This report was prepared as an information paper for the Forum Standing
Committee to assist in the preparation for Forum IV. It represents a work in
progress and will be updated as necessary when additional information is
received. The report provides information for the President’s Progress Report.
The information should also prove useful for planning regional efforts.

INRODUCTION
Forum III revised and updated the Priorities for Action that had been adopted by the Forum in
1994. The revised Priorities for Action beyond 2000 were designed to be fewer in number, more
focussed and measurable.
The Forum Standing Committee agreed to a number of simple indicators as a tool to
monitor progress. The simple indicators were selected to provide basic information,
focusing on key items for which information was relatively easy to collect, and with
target dates before or near Forum IV. The limitations of all numeric data of this
simplified form and type should be kept in mind when interpreting the information.
Questionnaires were sent to national governments and the Participating
Organizations of the Inter-Organization Programme for the Sound Management of
Chemicals (IOMC). The information received by February 2003 in response to the
questionnaires is presented with explanatory notes. Obtaining information from
national governments has remained a challenge - a relatively low number of
countries have responded (56). The following table gives the number of countries
and IOMC members having completed the questionnaire. Also note the number of
eligible countries.

support to develop their implementation plans required by Article 7 of the Stockholm Convention.

Comment:
About 50% of countries having completed the questionnaire have put in place the necessary
mechanisms to ensure a sound management of chemicals (National profiles, policies,
priorities, strategies and action plans and an interministerial/intersectorial coordinating
mechanism.
UNITAR : 33,5% have prepared their national profiles
With respect to the interministerial/intersectorial coordinating mechanism, it should be
recommended that committees include all stakeholders (in some countries, committees are
only composed of governmental institutions).

Information from UNITAR
UNITAR and ILO have developed, with multistakeholder input, training and guidance materials on Chemical Hazard
Communication/GHS implementation. The primary audience for the guidance materials is developing countries and
countries with economies in transition. The documents, which are in draft form and being field-tested in a number of
pilot countries, are entitled:
Preparing a National Chemical Hazard Communication Situation Analysis (Working Draft);
Developing and Implementing a National Chemical hazard Communication and GHS Action Plan (Working
Draft Guidance Document), 2001;
Developing and Implementing a National Chemical hazard Communication and GHS Action Plan –
Implementation manual for Pilot Countries (Working Draft) 2001;
The guidance and training materials will be finalised as part of the Pilot Programme. A training package on
comprehensibility is also under development, and will be available for country use in 2003.

Comment:
About 50 % of countries have initiated work to adopt and implement the GHS for
classification and Labelling. Very few (27%) have ratified the ILO Convention 170
on Safety in the use of chemicals at work.
Many WEOG countries have developed their own systems but are working to reach
consensus on the development of the harmonized system on classification criteria
and hazard communication elements.

circulation appears to be a priority in many countries. In addition, the information

Comment:
Implementing plans for disposal of obsolete pesticides remain uncertain (only
39%) while 57 % have already prepared their action plan.
The ASP (African Stockpile project) would remedy this situation, at least in the
African region where the issue of obsolete stocks is very crucial.

Comment:
Only 16 % countries have ratified the Convention 174 on Prevention of Major
Industrial accidents. Yet, 63 and 71 % have respectively a national system for
emergency preparedness and response (work in progress is also perceptible :
