSISTING APPLICANTS Password & Document Help Applicants may call on the search committee secretary for assistance. If an applicant has simply forgotten his or her password, the secretary can look up the password on the “Download Dataset” described on p.16 of this guide. If an applicant has difficulty attaching documents to the Applicant Profile, the secretary may agree to accept electronic copies of these documents and convey them, in turn, to the system administrator. [Note: The system administrator may upload applicant materials to an existing applicant profile, but this function is not available to search committee secretaries.] If an applicant decides to withdraw from consideration and asks for his or her applicant profile to be removed from the system, the secretary should instruct the applicant to log into the System, advance to p. 5 of the applicant portal, delete the electronic signature, then click on “Withdraw” on the following screen. This will delete all applicant records from the System. [Note: The system administrator may also delete erroneous or duplicate applicant records, but for security purposes, this function is not available to search committee secretaries.] Creating Applicant Profiles Manually Even with an on-line application portal, circumstances may arise in which an applicant submits a hard-copy or email application for consideration. See instructions on p. 18 of this guide. EVALUATING APPLICANTS Starting the Evaluation Process One of the advantages of using an on-line search support system is that search committee members may begin to screen applicant records as soon as they are received, rather than waiting for an application deadline to begin the evaluation process. This permits search committee members to evaluate applicants as they are received, beginning immediately after the position is advertised, avoiding the artificial build up work to be performed in a short period of time. This in turn enables search committees to schedule the first material cut in the screening process very soon after the priority application deadline. [See sample transmittal letter on page 24 of this guide.] Consolidated Ratings Worksheets Preparatory to each search committee meeting, the search committee secretary should print the consolidated ratings for the level of the search currently underway. From the Applicant Profile Master Page (illustrated on p. 3 of this guide), first select the level of interest. This will display the Applicant Ratings Summary page (displayed below). Click on “Consolidated Ratings–Sort by Sequence” or “Consolidated Ratings–Sort by Rating.” Click on “Sort by Sequence” or “Sort by Rating” to Display Ratings Worksheet. Generally, both consolidated ratings worksheets are distributed to search committee members at the beginning of search committee meetings (and not in advance). However, in the event the committee requires a “virtual” meeting or longdistance telephone conference, the system provides the capability to distribute the consolidated worksheets as email attachments (through the download function). Click on “Print” or “View/Download” as preferred. The following operational tips should help the search committee secretary or chair make the best use of the Consolidated Ratings Worksheets. Monitor Ratings: Preparatory to search committee meetings, the search secretary or chair can preview the Consolidated Ratings Worksheet to ascertain whether search committee members have evaluated candidates or may need a reminder. If one or more committee members have yet to complete candidate evaluation, the secretary or chair could then send a private reminder – or general committee reminder – to have all candidate ratings posted to the System by a specific date and time. Because relatively little time is required to print & copy ratings worksheets, such “rate by deadlines” may be as little as one hour before meetings. Scroll to Name: To display name and contact information for search committee members, the Secretary may simply move the cursor over the initials at the top of each column when the consolidated ratings worksheet is displayed on screen. For search committees up to seven members, the worksheets should print on a single page. For larger committees, it may be necessary to download the worksheet to Excel and manipulate the page layout manually to ensure the worksheet prints one-page wide (either letter or legal size). This will help ensure the most efficient use of the worksheet during search committee meetings. MANAGING THE SEARCH PROCESS Advancing Candidates from Level to Level All candidates begin at Level I. Once the search committee has determined which candidates will be advanced to the next level of the search, the secretary must advance candidates to the designated level from the Applicant Profile Master Screen. Click on “Level Maintenance” to display Applicant Level Screen. The “Applicant Level” screen (illustrated on the next page) will appear, listing all candidates for the position in sequence number order. To advance candidates from Level 1 to Level 2, for example, click the radio button for Level 2, then click on the white box to the right of each candidate’s name to be advanced to Level 2. When all candidates have been selected, click on “Update Rating Level” at the bottom of the screen. Click on the white box next to the name of each candidate you want to advance. Click on “Update Rating Level” to advance candidates to the selected level. The system will automatically display the Applicant Profile Master Screening showing those candidates that have been advanced to the next level in the form of a “horizontal bar chart.” The secretary may repeat the selection process, as necessary, until all candidates have been advanced to the next level of interest by the committee (even if this requires more than one session). If a candidate is inadvertently moved to the next level, it is permissible for the secretary to simply use the “level maintenance” function to move the candidate back to the previous level – so long as search committee members have not rated the candidate at the higher level. Once candidates have been rated at a given level, they cannot be moved backwards to a lower level. Once all candidates have been advanced to the level of interest, the committee secretary should “lock” the previous level. This will prevent applicant ratings from being entered at the locked level, after the committee has moved on to subsequent levels. Click on level maintenance from the Applicant Profile Master Screen. Consequently, in order to send a “broadcast” email to all candidates, it would be necessary to send duplicate emails from each active level of the search. Attaching Transcripts & Reference Letters Depending on institutional search guidelines, some search committees may require finalists to provide certified transcripts from educational institutions or solicit 3 rd party reference letters to be provided directly to the search committee secretary or chair. Consensus® provides the capacity to attach transcripts and reference letters to the Candidate Profile in the System – so these documents will be available on-line to search committee members in subsequent levels of the search. Documents are attached using standard browser buttons, so the document must first be saved to the secretary’s hard drive (or other accessible electronic file). It will facilitate uploading documents if the committee solicits them by email (rather than by fax or hard copy). For fax or hard copy documents, the secretary must first scan the documents to create electronic copies to upload. Transcripts are attached from Page 1 of the Applicant Profile. Reference letters are attached on Page 2. To attach documents, select “Level” from Applicant Profile Master Screen, then click on “Candidate Name” on the Applicant Rating Summary Page. The Dataset consists of every item of information regarding each candidate displayed in an Excel spreadsheet. [See inventory on p. 26.] The Download Dataset can be used to verify a candidate’s password (on request from the candidate) or as the source file to generate standard mail-merge letters to selected candidates using Microsoft Excel and Word. To generate individual letters or email notices to candidates at a given level, sort the spreadsheet by “Rating Level” at Column G, move candidates at the level of interest to the top of the spreadsheet, and delete all remaining candidates. Then set up the mail-merge routine, generating letters or emails for the candidates of interest. User Tip: Do NOT attempt to print the Download Dataset. It is for password verification, mailmerge generation of candidate letters, and archival purposes only. It is too unwieldy to print. System Administrator Help The System Administrator has additional system capabilities, including changing applicant or committee member passwords, uploading documents to an existing applicant profile; removing all applicant records in the event of a formal withdrawal; archiving search records; and accessing EEO demographics regarding the applicant pool at each level. The declaration includes the following: Acknowledgement that application materials will remain confidential, unless and until the hiring institution requests authorization to release them publicly. Certification that credentials & qualifications are accurate and complete. Acknowledgement of responsibility to obtain and maintain eligibility to work in the United States as a condition of employment. Disclosure of criminal convictions, if any. Disclosure of the employment of relatives in the hiring institution, if any. Acknowledgement that falsification or material omission in application materials may result in invalidation of any subsequent employment contact. Authorization for hiring institution for verify all application materials (including educational and employment records). Authorization for hiring institution to publicly release applicant materials if the candidate accepts an employment interview. The complete text of the declaration is maintained by the System and is accessible, on request, to the System Administrator. The declaration, itself, is not available to the search committee, secretary, or chair. The System will send a notification to the system administrator in the event the candidate discloses either a criminal conviction or the employment of relatives within the hiring institution. The system administrator is responsible for taking appropriate institutional action in response to either disclosure. Because the pre-employment declaration constitutes a term or condition of employment in the event of hire and legally binds the candidate to the declarations submitted, the search committee secretary should NOT execute the preemployment declaration. Candidate may “Exit & Return” at a later date, saving all application materials. Candidate may “Withdraw” from consideration, deleting all application materials. Click “Exit/Return.” This will save applicant records, but without a certification. All application materials will be saved, but the candidate will not receive the systemgenerated acknowledgement email. It is recommended that the Secretary send an individual e-mail to the candidate inviting them to complete their application by executing the preemployment declaration. [See daft email on next page.] User Note: If a candidate advances to the interview stage of the search without executing the on-line preemployment declaration, the secretary should ask the candidate sign a hard copy prior to the interview, consistent with institutional guidelines. Verifying Applicant Information Entered Manually After loading all applicant files manually that have been received, the secretary will need to log into the Committee Portal to print “Application Summaries” to verify all candidate information entered on behalf of the candidate.
