Successful contractors will be invited to submit quotations for this project, which is anticipated for May 2010. Contractors will provide the Work for a period commencing in May 2010 and terminating on December 2011. In the following years, the City may at any time prior to 30 days before the end of the term, by written notice to the contractor, extend the term for a period of time not to exceed twelve months. Interested contractors are to demonstrate their ability to achieve a high standard of quality in carrying out maintenance programs, trouble shooting equipment issues and performing flow profiling measurements on projects of similar nature, size, and complexity. General maintenance is to be carried out for each station including cleaning and checking the sensor for damage, charging, storing and changing deep-cycle batteries, changing nitrogen canisters, and changing desiccant on a monthly or bi-monthly basis, depending on the station. The successful contractor will also be responsible for regularly monitoring the operation of the stations online to ensure that the maintenance visit schedule can accommodate investigating equipment issues that may occur. All stations have “near real-time” telemetry and access to the data will be made available via the data collection site Emerald FlowWorks (www.flowworks.com). For streamflow stations, discharge profiling measurements must be performed 5 times annually. Measurements should represent the full range of flow of the creeks during the monitoring period. High flow measurements are required. The discharge data must meet the Grade A rating as outline in the Resource Information Standards Committee’s (RISC) Manual of British Columbia Hydrometric Standards, Ministry of Environment, March 12, 2009. In-situ monitoring of all 5 water quality parameters is required at North Creek on a bi-weekly basis. Regular reporting of all maintenance, water quality parameters verification and flow monitoring duties is required. Previous experience and references related to these types of work and experience with similar equipment will be the most important aspect of the pre-qualification evaluation. Contractors are asked to clearly demonstrate their experience in streamflow station equipment and operation. Contractors are also asked to list their current inventory of flow measurement equipment and demonstrate familiarity of the Ministry of Environment’s RISC Hydrometric Standards. The “Pre-Qualification Statement” may be supplemented by additional information as the contractor sees fit. The submission to confirm the financial, staff, and equipment supply capabilities of the contractor. Adequate bonding and insurance will be required for this project. The submission to outline demonstrated expertise and experience in the areas described in the scope of work, complete with current and past project locations and complete references for those projects.
