Silliman, a retired businessman of the town of Cohoes in New York State. In 1899, Dr. Silliman appeared at the office of the Presbyterian Board of Foreign Missions with the conviction that the Filipino people would need a new kind of education. Malayang III, is a notable environmentalist. April, 2009 – Memorandum of Understanding for Revitalized Primary Health Care Conference signed August, 2009 – Inaugural meeting – RPHC Initiative in Dumaguete City, Negros Oriental; Position Paper drafted and finalized; Collaborative Partnerships established 11 REVITALIZING PRIMARY HEALTH CARE: A CALL TO ACTION Formulated by Nurses, Educators, Health and Community leaders During the Global Symposium on Revitalizing PHC Silliman University College of Nursing, Dumaguete City, Negros Oriental Province, Philippines 21-22 August, 2009 Today, 22 August 2009, as nursing and health leaders gathered together to critically reflect on the World Health Organization (WHO) framework on the revitalization of PHC, we all pledge to intensify collaborative efforts to protect and promote the health of communities we serve and work together towards achieving universal access, greater equity and improved health outcomes, including achievement of Millennium Development Goals, particularly the health-related MDGs and noncommunicable disease associated prevention, risk reduction and management. In recognition of the Declaration of Alma-Ata (1978), the Ottawa Charter for Health Promotion (1986) and various regional and global resolutions of WHO Committees and Health Assemblies we aim to strengthen political commitment at all levels to the values and principles of primary health care. We envision the provision of comprehensive primary health care services, including health promotion, disease prevention and risk reduction, acute and chronic care provision, including palliative care, integrated and coordinated according to needs, linked to effective referral systems. 12 CALL TO ACTION We, the global symposium participants, pledge to work with partners, including health and other sectors, local government units, communities, academe, non-governmental organizations, the private sector and other stakeholders, to revitalize PHC and accelerate achieving universal access to quality health services and in turn, the achievement of Millennium Development Goals and noncommunicable disease risk reduction. We are determined to: Establish a national nursing consortium on PHC, terms of reference, secretariat and work plan priorities; Conduct participatory research-based assessments of health and service needs of people/communities, PHC-related competencies, curricula, in partnership with communities and other stakeholders; 13 CALL TO ACTION (CONT…) Analyze and address the need and demand of people for broadened nursing functions, including advanced practice, as means to further seamless, integrated health services (largely focused on but not limited to promotive, preventive, supportive, curative and palliative) in all settings across the continuum of care; Advocate for interprofessional and multisectoral collaboration, resource mobilization and intensified progress towards universal access to quality health services and achievement of MDGs and noncommunicable disease risk reduction; Strengthen knowledge sharing, monitoring and performance indicators, potential best practice uptake and policy reforms across sectors by building the evidence-base for effective models of nursing and health service provision organized around people's needs and expectations and aimed towards universal access and social justice; Assess progress and issue a monitoring report within a year. 14 Historical Timeline (cont..)
