REQUEST FOR STATEMENT OF QUALIFICATIONS Title: ENGINEERING CONSULTING SERVICES ANNUAL CAPITAL PROGRAM Reference No.: 1220-50-03-09 CITY OF SURREY PRE-QUALIFICATION OF CONSULTANTS ENGINEERING DEPARTMENT ANNUAL CAPITAL PROGRAM REFERENCE No. 1220-50-03-09 The City of Surrey invites Statements of Qualifications (SOQ’s) for pre-qualification of Engineering Consulting firms for the provision of engineering services related to the design, and the subsequent construction phase, of projects comprising the City of Surrey’s annual Engineering Capital Program. NOTE: Firms currently on Surrey’s list of Qualified Consultants, (refer to Schedule B), and those that have submitted qualification packages within the past year do not need to respond in order to be considered. The annual Capital Program has a typical value in the range of $100 million and includes roads and transportation, water, sewer and drainage infrastructure, including environmental assessments as applicable. Projects may include planning, feasibility and preliminary design studies in all disciplines. Typical roads and transportation projects include urban arterial and collector road widening, pavement rehabilitation, pedestrian/cycling pathways and sidewalks, traffic signals, traffic calming installations, pedestrian bridges and overpasses, and roadway bridges and overpasses. Typical water projects include water main installations and replacements to 900mm diameter, pressure reducing valve stations, and water pump station upgrades and installations in the range from 500 to 1800 total horsepower. Typical sewer projects include sewer main installations and replacements to 1200mm diameter, and sewage pump station upgrades and installations in the range from 8 to 1600 total horsepower. Typical drainage projects include area master drainage plans, storm main and culvert installations and replacements, dyke and flood control works, stream bank stabilization and conveyance works, fish ladders, detention ponds, and storm water pump station upgrades and installations up to 6 cms capacity. Interested firms must demonstrate their ability to achieve a high standard of quality in the provision of engineering services to projects of similar nature, size, and complexity. SOQ’s should include a Company profile, outline of staff resources, areas of expertise, project experience and references, statement of WCB coverage, insurance coverage, City of Surrey Business License and may include resumes of key personnel. Firms should indicate if they have a particular area of expertise or project interest. SOQ No. 1220-50-03-09 1 SOQ’s will be evaluated based on the Respondents’ qualifications and track record, recent experience with similar infrastructure projects, demonstrated ability to complete projects within the proposed schedule and budget, as well as any other factors the City deems to be relevant to the project success. Firms selected on the basis of their capabilities and performance will be added to Surrey’s list of Qualified Consultants. Qualified Consultants will subsequently receive a list of the studies and design assignments for the coming year and will be requested to rank these assignments in the firm’s order of preference for receiving requests for submission of detailed proposals. These responses will be used to select three firms for each project for invitation to submit detailed proposals. As the annual number of projects in any discipline is finite, not all qualified firms may receive multiple, or any, invitations to submit detailed proposals. INTRODUCTION 1.1 Purpose You are invited by the City of Surrey to submit a Statement of Qualifications, (SOQ), for pre-qualification for the provision of Engineering Consulting Services for the City of Surrey, Engineering Department’s annual capital program. 2. STATEMENT OF QUALIFICATIONS FORM AND CONTENT 3.1 Form of Statement of Qualifications Each SOQ to include the “City of Surrey Statement of Qualifications” form. All SOQ’s received in accordance with the foregoing will be reviewed, and the prequalification of firms shall be solely at the discretion of the City of Surrey. Firms with unsettled legal disputes with the City will not be reviewed. The firms submitting for prequalification will be notified if they have qualified for addition to the list of pre-qualified firms for possible invitation to submit detailed project proposals. The “Qualification Statement” may be supplemented by additional information as the firm sees fit. The submission should confirm the expertise, staff, and performance capabilities of the Firm. Adequate professional liability insurance will be required for Surrey projects. The submission should outline demonstrated expertise and experience in the areas described in the scope of work complete with current and past project locations and complete references for those projects. The City reserves the right to review similar works completed by your firm that may or may not appear in your references. 4. GENERAL CONDITIONS 4.1 No City Obligation This SOQ is not a tender and does not commit the City in any way to pre-qualifiy a preferred respondent(s), or to proceed to negotiations for an agreement, or to award any agreement. The City reserves the complete right to, at any time, reject all Statements of Qualifications, and to terminate this SOQ process. 4.2 Firm's Expenses Firms are solely responsible for their own expenses in preparing and submitting a Statement of Qualifications, and for any meetings, negotiations or discussions with the City or its representatives and consultants, relating to or arising from this request. The City and its representatives, agents, consultants and advisors will not be liable to any firm for any claims, whether for costs, expenses, losses or damages, or loss of anticipated profits, or for any other matter whatsoever, incurred by the Firm in preparing and submitting a Statement of Qualifications, or participating in subsequent proposal requests, negotiations for an agreement, or other activity related to or arising out of this SOQ. 4.3 No Agreement By submitting a Statement of Qualifications and participating in the process as outlined in this request, Firms expressly agree that no agreement of any kind is formed under, or arises from this SOQ prior to the signing of a formal written agreement. SOQ No. 1220-50-03-09 4 4.4 Conflict of Interest A Firm shall disclose in its Statement of Qualifications any actual or potential conflicts of interest and existing business relationships it may have with the City, its elected or appointed officials or employees. The City may rely on such disclosure. 4.5 Solicitation of Council Members and City Staff Firms and their agents will not contact any member of the City Council or City staff with respect to this SOQ, other than the City Representative, at any time prior to the award of an agreement or the cancellation of this request for SOQ. 4.6 Confidentiality All SOQ’s become the property of the City and will not be returned to the Firm. All SOQ’s will be held in confidence by the City unless otherwise required by law. Firms should be aware the City is a "public body" defined by and subject to the Freedom of Information and Protection of Privacy Act of British Columbia.
