IFCS/FSC/02.25 IFCS Simple Indicators of Progress Prepared by: Ibrahima Sow, Senegal Consultant to the IFCS Secretariat Revisions by IFCS Secretariat This report was prepared as an information paper for the Forum Standing Committee to assist in the preparation for Forum IV. It represents a work in progress and will be updated as necessary when additional information is received. The report provides information for the President’s Progress Report. The information should also prove useful for planning regional efforts. ------------------------------------------------------------------------------------------IFCS Simple Indicators of Progress - Forum IV,….– Ver 001. 1 IFCS/FSC/02.25 INRODUCTION Forum III revised and updated the Priorities for Action that had been adopted by the Forum in 1994. The revised Priorities for Action beyond 2000 were designed to be fewer in number, more focussed and measurable. The Forum Standing Committee agreed to a number of simple indicators as a tool to monitor progress. The simple indicators were selected to provide basic information, focusing on key items for which information was relatively easy to collect, and with target dates before or near Forum IV. The limitations of all numeric data of this simplified form and type should be kept in mind when interpreting the information. Questionnaires were sent to national governments and the Participating Organizations of the Inter-Organization Programme for the Sound Management of Chemicals (IOMC). The information received by February 2003 in response to the questionnaires is presented with explanatory notes. Obtaining information from national governments has remained a challenge - a relatively low number of countries have responded (56). The following table gives the number of countries and IOMC members having completed the questionnaire. Also note the number of eligible countries. Groups Africa Asia&Pacific C&EE LA&C Number of Countries 13 11 11 10 having completed the questionnaire Number of eligible 53 56 27 39 countries IOMC members having completed the questionnaire: OECD, UNEP, UNITAR, WHO WEOG 11 Total 56 31 206 The responses to the questionnaire received from governments may not have matched the information provided by the IOMC organizations. Comments/explanatory notes are included to provide additional analytical observations. Detailed summary check lists of the information provided by countries can be found in the Annex. ------------------------------------------------------------------------------------------IFCS Simple Indicators of Progress - Forum IV,….– Ver 001. 2 IFCS/FSC/02.25 INDICATORS 1. UNITAR : 33,5% have prepared their national profiles With respect to the interministerial/intersectorial coordinating mechanism, it should be recommended that committees include all stakeholders (in some countries, committees are only composed of governmental institutions). 2. The primary audience for the guidance materials is developing countries and countries with economies in transition. The documents, which are in draft form and being field-tested in a number of pilot countries, are entitled: Preparing a National Chemical Hazard Communication Situation Analysis (Working Draft); Developing and Implementing a National Chemical hazard Communication and GHS Action Plan (Working Draft Guidance Document), 2001; Developing and Implementing a National Chemical hazard Communication and GHS Action Plan – Implementation manual for Pilot Countries (Working Draft) 2001; The guidance and training materials will be finalised as part of the Pilot Programme. A training package on comprehensibility is also under development, and will be available for country use in 2003. Information from OECD OECD Harmonised Integrated Hazard Classification system for chemical Substances and mixtures; OECD-EHS series of Monographs on testing and Assessment – Monograph no.33 (July 2001). Comment: About 50 % of countries have initiated work to adopt and implement the GHS for classification and Labelling. Very few (27%) have ratified the ILO Convention 170 on Safety in the use of chemicals at work. Many WEOG countries have developed their own systems but are working to reach consensus on the development of the harmonized system on classification criteria and hazard communication elements. ------------------------------------------------------------------------------------------IFCS Simple Indicators of Progress - Forum IV,….– Ver 001. 6 IFCS/FSC/02.25 3. In addition, the information are consistent with the safety data sheet of the International Labour Organization Chemicals Convention. Efforts are necessary for the conformity to the globally harmonized system for classification and labelling of chemicals. ------------------------------------------------------------------------------------------IFCS Simple Indicators of Progress - Forum IV,….– Ver 001. 7 IFCS/FSC/02.25 5. Africa 9 Asia 8 C&EE 5 LA&C 8 WEOG 8 Total 38 7 6 4 8 8 33 Comment: 68 and 59 % of countries have respectively prepared pest management strategies and national studies to develop those strategies. This indicator seems to be a high priority in many countries. 6. The ASP (African Stockpile project) would remedy this situation, at least in the African region where the issue of obsolete stocks is very crucial. 7. National systems for prevention of major industrial accidents and emergency preparedness and response Indicators 7.1 Countries implementing a national system for Emergency preparedness and response: Work in progress (2002 -2006)* 7.2 Countries having a national law requiring the System 7.3 Countries having ratified and implemented ILO Convention 174 on Prevention of Major Industrial accidents; 7.4 * Countries putting efforts under way to ratify and implement the above convention Africa 6 Asia 6 C&EE 8 LA&C 5 WEOG 10 Total 35 5 6 3 8 0 8 3 8 1 10 12 40 2 3 1 1 2 9 5 7 5 4 2 23 Shaded figures represent the work in progress for the 7.1 issue for the 2002 - 2005 period ------------------------------------------------------------------------------------------IFCS Simple Indicators of Progress - Forum IV,….– Ver 001. 8 IFCS/FSC/02.25 Information from OECD All 30 OECD countries implement systems in accordance with international principal; All 30 OECD countries have a national law requiring system Comment: Only 16 % countries have ratified the Convention 174 on Prevention of Major Industrial accidents. Yet, 63 and 71 % have respectively a national system for emergency preparedness and response (work in progress is also perceptible : 63%) and have a national law requiring the system. Here again, implementation of existing plans remain uncertain. 8.
