Cost Recovery for CD Extension Programs
Fundamental of Economic Development o Has base fee already set (part of partnership with MEDC) which is under review o Fee generation worksheet should be completed by ExCEED at state level.
Community Development Academy o Has set fee based on market and competition. We do need to review this periodically. o We also need to review current policies for reimbursement—potentially recouping some small portion from income to offset salaries paid on GO dollars for state and regional faculty presenters. o Fee generation worksheet should be completed by state faculty coordinating.
EXCEL/Youth EXCEL/Other CLD except Step-Up:
Non-Extension sponsored/non-Extension coordinated:
To recoup salary costs of specialist and remit to campus—If you are a speaker and spending 4 or more hours in teaching for all of EXCEL, then charge $20/hour (not per session)
EXCEL sponsored or co-sponsored by Extension: o Cost recovery to remit to campus: Amount per participant: $25 per participant state to assist with program support materials at state level AND o To recoup salary costs of specialist and remit to campus—10% of face and participant time that regional faculty spend
Notes: o May be covered by sponsorship or grants o We have looked at the average time that regional specialists spend on this.
Step-Up has a set curriculum
Extension sponsored or delivered:
To remit to state: $125 to hold the course flat fee to state
Typically 12 sessions @ 3 hrs each face time (36 hours) for faculty
@$35/hr for regional specialist = $1,260:
Already pay $10 per participant (state fee) or materials may be printed locally (local or sponsor cost)
Non-Extension sponsored/non-Extension coordinated:
To recoup salary costs of specialist and remit to campus—If you are a speaker and spending 4 or more hours in teaching for all of STEP-Up, then charge $20/hour (not per session)
Note: Assuming a low-income audience, may be covered by sponsorship or grants
OTHER PROGRAMS:
One-shot offerings:
Half day to full-day workshop/offering that is single engagement:
To recoup faculty time remit $20/hour/faculty member (if teaming)
Organizing/managing workshop or course:
When offering a workshop that exceeds the 2 hour prep for each hour of workshop/course time, recoup and remit to campus 10% of faculty time per offering that includes the planning because these are planning intensive o Example: 3 hour workshop that required 40 hours planning/prep/organizing: 0.1 x (43x$35)=$150.50 fee to remit for faculty time
Exception: Fundamentals of ED or other program that has designated specific fee from state level (Strategic Doing is still in progress).
In-depth planning/facilitation of process:
Web-based offerings:
Requires same deliberation re: time and commitment, etc.
We anticipate we will have more guidelines as we engage in several of these.
OVERALL NOTES:
4 hours seems to be break point on when to start considering charging
Considerations of Public vs private good:
Private entity: recoup our time plus E&E
Otherwise, after determining how much time is involved and time exceeds the four hours, then determine: o Is this mostly private good? o What is the ratio of public good in comparison to private good? o Do individual participants have the ability to pay? o What are there alternative funding sources? o Can local sponsorships and/or partnerships be garnered? o Can a grant cover the state and local costs to be recouped? o Does this offering sufficiently open opportunities for other programs for which fee would be charged, ie. we MIGHT have a case for reduction in recovery, especially if this is a short program. o Is a pilot program with potential to charge the next time around?
However participants and constituents need to understand this is a pilot and one-time pricing structure.
Issues
Apprehension re: remittance from field, CPDs, councils
State/federal investment locally (need to convey the whole investment of
Extension in a county)
Critical Communications
Frame as cost-recovery to support county operation, faculty and campus support.
Also opportunity to frame this as part of “One MU Extension”
