REQUEST FOR QUOTATIONS
1.
INTRODUCTION
The City of Surrey (the “City”) invites contractors to provide a quotation on the form
attached as Schedule C (the "Quotation") for the supply of the goods (if any) and
services described in Schedule A (the "Goods and Services"). The description of the
Goods and Services sets out the minimum requirements of the City. A person that
submits a Quotation (the "Contractor") should prepare a Quotation that meets the
minimum requirements, and may choose, in addition, to also include goods, services or
terms that exceed the minimum requirements.
2.

Contractors should submit the original plus two (2) electronic copies in PDF format on
CDs (three (3) in total) of their Quotation. The original Quotation should be unbound.

DATE
The City would prefer to receive Quotations on or before Friday, November 20, 2009.
The City's office hours are 8:30 a.m. to 4:00 p.m., Monday to Friday, except statutory
holidays.

ADDENDA
If the City determines that an amendment is required to this RFQ, the City will post a
written addendum on the City website at www.surrey.ca (the "City Website") and upon
posting will be deemed to form part of this RFQ. Upon submitting a Quotation,
Contractors will be deemed to have received notice of all addenda that are posted on the
City Website.

6.
DURATION OF QUOTATION
The Quotation will be open for acceptance by the City until:

the date specified in this RFQ or in a Quotation; or
as described in a subsequent written notice which the Contractor may send to the
City.
NO CONTRACT
This RFQ is simply an invitation for quotations (including prices and terms) for the
convenience of all parties. It is not a tender and no obligations of any kind will arise from
this RFQ or the submission of Quotations. The City may negotiate changes to any terms
of a Quotation, including terms in Schedules A and B and including prices, and may
negotiate with one or more Contractors or may at any time invite or permit the submission
of quotations (including prices and terms) from other parties who have not submitted
Quotations.
8.
ACCEPTANCE
A Quotation will be an offer to the City which, subject to Section 6, the City may accept
at any time by signing the copy of the Quotation and delivering it to the Contractor. A
Quotation is not accepted by the City unless and until both the Authorized Signatory and
the Purchasing Representative have signed on behalf of the City. Delivery of the signed
Quotation by the City may be by fax. In that event, the contract will be comprised of the
documents included in the definition of Agreement in Schedule B – General Terms and
Conditions.
9.
CONTRACTOR'S EXPENSES
Contractors are solely responsible for their own expenses in preparing and submitting
Quotations, and for any meetings, negotiations or discussions with the City or its
representatives and contractors, relating to or arising from the RFQ. The City will not be
liable to any Contractor for any claims, whether for costs, expenses, losses or damages,
or loss of anticipated profits, incurred by the Contractor in preparing and submitting a
Quotation, or participating in negotiations for a contract, or other activity related to or
arising out of this RFQ.
10.
CONTRACTOR'S QUALIFICATIONS
By submitting a Quotation, a Contractor represents that it has the expertise,
qualifications, resources, and relevant experience to supply the Goods and Services.
11.
CONFLICT OF INTEREST
A Contractor must disclose in its Quotation any actual or potential conflicts of interest
and existing business relationships it may have with the City, its elected or appointed
officials or employees. The City may rely on such disclosure.
12.
SOLICITATION OF COUNCIL MEMBERS AND CITY STAFF
Contractors and their agents will not contact any member of the City Council or City staff
with respect to this RFQ, other than the contact person named in Section 2, at any time
prior to the award of a contract or the cancellation of this RFQ.

13.
CONFIDENTIALITY
All Quotations become the property of the City and will not be returned to the Contractor.
All Quotations will be held in confidence by the City unless otherwise required by law.
Contractors should be aware the City is a "public body" defined by and subject to the
Freedom of Information and Protection of Privacy Act of British Columbia.
14.
SIGNATURE
The legal name of the person or firm submitting the Quotation should be inserted in the
Quotation. The Quotation should be signed by a person authorized to sign on behalf of
the Contractor and include the following:

(a)
If the Contractor is a corporation then the full name of the corporation should be
included, together with the names of authorized signatories. The Quotation
should be executed by all of the authorized signatories or by one or more of them
provided that a copy of the corporate resolution authorizing those persons to
execute the Quotation on behalf of the corporation is submitted;
(b)
If the Contractor is a partnership or joint venture then the name of the partnership
or joint venture and the name of each partner or joint venturer should be
included, and each partner or joint venturer should sign personally (or, if one or
more person(s) have signing authority for the partnership or joint venture, the
partnership or joint venture should provide evidence to the satisfaction of the City
that the person(s) signing have signing authority for the partnership or joint
venture). If a partner or joint venturer is a corporation then such corporation
should sign as indicated in subsection (a) above; or
(c)
If the Contractor is an individual, including a sole proprietorship, the name of the
individual should be included.
GOODS AND SERVICES TAX AND CUSTOMS DUTY
The Contractor agrees that all Canadian G.S.T. and/or Customs, Duty entitlements
provided by the Excise Tax Act and/or Customs/Tariff Acts and Tax or Custom Duty rate
decreases and/or exemptions resulting from amendments, re-classifications, remissions,
or clarifications thereof on tax and/or duty-included goods and materials, whether
recognized or not at the time of award, shall be passed on to the City.
If the Contractor manufactures or purchases any goods with respect to this Agreement,
from outside of Canada, the Contractor must ensure that its agent or representative is
the importer of record, unless otherwise expressly stipulated.
The City shall not be liable for and the Contractor shall indemnify the City with respect to
any special or dumping duties which may be levied by Canada Border Services Agency
(CBSA) and Canada Revenue Agency (CRA), under the provisions of the Anti-Dumping
Act, upon any imported goods required in the supply of materials in any order or in the
performance of this Agreement.
Goods and Services Tax not submitted in accordance with the requested status will be
adjusted accordingly for the purpose of Quotation evaluation. If pricing offered does not
list applied G.S.T. as a separate line item, the City will assume the Contractor has
omitted such tax and the Quotation will be adjusted accordingly to include the
appropriate tax, and the City will consider the Quotation so amended.

SCHEDULE A – SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES
PART I - GENERAL SPECIFICATIONS & REQUIREMENTS
1.
GENERAL
The City of Surrey would like to establish a framework agreement to purchase TWO (2) ONLY
of the following 7000 L.P.M. Triple Combination Pumper units (the “Fire Apparatus”) as detailed
in these Specifications & Requirements [Part 1 & Part II].
Each Quotation shall be accompanied by a set of “Contractor’s Specifications” consisting of a
detailed description of the Fire Apparatus and equipment proposed and to which the Fire
Apparatus furnished under contract shall conform. These specifications shall indicate size, type,
model and make of all component parts and equipment.

INTENT OF SPECIFICATIONS
It shall be the intent of these specifications to cover the furnishing and delivery of a complete
Fire Apparatus equipped as hereinafter specified. These specifications shall cover only the
general requirements as to the type of construction and test to which the Fire apparatus shall
conform, together with certain details as to finish, equipment and appliances with which the
Contractor shall conform. Minor details of construction and materials, which are not otherwise
specified, are left to the discretion of the Contractor, who shall be solely responsible for the
design and construction of all features. The Fire Apparatus must comply with all D.O.T. and
British Columbia Motor Vehicle Act regulations.
All parts for body and chassis which are necessary in order to provide a complete unit, ready for
operation, shall be included in the Quotation and shall conform in strength, quality of
workmanship, and materials to that which is usually provided by the trade in general. Any
variance from these Specifications & Requirements or standards in quality must be clearly
pointed out in writing by the Contractor in their technical Specifications & Requirements.
The Specifications & Requirements for the Fire Apparatus as specified in this Schedule “A”,
describe the minimum specifications & requirements the City would like the Fire Apparatus to
meet. Contractors should prepare a Quotation that meets the minimum specifications, and may,
in addition, also include in a Quotation the supply of a Fire Apparatus that exceeds the minimum
Specifications & Requirements.
The Contractor will coordinate progress of the Services, progress schedules, and submittals.
The unit(s) proposed shall be new, manufacturer’s latest make and model in current production
as offered to commercial trade and shall be furnished complete with all factory-installed
standard equipment and accessories listed in the manufacturer’s latest literature for the
respective unit and any additional equipment as may be defined in the technical specifications.
Throughout these Specifications & Requirements, compatibility is of the essence and any
modification, accessory, device, material or type of construction, whether to existing or to the
specified equipment, which may be necessary to incorporate the specified equipment into the
existing equipment shall be considered to be a part of these specifications whether detailed by
item or not.
Workmanship shall be the best quality, executed by workers experienced and skilled in the
respective duties.

3.
REFERENCES
All references to Codes, Standards and general and technical Specifications & Requirements
referred to in these specifications or used on drawings shall mean and intend to be the currently
adopted edition, amendment and revision of such reference standards in effect at the time of
RFQ Closing.
Referenced standards and code requirements shall be considered minimum requirements.
Applicable portions of standards used that are not in conflict with the agreement documents are
hereby made a part of the specifications.
Modifications or exceptions to standards shall be considered as amendments, and unmodified
portions shall remain in full effect.
In cases of discrepancies between the specifications and Standards, the requirements of the
specifications shall govern.
Where references to codes or standards are used in these specifications, the Contractor must
familiarize himself with the applicable portions and shall be governed by them.
If requested, the Contractor shall furnish an affidavit from manufacturers certifying that materials
or products delivered meet the requirements specified. However, such certifications shall not
relieve the Contractor from the responsibility of complying with any added requirements
specified in the agreement documents.

DESIGNATION EXPLANATION
Items not described in this specification for the construction or performance or in ULC S515
Standards or CAN/ULC S515-04, or NFPA 1901 [latest edition(s)] may be accepted as the
standard of the Contractor. The primary objective of these specifications is to obtain the best
value and most acceptable apparatus for use by the City’s Fire Department.
These general and technical specifications cover specific requirements as to the type of
construction and tests as to which the apparatus must conform, together with certain details as
to finish, material preferences, equipment and appliances with which the successful Contractor
must conform. Minor details of construction and materials, where not otherwise specified, are
left to the discretion of the Contractor, who shall be solely responsible for the design and
construction. The apparatus shall conform to the current NFPA Standard for Fire Apparatus to
the extent as herein specified.
The apparatus shall comply with the Canadian Federal Government Motor Vehicle Safety Act
and Regulations; Canadian Motor Vehicle Safety Standards [CMVSS]; and Province of British
Columbia Motor Vehicle Act and Regulations relating to commercial vehicles as well as to
vehicles used for fire fighting, and emergency vehicles at time of agreement signing. The
Contractor will be solely responsible for the design, construction and performance of the
apparatus and shall also meet the requirements of the Workers’ Compensation Board [WCB] for
the Province of British Columbia.
The delivered Fire Apparatus shall have a certified Province of British Columbia G.V.W.R.
weight sticker applied to the apparatus on delivery to ensure the apparatus meets all laws
pertaining to the weight carrying capacity of the vehicle.
All items listed in the specification are to be considered mandatory except work and equipment
listed as optional. Any Contractor must agree to price and perform all work and provide all

equipment listed in the specification. It is understood that the City may select or delete items
listed as options as necessary when accepting a Quotation.
Whether specifically mentioned herein or not, all parts necessary to provide complete and
efficient Fire Apparatus shall be furnished. Such parts shall conform to the best current
engineering practices of the industry relative to design, structure, quality of materials and
workmanship.

BUILD SCHEDULE
The successful Contractor will:
(a)
prepare and submit a horizontal bar chart [final build schedule] within Ten (10) days after
the pre-construction meeting, indicating the timing (start and completion date of activities
noting the first work day of each week) of all major activities of the work, providing a
separate bar for each trade or operation including, mechanical, plumbing and electrical
work, and provides details of the critical events and their inter-relationship to
demonstrate the work will be performed in conformance with the agreement time;
(b)
monitor the progress of the work relative to the construction schedule and update the
schedule on a monthly basis for review by the City Representative, at time of submission
for application for payment and as stipulated by the agreement documents;
(c)
promptly advise the City of any revisions required to the schedule;
(d)
indicate changes occurring since previous submission of schedule such as major
changes in scope, activities modified since previous submission, revised projections of
progress and completion, and other identifiable changes;
(e)
provide a narrative report to define problem areas, anticipated delays, the impact on the
schedule, corrective action recommended and its effect; and,
(f)
submit a construction schedule and itemize activities separately for each phase.

SHOP DRAWINGS
Drawings for approval and blueprints with all details thereon must be furnished within ten (10)
days after the pre-construction meeting and before the construction of the Fire Apparatus
begins.
The Contractor will be required to provide three (3) sets of detailed shop drawings. Shop
drawings shall be formatted so that there is sufficient space for Contractor’s circulation stamps
to appear on the face of the submittal.
One print will be returned with appropriate notation if a re-submittal is required.
The Contractor shall provide a five (5)-view drawing showing overall dimensions and
configuration of Fire Apparatus and arrangement of compartments and equipment storage. The
five views shall be as follows:

rear end view;
Left side view; and,
right side view;
The drawings shall clearly indicate to scale, all exterior portions of the proposed Fire Apparatus,
controls, lights, railings, gauges, etc. This drawing must be approved by the City prior to
construction of the Fire Apparatus.
Each Contractor shall make accurate statements in their specifications as to weight, wheelbase,
and other principal dimensions such as overall length, height, width, compartment sizes, door
openings, etc.
The body manufacturer shall submit all applicable drawings, and calculations to the City with the
Quotation package. Drawings supplied with this document are for evaluation purposes, and are
not intended to assist with the production of design and manufacturing drawings for the project.
No Quotation shall be considered unless complete engineering drawings to the Quotation
Specifications are submitted with the Quotation package. Failure to submit factory prepared
drawings may result in rejection of the Quotation. The engineering drawings will allow the City
the ability to fully evaluate each Quotation, design, engineering and drawing quality in
comparison to the specifications.
CONTRACTOR TO STATE:
Engine Weight and Electrical Data 2;
Engine performance computer generated scans shall be submitted with Quotation indicating
gross and net horsepower and torque, full throttle performance and Apparatus full throttle
acceleration indicating speed, time, distance and engine R.P.M. through all gear ranges at 0%
grade;
G.V.W.R. front, rear, and total weight computer analysis, with proposed City equipment
mounted in noted locations, including personnel shall be submitted with Quotation;
Computer electrical analysis of "response" and stationary "on scene" modes of electrical
operations and equipment shall be submitted with Quotation;
Compartment sizes and locations;
Showing weight distribution, front and rear, and the centre of gravity of the apparatus when fully
loaded;
Ladder storage and ladder locking system;
Schematic piping layout of the hydraulic system with all major components described; and,
Showing the valves and piping layout of the fire pump system with all major components
described.
Photocopied product literature will not be accepted as shop drawings.
The term “by others” shall not be used on shop drawings or other submittals, the related trade or
subcontractor shall be stated by the Contractor.
Where the specifications require shop drawings to bear the seal of a professional Engineer, the
Engineer must be registered in the province/state where the project is located and shall have
expertise in the area of practice reflected by the shop drawings.

7.
PRODUCT DATA
Certain specification sections specify that manufacturer’s standard schematic drawings,
catalogue sheet(s), diagrams schedules, performance charts, illustrations and other standard
descriptive data will be accepted in lieu of shop drawings.
The above will only be accepted if they conform to the following:
(a)
(b)

Clearly mark each copy to identify pertinent products or models;
Show performance characteristics and capacities;
Show dimensions and clearances required, relative to apparatus requirements;
Show wiring or piping diagrams and controls; and,
Supplement standard information to provide information specifically applicable to the
Work.
A complete set of Contractors specifications, with generic scale drawings, showing the front,
rear, left, right, front and top views of the proposed apparatus must be submitted with your
quotation for the purposes of comparison. Include catalogue information, descriptive literature,
specifications and/or engineering drawings that completely identify the items proposed.

SPECIFIED EQUIPMENT, OR EQUIVALENT
Wherever in the specifications any materials or processes are indicated or specified by patent of
proprietary name and/or by name of manufacturer, such specifications shall be deemed to be
used for the purpose of facilitating descriptions of the performance, materials and/or processes
desired and shall be deemed to be followed by the words, “or equivalent”, if not so stated in the
specifications herein.
The burden of proof shall rest with the Contractor, the course of a technical evaluation, to prove
that the proposed item(s) are equivalent to the performance, materials, processes, or articles
specified. Determination as to whether the item(s) is/are equivalent to those as specified shall
rest solely with the Department Representative, or designate.

PRODUCT OPTIONS
For product specified only by referenced standards select any product, which meets or exceeds
the standard.
For products specified by naming several products or acceptable manufacturers select any
product named. If a standard is also referenced, verify that the product selected meets the
standard.
For products specified by “generic” specification: Select any product meeting or exceeding
specification.
Where the specification provides for selection of an option which is not consistent with the
drawings and schedules (as in the case of a piece of equipment which differs from the
equipment detailed in dimensions, service requirements, etc.), the Contractor, if he elects to use
this option, agrees to coordinate the installation of the selected option into the Work, making
such changes in the work as may be required to accommodate the option, and he will bear and
waives all claims for additional compensation for costs which subsequently become apparent
arising out of the option, including costs of re-design, and preparation of drawings and details.
Products specified by brand name, make, name of manufacturer, trade name, catalogue

number, model number or similar reference shall be regarded as establishing a standard. It is
not intended to rule out competition from equal brands or makes. If, however, a product other
than that specified is proposed, it is the Contractor’s responsibility to name such a product in its
Quotation. Evidence of equality in the form of samples may be requested. Determination of
equality shall be at the sole discretion of the City whose decision will be final.

SUBSTITUTIONS
Quotations for substitution may be submitted by the Contractor only after award of agreement.
Such requests must include statements of respective costs of items originally specified and
proposed substitutions.
Within twenty (20) days after letter of intent to award, the City will consider formal requests from
the Contractor for changes to be made to the agreement to substitute other products for those
specified. Before the end of this period verify that the products where specified can be
obtained, meet all requirements and submit requests for substitutions for products which cannot
be obtained.
The City will consider Quotations if:
(a)
products selected by the Contractor from those specified are not available, or;
(b)
delivery date of products selected from those specified would unduly delay
completion of the agreement, or;
(c)
alternative products or construction methods to those specified, which are brought to
the attention of, and considered by the City as equivalent to those specified, will
result in credit to the agreement amount.
With Quotations for substitution include:
(a)
complete data substantiating compliance of the proposed substitute with agreement
requirements;
(b)
For products: Product identification, including manufacturer’s name and address;
manufacturer’s literature, including product description, performance test data,
reference standards, and limitation, samples, if appearance is relevant; name and
addresses of similar projects where the product has been used;
(c)
For construction methods:
drawings illustrating it.
(d)
itemized comparison of proposed substitution with product or method specified;
(e)
data relating to changes in schedule;
(f)
quotation for change in agreement amount if substitution is approved; and,
(g)
verification that product complies with various codes.
Detailed description of the proposed method, and
Should proposed substitution be accepted, in part or in whole, assume full responsibility and
costs when substitution affects any other Services. Pay for any drawing changes required as a
result of substitution. Drawings incorporating and coordinating all aspects of affected Services
shall bear the seal and signature of an engineer registered in the Province/State of the Services.

In making a Quotation for substitution the Contractor represents: That he has personally
investigated the RFQ and (unless the Quotation explicitly states otherwise) determined that it is
equivalent or superior to the product or method specified; that the same guarantee will be
furnished for the original; that he will coordinate installation of the accepted substitute in the
Services, making such changes in the Services as may be required to accommodate the
change; that he will bear and waives all claims for additional compensation for costs which
subsequently become apparent arising out of the substitution; and that the Quotation is
complete and includes all related costs.
Substitutions will not be considered which are implicit in submitted shop drawings and samples
rather than formally presented Quotations as described above.
Substitutions will not be considered which require substantial changes in the Agreement
documents.
No substitutions will be permitted without the written approval of the City.
Substitutions will not be considered which are due to negligence in not ordering specified
product in proper advance time considering place of origin of product, normal method of delivery
and manufacturer’s ordering requirement. In the case of the preceding, the City will select a
substitute, which the Contractor shall provide and install at no additional cost to the City.

GENERAL CONSTRUCTION AND DESIGN
All work shall be carried out in a professional workmanlike manner.
The apparatus and all major components shall be manufactured in North America.
All oil, hydraulic and air tubing lines and electrical wiring shall be located in protective positions
properly attached to the frame or body structure and shall have protective loom or grommets at
each point where they pass through structural members, except where a through-frame
connector is necessary.
Parts and components should be located or positioned for rapid and simple inspection and
recognition of excessive wear or potential failure. Whenever functional layout of operating
components determines that physical or visual interface between items cannot be avoided, the

Cover plates, which must be removed for component adjustment or part removal, should be
equipped with quick-disconnect fastenings or hinged panels.
Drains, filler plugs, grease fittings, hydraulic lines, bleeders and check points for all components
should be located so that they are readily accessible and do not require special tools for proper
servicing. Design practices should minimize the number of tools required for maintenance.
Exceptions will not be accepted or permitted since all raw materials of specified type are
available to all manufacturers. Since all fire manufacturers have the ability to shear, brake and
weld, as these specifications require, all basic design requirements shall be complied with.
Materials shall conform to the specifications listed herein. When not specifically listed, materials
shall be of the best quality for purpose of commercial practice. Materials shall be free of all
defects and imperfections that might affect the serviceability of finished product.
All nameplates and instruction plates shall be metal with the information engraved, stamped, or
etched thereon, as required by NFPA #1901 [latest edition(s)].

Name plates shall show make, model, serial numbers, or other such data necessary to
positively identify the item and all fluid types and levels for vehicle. All plates shall be mounted
in a conspicuous place with stainless steel screws and bolts, as required by NFPA #1901 [latest
edition(s)].
The manufacturing process, including quality control, shall be consistent with present industry
standards. All equipment, materials and articles required under this specification are to be new
or fabricated from new materials produced from recovered materials. The term “Heavy Duty”,
as used to describe an item, shall mean in excess of the standard, quantity, quality, or capacity
and represents the best, most durable, strongest, etc., part, component, system, etc., that is
currently available. The City shall be the sole judge of quality, construction and stability of the
apparatus and equipment being offered.
Defective components shall not be furnished. Parts, equipment and assemblies, which have
been repaired or modified to overcome deficiencies, shall not be furnished without the approval
of the City. Welded, bolted, and riveted construction utilized shall be in accordance with the
highest standards of the industry. CWB/AWB Certified welders must perform all welding.
Component parts and units shall be manufactured to definite standard dimensions with proper
fit, clearances, and uniformity. General appearance of the vehicle shall not show any evidence
of poor quality of work.

PRE-CONSTRUCTION CONFERENCE
A qualified engineer of the body manufacturer is to meet with the City to discuss all facets of
these specifications to ensure a complete and satisfactory understanding of the City’s
specifications and Contractor’s Quotation. A pre-construction meeting will be held at the
Contractor’s facility. The Contractor will provide, arrange and pay for all direct and associated
travel costs for this meeting. For scheduling purposes, notification of the pre-construction
conference shall be a minimum of fourteen (14) days before the date. N.B. Arrangements and

The Contractor shall certify that all components of the drive train are compatible and will stand
the strain of Fire Department use, and still bear the Manufacturer’s normal warranty. It will be
the responsibility of the Contractor to check with the manufacturer of the chassis in this regard
and inform the City of any change that may be necessary in the specifications so they will
conform to standards.
The provision of these specifications are to be complied with in all respects, except in instances
whereby variances have been granted. In the event the Contractor cannot supply specified
items for reasons of non-compatibility, or reasons beyond the Contractor’s control, he shall
request a variance to provide substitute items, equal to or better, describe these items in detail
in writing to the City.
The design of the apparatus shall be modern, employing the latest automotive engineering
practices designed to suit the nature of the services, which the apparatus must perform. Frame,
springs, radial arms, transmission, differential, axles, shafts and gears shall be strong enough to
withstand the road speed and practical tests, and the unusual stresses and strains place on
such apparatus in the fire fighting service. All of the equipment furnished shall be the
manufacturer’s current published data. If specifications exceed these, or the Contractor sees fit
to add extra features, they shall be considered as minimum and be furnished.
All areas shall be primed with the highest quality products available before being hidden by
body construction, or finished paint.

DELIVERY
The Fire Apparatus and equipment specified herein, with delivery tickets and/or other required
documentation will be delivered prepaid F.O.B. Destination, between the hours of 8:00 a.m. to
3:30 p.m., Monday through Friday, to City of Surrey, Surrey Fire Hall #9, Mechanical Division,
14901 – 64th Avenue, Surrey, BC CANADA.
The Contractor will notify the City, not less than 5 days prior to expected delivery/arrival to
permit final inspection scheduling. An authorized representative of the Contractor shall
supervise delivery to the City. The City will not assume any liability for vehicle/equipment
delivered to an unauthorized location.
Title, Risk of Loss, Freight: Title of goods received under this contract shall remain with the
Contractor until they are delivered to the address specified, at which time title passes to the City
of Surrey. Regardless of FOB point, Contractor agrees to bear all risks of loss, injury, or
destruction of goods and materials ordered herein which occur prior to delivery and acceptance.
Such loss, injury, or destruction shall not release Contractor from any obligations under. Prices
include freight prepaid. Contractor assumes the risk of every increase, and receives the benefit
of every decrease, in delivery rates and charges.

FACTORY INSPECTION TRIPS
16.1
Inspection Visits

The Contractor will provide, arrange and pay for all direct and associated travel costs of one
City staff for the following inspection visits:
Inspection #1: inspection of cab, chassis and main fire pump;
Inspection #2: inspection of pump installation, all plumbing, and structural body installed, and,
primed and ready for paint; and,
Inspection #3: (pre-delivery) when Fire Apparatus is complete and ready for shipment to the
City.
Factory inspection trips shall be of a minimum three (3) day duration; include commercial
transportation (i.e. airfare), meals, accommodation [lodging], and local transportation to and
from plant facility and be conducted during normal business hours Monday through Friday.
In addition, the City reserves the right to visit the manufacturer’s facility at any time at no cost to
the Contractor, to monitor the construction of the apparatus. Advance notice of these visits will
be made prior to arrival.
The Fire Apparatus must be in finished condition and ready for shipment when the pre-delivery
inspection is scheduled.
A road performance test, pump test, foam delivery test and general operation demonstration
must be performed during the pre-delivery inspection.
Certificates of third party testing of the pump must also be available for inspection.

Inspections [Manufacturer’s Facility]
All or any part of the work and all workshops or other places where material for the works is
being prepared or stored, may be inspected by the City, when the City shall deem it expedient,

consistent with the terms of inspection of the specifications. The Contractor shall afford the
City, every facility and access request by him and shall give him any and all information
requested by him in connection therewith. No payment will be made for the cost to the
Contractor of any work delay occasioned by such inspection and no extension of time will be
allowed for any delay occasioned thereby.
All materials or equipment shall be subject to inspection or test and shall meet the approval of
the City. Such inspection, at the option of the City, may be carried out at the place of business
of the Contractor.
Should materials or equipment be found defective in quality of workmanship or otherwise fail to
conform with the specifications set forth, the City shall have the right to reject them or require
their immediate correction.
Materials or equipment requiring correction shall be removed for correction or corrected in place
as requested by the City at no expense to the City. Unavoidable expense encountered by the
City shall be chargeable to the Contractor and deducted from any monies owing to the
Contractor by the City.
If the Contractor fails to take proper action promptly when requested by the City, the City may
replace or correct materials as necessary and charge the cost of such replacement to the
Contractor or the City may terminate the agreement as provided for herein.
If the Contractor covers, or permits to be covered, work that has been designated for special
tests, inspections, or approvals before such tests, inspections, or approvals are made, given or
completed, the Contractor shall, if so directed, uncover such work, have the inspections or tests
satisfactorily completed, and make good covering the work at the Contractor’s expense.
The City may order any portion or portions of the work to be examined to confirm that such work
is in accordance with the requirements of the RFQ. If the work is not in accordance with the
requirements of the RFQ, the Contractor shall correct the work and pay the cost of examination
and correction.

Pre-Delivery Service
After transportation from the factory and immediately prior to delivery, the apparatus shall
receive a pre-delivery service consisting of engine oil and filter change, chassis lubrication,
adjustment of the engine to manufacturer’s specifications, and a complete inspection including
all electrical and mechanical devices for proper operation and correction of leaks or obvious
problems.
Upon delivery the Fire Apparatus shall be delivered clean and shall be complete with all
equipment operable. The delivered Fire Apparatus will be inspected for compliance with the
City’s specifications, NFPA 1901 – latest edition and previously authorized exceptions.
The checklist developed during the preliminary inspection at the manufacturer’s site will be used
to verify that all items previously identified, as deficient/defective/unacceptable were
corrected/replaced.
Deviations will not be acceptable unless they were noted and accepted by the City as
exceptions/substitutions.
The Fire Apparatus and equipment will only be accepted by the City upon successful completion
of all required tests and delivery of all specified equipment.
Equipment items not delivered at time of tests or construction not in conformance with the
requirements will be cause for the City to withhold payment.

Each Fire Apparatus shall be inspected by the City to determine its compliance with the
specifications and/or to test its ability to perform its intended use.
In the event the apparatus fails to meet the test requirements on first trials, second trials may be
made at the option of the Contractor within thirty (30) days of the day of the first trials.
Such trials shall be final and conclusive; and failure to comply with these requirements shall be
cause for rejection.
Acceptance will only occur upon issuance of a formal written acceptance signed by the City.

Delivery Engineer
The Fire Apparatus shall be delivered to the City with full instructions provided to City personnel
on operation, care, and maintenance of apparatus at the City's fire station.
Delivery shall be performed by a factory trained Contractor’s representative. Delivery by driveaway shall not be acceptable. The Contractor’s representative shall remain on-site for a
minimum of three (3) days after receipt of goods, for training of City personnel and the making
of normal adjustments.
Delivery shall be considered to include, but not be limited to: transportation of the Fire
Apparatus, conducting day and/or evening classes for instruction of City personnel on
operations and for maintenance and repair.

Performance Tests and Requirements
The Fire Apparatus shall meet the following requirements:

The Fire Apparatus shall be tested and approved by Underwriter’s Laboratories of
Canada in accordance with ULC S515 Standards or CAN/ULC S515-04, or NFPA 1901
[latest edition(s)].
B.
The Contractor will furnish copies of
(i)
pump manufacturer’s certification of Hydrostatic Test;
(ii)
the engine manufacturer’s current Certified Brake Horsepower curve; and,
(iii)
a current EPQ for the engine and the manufacturer’s record of Fire Apparatus
construction details, when delivered.
The Contractor, at his sole expense, shall have the Underwriters Laboratories of Canada
conduct the tests required under “Certification of Fire Department Pumper”, latest version. A
certificate of compliance with these tests shall be forwarded to the City.
In the event the apparatus fails to meet the requirements of these tests and specifications on
first trials, second trials may be performed at option of the Contractor within thirty (30) days of
the date of first trials. Such trials are to be witnessed by the City and completed at the expense
of the Contractor. Such trials shall be final and conclusive and failure to comply with these
requirements shall be cause for rejection. Failure to comply with changes, as the City, may
consider necessary and to conform to any clause of these specifications within thirty (30) days
after written notice of such changes is given to Contractor shall be cause for rejection of the
apparatus.

WARRANTIES
The Contractor warrants that the Fire Apparatus shall be free from defects in design, materials,
workmanship and title, shall conform in all respects to the terms of this supply agreement, shall
be fit and suitable and perform satisfactorily for the purposes and under the conditions made
known to the Contractor by the City or which were reasonably inferable. The Fire Apparatus
shall be at least equal to the higher of national standards or codes (such as, by way of
illustration, CSA or ASTM), or standards and codes customarily applicable at the place where
the City will use the Goods. The Fire Apparatus shall be of the best quality, if no quality is
specified. This general warranty is independent of and without prejudice to any specific
warranty or service guarantee offered by the Contractor in connection with the purpose for
which the Fire Apparatus were purchased. If the Fire Apparatus or any part does not conform to
these warranties one year from the date of delivery or installation, the City shall notify the
Contractor within a reasonable time after such discovery, and the Contractor shall then promptly
correct such nonconformity at its expense. Fire Apparatus used to correct nonconformity shall
be similarly warranted for one year from the date of installation. Except as otherwise provided
in this supply agreement, the Contractor’s liability shall extend to all damages caused by any
breach of any of the above warranties.
The Contractor shall assist the City in the submission of warranty claims on all major
components, such as the engine, transmission, pump, tank, etc.
The Contractor shall provide a full statement of the warranty period and terms, including
extended warranty options, for the following items, as a minimum. This warranty should clearly
describe the terms under which the vehicle's manufacturer or subcontractors of the
manufacturer accept responsibility for the cost to repair defects caused by faulty design, quality
of work or material and for the applicable period of time after delivery.

Detail the warranty coverage for any hardware items in the proposed solution including parts,
labour, travel allowance and length of warranty.
Any standard warranties, including, but not limited to engine, transmission, tires and axles
furnished by the original equipment manufacturer (OEM) will be passed on to the City.
The Contractor to submit their own printed manufacturer warranty forms in exact compliance to
the above minimum standards, without exceptions. All warranties shall be submitted and
certified by various manufacturers, (warranties by sales representatives, manufacturer's
representatives or other agencies shall not be acceptable).
The Contractor shall make no representation that the apparatus has the capacity to perform any
functions other than as contained in the Company's written literature, catalogues or
specifications accompanying delivery of the apparatus. No person or affiliated company
representative is authorized to give any other warranties or to assume any other liability on

behalf of manufacturer in connection with the sale, servicing or repair of any apparatus
manufactured by the Company.
The Contractor shall warrant to the City that this apparatus body (exclusive of paint, finish,
hardware, mouldings, windows, and other accoutrements and accessories) is structurally sound
and free of all structural defects of both material and workmanship and further warrant that it will
maintain such structural integrity for a period of fifteen (15) years from date of manufacture, as
designated on the manufacturer's certification plate attached thereto.

MANUALS
To ensure the City a source of service and parts over the anticipated life of the apparatus, the
Contractor shall have established their permanency in the industry and include in the Quotation
a description of their full time local service centre abilities and facilities.
The local service centre, the body and chassis manufacturer must stock a complete line of all
fire fighting equipment and parts for this apparatus. Location of manufacturing plant and
nearest service facility to be included in an accompanying letter.
The body manufacturer shall provide with the vehicle on delivery, two (2) complete delivery
manuals. These manuals to be in three-ring notebook type binders, with reference tabs for
each section of the vehicle. Within each section shall be:
Individual component manufacturer instruction and parts manuals;
Warranty forms for body;
Warranty forms for all major components;
Warranty instructions and format to be used in compliance to warranty obligations;
Electrical wiring diagrams of each body circuit. These drawings must be “as-built”, generic or
similar-to drawings will not be accepted. All fuse, strobe power supplies, diodes and circuit
locations shall be identified;
Necessary normal routine service forms, publications, component of body portion of apparatus;
Technical publications on training and instructions for major body components;
Warning notices and safety related section for personnel protection;
Chassis parts, service and maintenance manuals shall be provided; and,
“As Built” air brake diagrams.
Two (2) maintenance manuals and supplement shall be supplied at the time of delivery for each
unit and must include:
Complete recommended maintenance procedures for all components supplied by the
manufacturer to meet the requirements of this specification.
Specification and a list of approved North American manufactured products for fuel and all
lubricant requirements. A label with all lubricant types and fluid amounts shall be installed on
vehicle driver's door, per NFPA #1901 (current edition).

in-depth troubleshooting for all major chassis and body systems, engine tune-up procedures,
transmission maintenance and repair, and chassis and body maintenance and repair.
The trainer shall be factory-trained and thoroughly knowledgeable in subjects to be taught,

Refresher training will be accomplished annually. Periodic training on machine systems and
components will be provided as requested by the City.

The cab and chassis shall be a medium four door, 10" raised roof over crew and driver-officer
area, aluminum tilt cab, built specifically for the fire service by a publicly held U.S. parent
company, specializing in chassis design for all fire service applications. The cab and chassis
shall meet the requirements of the National Fire Protection Association Standard 1901, (2003
edition or latest edition).

The area between the axle suspension hangers shall be free of any holes or fasteners in the
flanges. No welding shall be incorporated in attachment of components. All frame dimensional
cutting shall be done by a plasma cutter. All relief areas shall be cut in with a minimum 2"
radius at intersection points with ground smooth edges to prevent a stress focal point.

PAINT FRAME AND CHASSIS UNDER CARRIAGE
The chassis under carriage consisting of frame, axles, driveline running gear, battery boxes, air
tanks and other assorted chassis mounted components shall be painted with standard black
paint. Paint shall be applied before airlines and electrical wiring is installed.

FUEL TANK
The fuel tank shall have a minimum capacity of sixty-eight (68) gallons. The baffled tank shall
be made of 14 gauge aluminized steel. The tank exterior is painted with a primer and top coat.
The fuel tank shall be mounted under the frame, behind the rear axle on strap hangers with a
"U" strap bolted front and rear so the tank can be easily dropped and removed. Tank shall have
vent port to facilitate rapid filling without "blow-back". A roll over ball check vent shall be
installed.
Dual draw tubes and dual sender ports shall be installed. A 2" NPT fill port shall be available for
right hand fill. A 1/2" NPT drain plug shall be centered in the bottom of the tank.

FRONT BUMPER

FRONT AXLE
The front axle shall be an ArvinMeritor MFS-20 with a 3.74" drop and a 71.00" KPI. It shall have
a capacity of 20,000 pounds GAWR.
The springs shall be a taper type, three (3) leaf, 54" long and 4" wide with a Berlin wrapped front
eye. Both spring eyes shall have a case hardened threaded bushing installed with lubrication
counterbore and lubrication land off crossbore with grease fitting. The spring capacity shall
meet or exceed the capacity of the front axle.
The hydraulic power assist steering gear shall be a TRW TAS-65 with a hydraulic power assist
cylinder. A Vickers hydraulic power steering pump shall be gear driven from the engine. The
steering ratio shall be 23.3:1 and have 5.4 turns stop to stop.

COOLING SYSTEM
The cooling system shall have sufficient capacity to keep the engine properly cooled under all
conditions of road and pumping operations. The cooling system shall be designed and tested to
meet or exceed the engine and transmission manufacturer and EPA requirements. The
complete cooling system shall be mounted in a manner to isolate the system from vibration and
stress. The individual cores shall be mounted in a manner to allow expansion and contraction
at various rates without inducing stress into the adjoining core.
Radiator
The radiator shall be a cross-flow design constructed completely of aluminum with welded side
tanks. The radiator shall have a minimum of a 571 sq. in. core. The radiator shall also be
equipped with a drain cock to drain the coolant for serviceability.
Surge Tank
The cooling system shall be equipped with a surge tank that is capable of being filled and
removing entrained air from the system. The surge tank shall be equipped with a low coolant
probe and sight glass to monitor the level of the coolant. The surge tank shall have a cap that
meets the engine manufactures pressure requirements as well as the system design
requirements.
Overflow Tank
Cooling system requires an overflow tank to catch any expelled coolant.
Coolant
The cooling package shall have Extended Life Coolant (ELC) installed.
The use of
supplemental coolant additives (SCA) will not be allowed, as this is part of the extended life
coolant makeup. The coolant shall contain ethylene glycol and deionized water to keep the
coolant from freezing to a temperature of -34 degrees F.
Hoses/Clamps - Radiator
All radiator tubes shall be formed from aluminized steel tubing and installed with silicone hoses
with stainless steel constant torque clamps.
Recirculation Shields
Recirculation shields shall be installed where required to prevent heated air from reentering the
cooling package and affecting the performance
Hoses/Clamps - Charge Air Cooler
All charge air cooler tubes shall be formed from aluminized steel tubing and installed with
silicone hump hoses and stainless steel "T" style clamps meeting the engine manufactures
requirements.

TRANSMISSION COOLING SYSTEM
Transmission Cooler
Prefer the transmission cooler to be a cross flow air to oil design constructed completely of
aluminum with welded side tanks. The transmission cooler shall have a minimum of a 136
square inch core and shall be bolted to the bottom of the radiator to allow a single depth core,
allowing a more efficient and serviceable cooling system. The transmission cooler shall be
mounted in such a manner as not to extend below the chassis frame by more than 1", allowing
greater approach angles and ground clearance.
For retarder applications, additional oil to water tube bundle cooler shall be installed. The cooler
will be installed into the retarder circuit providing cooling for the retarder. The tube bundle
cooler shall be mounted to the chassis, plumbed into the engine cooling system plumbing.

An engine coolant filter with a shut-off valve shall be installed on the engine. The location of the

TRANSMISSION
The transmission shall be an Allison 4000 EVSPR automatic with electronic controls and an
output retarder modulated by 1/3 throttle and 2/3 brake pedal actuation. The transmission shall
have two (2) 10-bolt PTO pads.
The transmission shall be equipped with an air to oil transmission cooler located below the
radiator allowing a single depth core and efficient cooling package. The transmission cooler
shall be mounted in a manner to allow maximum approach angle by not protruding below the
frame more than an inch. The transmission cooler shall be constructed of aluminum with
welded side tanks. An external transmission cooler shall also be plumbed into the system to
provide retarder-cooling capacity. The transmission shall have two (2) internal oil filters.
Fourth gear hold-in range may be accomplished by wiring for a pumping application.

Prefer; a Weldon multiplex electrical system to be supplied. The system shall be a single
starting type, installed per NFPA 1901. The electrical system shall be 12 volt, suppressed per
SAE J551, prefer six (6) Group 31 950 CCA batteries with 210 minute reserve capacity and 3/0
welding type dual path starter cables per SAE J541.
The Multiplexed wiring system shall include the following:

All wiring to be appropriate gauge cross-link with 311-degree F. insulation. All wires in the
chassis shall be circuit numbered and function coded, in addition the SAE wiring will be color
coded. The wiring shall be protected by 275 degree F. minimum high temperature flame
retardant loom as required.
Features included with the Multiplex system include:
Back-up Alarm Disable Switch
A back-up alarm disable switch shall be installed in the cab dash within reach of the driver. The
switch will allow the driver to turn the back-up alarm off. The back-up alarm shall automatically
reset to sound the next time the transmission is placed in reverse.
Incandescent Ground Lighting Below Each Door
The cab shall be equipped with Trucklite model #40003 sealed bulb, incandescent lighting
under each cab door. The lights will be activated by either a single switch on the dash or each
respective door switch.
Alternating Headlights
An alternating high beam headlamp flashing system shall be installed into the high beam
headlamp system that will allow the high beams to flash alternately from left to right.
The completed system shall be capable of using high beam to override flashing function and will
flash high beams only when the low beam headlamps are selected.

The instrument panel shall contain the following gauges:
One (1) electronic tachometer with integral digital hour meter. The scale on the tachometer
shall read from 0 to 3000 RPM. The hourmeter shall display engine hours of operation.
One (1) electronic speedometer with integral digital odometer. The speedometer shall have a
dual scale with kilometers per hour (KPH) as the dominant scale and miles per hour (MPH) on
the minor scale. The speedometer scale shall read from 5 to 135 KPH (10 to 80 MPH). The
odometer shall display kilometers.
One (1) three function gauge with primary air pressure, secondary air pressure and fuel level.
The scale on the air pressure gauges shall read from 0 to 140 pounds per square inch (PSI).
The air pressure scales shall be non-linear to expand the scales in the region of normal
operation. The scale on the fuel level gauge shall read from empty to full.
One (1) four function gauge with engine oil pressure, coolant temperature, transmission oil
temperature and a voltmeter. The scale on the engine oil pressure gauge shall read from 0 to
140 pounds per square inch (PSI). The engine oil pressure scale shall be non-linear expand the
scale in the region of normal operation. The scale on the coolant temperature gauge shall read
from 100 to 250 degrees Fahrenheit (F). The scale on the transmission oil temperature gauge
shall read from 100 to 300 degrees Fahrenheit (F). The scale on the voltmeter shall read from 8
to 16 volts.
One (1) brake application gauge measured in PSI.
The instrument panel shall contain an Annunciator Module that contains the following indicator

HVAC SYSTEM

an overhead heater/defroster/air-conditioning unit mounted above the engine tunnel in a central
location with dash mounted controls.

The pump body and related parts will be of fine grain alloy cast iron, with a minimum tensile

The pump body will be split, on a single plane in two sections for easy removal of the entire

PUMP GEARBOX
The gearbox will be assembled and tested at the pump manufacturer factory.
Pump gearbox will be of sufficient size to withstand up to 16,000 ft lbs of torque in road
operating conditions. The drive unit will be designed of ample capacity for lubrication reserve
and to maintain the proper operating temperature.
The gearbox drive shafts will be of heat-treated chrome nickel steel and at least 2-3/4 inches in
diameter, on both the input and output drive shafts. They will withstand the full torque of the
engine.
All pump drive gears will be of highest quality electric furnace chrome nickel steel. Bores will be
ground to size and teeth integrated, shaved, hardened and ground to give an extremely

A paddlewheel type flow meter will be installed in a manifold for the specified foam capable

The digital computer control display will enable the pump operator to perform the following

A 12 volt electric motor driven positive displacement foam concentrate pump, rated up to 5.0
GPM, with operating pressures up to 400 PSI, will be installed in a suitable compartment near
the apparatus pump house. A pump motor electronic driver (mounted to the base of the pump)
will receive signals from the computer control display, and power the 3/4 horsepower electric
motor directly coupled to the concentrate pump in a variable speed duty cycle to ensure that the
correct proportion of concentrate preset by the pump operator is injected into the water stream.

BYPASS SYSTEM FOR RIGHT SIDE 4” DISCHARGE
There shall be a bypass system provided with the Foam System that shall allow the right side 4”
discharge to either flow water or foam. The bypass shall be plumbed into the 4” discharge with
3" plumbing and a 3" valve. The bypass valve shall be controlled by a Hand wheel. The hand
wheel worm gear shall be connected to the remote mounted valve via a rod assembly. The
hand wheel shall turn a gear sector mounted on the valve for smoother and easier operations
under pressure.
A position Indicator shall show the position of the ball valve as per NFPA 1901. Opening and
closing speed shall comply with the current NFPA Standard to minimize effects of water
hammer.

FOAM PRO REFILL SYSTEM
The apparatus will be equipped with an electronic, automatic concentrate refill system. It will be
separate from the proportioning system to allow for simultaneous operations. The system will
be capable of handling Class A or Class B foam concentrate. The apparatus will be plumbed
from the externally accessed intake/flush port to the foam cell. The external intake/flush
connection will be quick connect, cam-lock type and incorporated a check valve to prevent
backflow. The refill line will be positioned in the lower portion of the foam cell to minimize
agitation. The refill operation will be based on direct measurement of the concentrate level in
the cell and the refill pump intake performance. The system must be capable of automatically
stopping when the foam cell is full and warn the operator when the concentrate source is empty
or any other conditions preventing flow occurs. The system will be equipped and electronic
control suitable for installation on the pump panel. Incorporated within the control will be a
microprocessor that receives input from the system while also monitoring foam concentrate
pump output. An all bronze three-way valve will be included to allow that operator to flush the
system after use.
A 12-volt electric motor driven positive concentrate pump, with a minimum of 10 gpm @ 20 psi
rating, with concentrate viscosity exceeding 5500 cps, will be installed per manufacturer
recommendations. A pump motor electronic driver will receive signals from the computer
control display and power the electric motor directly coupled to the concentrate pump. The
system will receive readings when the concentrate tank is full and stop operation to prevent
overfill. The system will terminate operations when flow is not detected on the intake side for 12
seconds.

BODY SUBFRAME
To assure proper body alignment and clearance, the body sub frame will be constructed in a jig
and fitted directly on the chassis.
The chassis frame rails will be fitted with fiber reinforced rubber to isolate the body frame
members from direct contact with chassis frame rails.
The main body sub frame will be constructed from steel tubing. The sub frame will run the full

HYDRAULIC LADDER RACK
The ladders will be mounted above the high compartments on the right side of the apparatus on
a pivoting ladder rack. The pivoting ladder rack will be operated hydraulically and controlled by
electric solenoid valves, lowering the ladders firmly to shoulder height for easy removal and
reloading.
The control switch will be located on the right side of the body to allow viewing the ladder rack
when operating the mechanism. The control will be wired to the parking brake and will only be
operable when the parking brake is applied.
The ladder rack will modular in design and built in a "T" shape pivoting on an approx. 20 inch
wide arm. The module will be located between the high side compartments. There will be no
guide arms or stabilizer arms located on the ends of the folding ladder rack. The right side
compartments will be accessible when the ladder rack is in either the up or down position.
When in the up position the ladder rack lifting mechanism will be fully retracted into the
apparatus body and is flush with the side of the apparatus. Pilot operated check valves will be
installed in the hydraulic system to lock the rack in the stored position by maintaining pressure
on the hydraulic cylinder.
There will be a master shut off switch and a flashing indicator light on the chassis dash to warn
the driver when the ladder rack is in the down position, or in motion when the chassis parking
brake is disengaged. The warning light will be operative regardless of the position of the master
switch.
Reflective striping will be applied to the ladder rack assembly in a manner that will readily
indicate a hazard or obstruction to personnel.
In addition to the reflective striping, flashing LED lights will be affixed to the front and rear of the
ladder rack. These lights will automatically become energized any time the ladder rack is not
fully bedded.

POWER OPERATED ALUMINUM HOSE BED COVER
Prefer the hose bed storage area to be covered with two (2) hinged aluminum doors. The doors
will be hinged on the outside edges, utilizing full length stainless steel piano hinges. The doors
will lift up and out towards the outside of the body. The doors will be fabricated with 1/8"
aluminum inner panel for superior strength. The outside sheet will be constructed of non-slip
treadbrite.
The hose bed doors will be power operated utilizing a self-contained hydraulic system. The
system pressure of the hydraulic system will be factory set to a pressure that will smoothly
power the cover doors upward and downward. The system is designed to keep the doors firmly
open when reloading hose as well as to hold the cover doors firmly down in the travel position.

Hydraulic cylinders, located in front of the hose bed storage area will be utilized to open/close
the cover doors. The hydraulic system shall be powered by a self-contained power unit. The
hydraulic system will be designed so the doors only operate in the predetermined factory-set
sequence. There shall be a manual method of opening and closing the covers should there be
a system failure.

A self-contained switch will be utilized to raise/lower the cover doors. The switch will be located
at the rear of the apparatus in a convenient location allowing the operator to view the hosebed

WIRING HARNESSES

Engineers recommended practices. It will be stranded copper wire core with cross linked
polyethylene insulation complying with SAE specification J1128.
Each wire will be hot stamp function coded every three inches starting one inch from the end
and continuing throughout the entire harness. In addition to function coding, each wire will be
number and color coded.
All terminals on the ends of the wiring harness will be soldered unless a crimping tool or
machine is used that gives an even and precise pressure for the terminal being used. All
terminals will be pull tested to insure their integrity.

V-MUX ELECTRICAL MANAGEMENT SYSTEM
Prefer the apparatus to be equipped with a V-MUX Multiplex System. The Manufacture of the
Multiplex system will provide at a minimum three cities of reference that have at least 10 trucks
operational for over a one year period. The Multiplex system hardware that is being put into the
apparatus of this bid will be field proven for a minimum of two years. Any multiplex system that
has less then 200 systems in vehicles with less then two years field time on the identical
hardware that will be put into the apparatus shall be excluded from this bid process. Any
Multiplex system with a warranty higher then 1% over the past 2 years will be excluded. There
are several key benefits to multiplexing, one is to reduce the number of connections in a
vehicles electrical system, because of this it is important to limit the amount of modules that
control certain functions of the vehicle, therefore wherever it is stated that an “add-on” module
will not be acceptable, there will be No Exceptions.
Outputs:
The outputs will perform all the following items without added modules to perform any of the
tasks.
1. Load Shedding: The System will have the capability to Load Shed with 8 levels any
output. This means we can specify which outputs (barring NFPA restrictions) we would
like Load Shed. Level 1 12.9v, Level 2 12.5V, Level 3 - 12.1V, Level 4 - 11.7V, Level 5
11.3V, Level 6 10.9V, Level 7 10.5, Level 8 10.1. Unlike conventional load shedding
devices you can assign a level to any or all outputs. Load shedding will be determined at
pre-construction. No add-on modules will be acceptable; the module with the
outputs must perform this function.
2. Load Sequencing: The System will be able to sequence from 0-8 levels any output.
With 0 being no delay and 1 being a 1 second delay, 2 being a 2 second delay and so
on. Sequencing reduces the amount of voltage spikes and drops on our vehicle, and
can help limit damage to our charging system. Load sequencing will be determined at
pre-construction. No add-on modules will be acceptable; the module with the
outputs must perform this function.
3. Output Device: The System will have solid-state output devices. Each solid-state output
shall be a MOS-FET (Metal Oxide Semiconductor - Field Effect Transistors); MOS-FETs
are solid-state devices with no moving parts to wear out. A typical relay when loaded to
spec has a life of 100,000 cycles. The life of a FET is more than 100 times that of a
relay. No add-on modules will be acceptable; the module with the outputs must
perform this function.
4. Flashing Outputs: The System will be able to flash any output in either A or B phase,
and logic is used to shut down needed outputs in park, or any one of several combined
interlocks. The flash rate can be selected at either 80, or 160 FPM. This means any light
can be specified with a multiplex truck with no need to add flashers. Flashing outputs

can also be used to warn of problems. No add-on modules will be acceptable; the

5. PWM: The modules will have the ability to PWM at some outputs so that a Headlight

6. Diagnostics: An output will be able to detect either a short or open circuit. The System
will be able report in “real time” a text based message that points the maintenance
person to a specific output.
Inputs:
1. The inputs will have the ability to switch by a ground or battery signal.
2. The inputs will be filtered for noise suppression via hardware and software so that RF or
dirty power will not trick an input into changing its status.
Automatic Climate Control:
The Multiplex system will have the capability to provide automatic climate control, this shall
occur by the use of PWM outputs and a Digital readout that combines other vehicle
functions as well. The Climate control will be an integral part of the Multiplex system. No
add-on modules will be acceptable; the module with the outputs must perform this
function.
Auto-Throttle:
The Multiplex system will be able to perform automatic high idle via a network gateway or by
using an existing output on a module to provide the proper signals to an OEM Engine ECU.
This task will be handled with existing inputs and outputs. No add-on modules will be
acceptable; the module with the outputs must perform this function.
Displays:
Displays will be able to provide real time information regarding Load Shedding and System
Status, such as network traffic/errors or shorts and open circuits.
System Network:
The Multiplex system will contain a Peer-to-Peer network. A Master Slave Type network is
not suitable for the Fire/Rescue industry. A Peer-to-Peer network means that all the
modules are equal on the network; a Master is not needed to tell other nodes when to talk.
System Reliability:
The Multiplex system will be able to perform in extreme temperature conditions, from 40° to
+85° C (-40° to +185° F.) The system will be sealed against the environment, moisture,
humidity, salt or fluids such as diesel fuel, motor oil or brake fluid. The enclosures will be
rugged to withstand being mounted in various locations or compartments around the
vehicle. The modules shall be protected from over voltage and reverse polarity.

Onan will pay for the parts and labor, including diagnostic labor, to repair the generator. When
necessary, Onan will also pay reasonable labor expenses associated with the removal and
reinstallation of the generator into the customer's equipment, up to the maximum time of two (2)
hours. For the first two (2) years of coverage, Onan will pay travel time up to two and one-half
(2.5) hours and mileage cost up to one hundred (100) miles, if such work is done by an Onan
distributor or other service representative designated by Onan.

CORD REEL JUNCTION BOX
There will be one (1) Extenda-Lite model EJB-CS back lighted electrical junction box, equipped
with four (4) electrical receptacles, two on each side. Each receptacle will be equipped with a
spring loaded snap cover. A cord reel will be prewired to the cast aluminum junction box to
supply power to the four receptacles. An extension cord will be connected to the junction box
through a heavy duty water resistant strain relief and flexible extender. Each side of the junction
box will be fitted with polypropylene faceplates which are back lighted so that plug orientation to
the receptacles is quick and easy to align.

SHADOW-RT LIGHT TOWER
The apparatus will be equipped with one (1) Command Light, Shadow-RT, model SL445-RT, all
electric floodlight tower. The unit will not require tapping into vehicle braking system to be

SCHEDULE B – GENERAL TERMS AND CONDITIONS
DEFINITIONS AND INTERPRETATION
1.
In these General Terms and Conditions:

"Agreement" has the meaning set out in Section 2;
“City” means the City of Surrey;
“Contractor” means a contractor whose Quotation has been accepted by the City
and who is supplying the Goods under this Agreement;
“Goods” means the equipment or materials that are the subject of this Agreement;
and
“Purchase Price” means the price quoted by the Contractor and accepted by the
City, unless otherwise agreed by the parties in writing, and includes all taxes,
duties, freight charges and other charges except PST and GST.
This Agreement may be modified only by express and specific written agreement. In the
event of a conflict between the provisions of any documents listed below, then the
documents shall govern and take precedence in the following order:

the specifications set out in Schedule A of the Request for Quotations ("RFQ");
the RFQ;
the Quotation; and
other terms, if any, that are agreed to by the parties in writing.
GOODS
3.
The Contractor will supply the Goods in accordance with this Agreement. The Goods
supplied will meet the specifications set out in Schedule A of the RFQ and as described in
the Quotation set out in Schedule C of the RFQ.
4.
The Contractor will deliver the Goods free and clear of all liens and encumbrances in the
manner and to the destination stipulated. In the event of the Contractor's failure to meet
this condition, the Contractor will, on written notice from the City, forthwith return all
monies paid by the City on account of the Goods and in addition the City may by written
notice terminate this Agreement without liability, and in such event, in addition to the
above, the Contractor will be liable for any and all expenses or losses incurred by the City
resulting from such failure.
PURCHASE PRICE
5.
The City will pay the Purchase Price to the Contractor in accordance with this Agreement.
The Purchase Price shall also include without limitation all costs of boxing, packing,
crating, and loading and unloading the Goods at the prescribed destination.
TIME
6.
The Contractor acknowledges that time is of the essence with respect to the provision of
the Services and accordingly the Contractor will provide the Services within the
performance or completion dates or time periods (the "Time Schedule") as set out in
this Agreement, or as otherwise agreed to in writing by the City and the Contractor. If at

any time the Contractor discovers that the Time Schedule cannot be met it will
immediately advise the City in writing and provide a revised Time Schedule.
PAYMENT
7.
Invoices must include the Contractor's name, address and telephone number, the City's
purchase order number, the Contractor's invoice number, the Contractor's GST
registration number or an indication that it is not applicable if the Contractor is a small
trader, the quantity, tax (if any) and the complete Purchase Price calculations, including
extensions and discounts.
8.
The City will pay the invoice, in the amount as the City determines is correct less any
deductions for setoffs or holdbacks permitted by this Agreement including, without
limitation, those described in Sections 10, 11 and 12, within 30 days of the receipt of the
invoice, unless the parties have agreed in writing to other payment terms. The payment
by the City of any invoice will not bind the City with respect to any subsequent payment or
final payment and will not mean that the City has accepted that the Goods are in
accordance with the requirements of this Agreement, or that the Contractor is in any
manner released from its obligation to comply with this Agreement.
9.
Unless otherwise provided, all dollar amounts referred to in this Agreement are in lawful
money of Canada.
DEFICIENCIES
10.
The City shall have a reasonable time to inspect and to accept the Goods. The City may
reject any Goods not in accordance with this Agreement, whether due to damage resulting
from improper packing, loading, unloading or otherwise. The City shall notify the
Contractor of rejection of the Goods whereupon the Goods will be held subject to the
disposition by the Contractor. Any costs or expenses incurred by the City as a result of
the rejection of the Goods are, immediately upon written demand by the City, payable by
the Contractor, and may be set off against any payments owing by the City to the
Contractor.
11.
The City may hold back from payments otherwise due to the Contractor up to 150% of a
reasonable estimate, as determined by the City, on account of deficient or defective
materials. This holdback may be held, without interest, until replacement Goods are
received or such deficiency or defect is remedied.
DEFAULT AND TERMINATION
12.
In the event the Contractor does not ship the Goods by the shipping date specified in this
Agreement, or does not deliver the Goods by the delivery date specified in this Agreement,
or otherwise fails to comply with the requirements of this Agreement, then:
(a)
the City reserves the right to terminate this Agreement, in whole or in part, and in
the event of such termination no payment will be owing by the City on account of
this Agreement and the Contractor will be liable for any and all expenses or loss
resulting from such failure or delay and will return all monies paid by the City; or

(b)
if the City does not terminate this Agreement for late shipping or delivery, the City
may deduct and setoff from any payments owing to the Contractor all additional
costs the City reasonably incurs on account of the late shipping or delivery.
13.
The City may by written notice at any time cancel this Agreement with respect to Goods
which, as of the date of cancellation, have not been shipped.
14.
If the Contractor becomes insolvent or makes an assignment for the benefit of creditors or
a receiver or trustee is appointed for the property of the Contractor, then the City may, at
its election, and without prejudice to its rights at law or in equity, terminate this Agreement.
15.
The City will not accept nor be responsible for any restocking charges for any Goods
shipped to the City and then, for whatever reason, returned to the Contractor pursuant to
this Agreement. The Contractor is to bear all costs including shipping and handling of
returned Goods.
WARRANTIES AND INDEMNITIES
16.
The Contractor warrants that the Goods shall be free from defects in design, materials,
workmanship and title, shall conform in all respects to the terms of this Agreement, shall
be fit and suitable and perform satisfactorily for the purposes and under the conditions
made known to the Contractor by the City or which were reasonably inferable. The Goods
shall be at least equal to the higher of national standards or codes (such as, by way of
illustration, CSA or ASTM), or standards and codes customarily applicable at the place
where the City will use the Goods. The Goods shall be of the best quality, if no quality is
specified. This general warranty is independent of and without prejudice to any specific
warranty or service guarantee offered by the Contractor or third party manufacturer or
supplier of the Goods in connection with the purpose for which the Goods were
purchased. The Contractor shall assign to the City any warranty or service guarantee
offered by a third party manufacturer or supplier of the Goods. Notwithstanding this
assignment, if at any time up to one year from the date of delivery or installation (if
applicable) the City determines the Goods or any part do not conform to these warranties,
the City shall notify the Contractor within a reasonable time after such discovery, and the
Contractor shall then promptly correct such nonconformity at the Contractor's expense.
Goods used to correct a nonconformity shall be similarly warranted for one year from the
date of installation. The Contractor's liability shall extend to all liabilities, losses, damages,
claims and expenses incurred by the City caused by any breach of any of the above
warranties.
17.
The Contractor warrants and guarantees that Goods delivered under this Agreement do
not infringe any valid patent, copyright or trademark, foreign or domestic, owned or
controlled by any other corporation, firm or person, and agrees to indemnify and save
harmless the City and all of its elected and appointed officials, officers, employees,
servants, representatives and agents (collectively the "Indemnitees"), from and against
any and all claims, demands, causes of action, suits, losses, damages and costs,
liabilities, expenses and judgments (including all actual legal costs) by reason of any
claim, action or litigation arising out of any alleged or actual infringement of any patent,
copyright or trademark, foreign or domestic, relating to the Goods supplied under this
Agreement.

18.
The Contractor represents and warrants that all Goods delivered under this Agreement
shall comply with all applicable codes, statutes, by-laws, rules and regulations, of any
federal, provincial, municipal or other competent authority for the time being in force,
including any environmental laws and that the Goods are not dangerous to the
environment or to person or health.
19.
The Contractor will indemnify and save harmless the Indemnitees from and against all
claims, demands, causes of action, suits, losses, damages and costs, liabilities, expenses
and judgments (including all actual legal costs) for damage to or destruction or loss of
property, including loss of use, and injury to or death of any person or persons which any
of the Indemnitees incur, suffer or are put to arising out of or in connection with any failure,
breach or non-performance by the Contractor of any obligation of this Agreement, or any
wrongful or negligent act or omission of the Contractor or any employee or agent of the
Contractor.
CUSTOMS
20.
Documentation for shipments of Goods from outside Canada shall be provided by a
Contractor by airmail and shall include all documents as required by law or customary
practice. All packages shall be marked as follows:

INSPECTIONS
21.
If this Agreement pertains to the fabrication, assembly or other processing of the Goods,
representatives of the City shall be permitted free access at all reasonable times for the
purpose of inspection, testing or obtaining information as to the progress of the fabrication,
assembly or processing.
SAFETY
22.
If this Agreement includes any inspection, installation or other work on the City's premises
by the Contractor, or representative or subcontractor of the Contractor, all such activity
shall be performed and undertaken in strict compliance with all applicable health and
safety laws and regulations, including, without limitation, the Workers Compensation Act,
the Occupational Health & Safety Regulation and the Hazardous Products Act, and also in
strict compliance with any published and issued by the City for use at the City's premises.
The Contractor shall provide the City with the Contractor's Workers Compensation Board
registration number and a letter from the Workers Compensation Board confirming the
supplier is registered in good standing with the Workers Compensation Board and that all
assessments have been paid to the date thereof prior to the City having any obligation to
pay monies under this Agreement.

The Contractor covenants and agrees to comply with all the Workers Compensation Board
Occupational Health and Safety Regulations for hazardous materials and substances, and
in particular with the "Workplace Hazardous Materials Information Systems (WHMIS)"
Regulations. All "Material Safety Data Sheets (MSDS)" will be shipped along with the
Goods and any future MSDS updates will be forwarded.
SHOP DRAWINGS

The City may require that shop drawings be submitted by the Contractor for review prior
to the delivery of the Goods. The City may require that a qualified registered
professional engineer stamp and approve a shop drawing prior to submission. Any
review of shop drawings by the City will not relieve the Contractor from its obligation to
deliver Goods in full compliance with all requirements of this Agreement.
WAIVER
25.
Any failure of the City at any time or from time to time to enforce or require the strict
keeping or performance of any of the terms and conditions contained in this Agreement
shall not constitute a waiver of the terms and conditions and shall not affect or impair the
terms or conditions in any way or the City's right at any time to avail itself of any
remedies as the City may have for any breach or breaches of the terms and conditions.
APPLICABLE LAW
26.
This Agreement shall be governed by and construed in accordance with the laws of the
Province of British Columbia. The City and the Contractor accept the jurisdiction of the
courts of British Columbia and agree that any action under this Agreement shall be
brought in such courts.
NOTICES
27.
Any notice, report or other document that either party may be required or may wish to give
to the other must be in writing, unless otherwise expressly provided for, and will be
deemed to be validly given to and received by the addressee:
(a)

(c)
by hand, on delivery;
by facsimile, on transmission; or
by mail, five calendar days after posting.
The addresses for delivery will be as shown in Schedule C to the RFQ. In addition, the
City may give notice to the Contractor by email at the Contractor's email address as
shown in Schedule C to the RFQ, which email will be deemed to be validly given and
received by the Contractor on transmission. The Contractor may not give notice to the
City by email.

MERGER AND SURVIVAL
28.
The representations, agreements, covenants and obligations set out in this Agreement,
including without limitation Section 19, shall survive the delivery of the Goods and
payment of the Purchase Price.
ENTIRE AGREEMENT
29.
This Agreement, including any other documents expressly included by reference in this
Agreement, contains the entire agreement of the parties regarding the provision of the
Goods, and no understandings or agreements, oral or otherwise, exist between the parties
except as expressly set out in this Agreement. This Agreement supersedes and cancels
all previous agreements between the parties relating to the Goods.

the City will make sequenced payment(s) upon performance and the City receiving appropriate progress
documentation, in arrears, and after receipt of an Invoice in accordance with the following:

First (1st) Payment [Value of Main Fire Pump]:
Payment of a sum equal to the stated value of the Main Fire Pump unit(s) subject to:

the Contractor providing the City with satisfactory proof of receipt & payment of the Main Fire

the City receiving appropriate progress documentation [identified marking, serial number and
notarized documentation] supporting the request for payment.
