INFORMATION FOR PROPONENTS
The following information is provided to answer questions raised by potential Proponents for the above
named project, to the extent referenced and shall become a part thereof. No consideration will be
allowed for extras due to the Proponent or any subproponent not being familiar with this addendum. This
Addendum 1 contains ( 3 ) pages in total:
QUESTIONS AND ANSWERS:
Q.1:
Can you provide a revised schedule (page 12) as your award date will pass before the RFP
closes or should we assume the remaining general dates remain the same with the award being
the by mid June?

Q.2:
The proposal states the form of the proposal must be as shown in Schedule C-1 to C-5 (page 6).
We assume you will not accept any other form for the proposal. Do you have this as a WORD
document you could share with us?

Q.3:
In the Scope of Work item 1 (page 11) you state “Meet regularly with City Staff and provide
Support”. Can you clarify how many meetings you envision and what kind of support in terms of
meetings or additional reports or presentations you have in mind.
A.3:
The proponent should plan on attending a minimum of 5 meetings at City Hall and include
a set rate for subsequent meetings if required. Meetings will be chaired by staff and the
consultant will be expected to update staff on research and recommendations with
supporting documents. There are no presentations by the consultants to committees or
Council planned as part of this project.
Q.4:
Scope of Work item 4 (page 11) can you clarify how many communities you want the consultant
to contact? We have done DCC reviews for many of your neighbouring cities but wonder if you
want all the members of Metro Vancouver plus Abbotsford, Mission others?
A.4:
The consultant should contact 10 communities including Vancouver, Richmond, Burnaby,
Coquitlam and Langley.
Q.5:
Scope of Work item #5 (page 11) in past DCC reviews we have done for the City we have always
received projected populations and growth estimates from the City’s planning department. This
ensured that planning and engineering were using the same projections for the DCC updates and
were consistent with the NCP’s underway and other land use plans in the City. Will the City
planning department provide projected population and growth estimates?
For current population we have used Stats Canada and BC Stats data but the new 2011 Stats
Canada census data may not be available during the timeline of this project. Is using the 2006
data adjusted to 2011 with information from the City planning department acceptable?

Yes, the Planning Department will provide projected population and growth estimates.
Yes, the adjusted rate is acceptable assuming the Planning department does not have
differing adjusted rates.
Q.6:
We are wondering if the report requested will be used to get the a new DCC bylaw approved? If
so the Ministry guideline for the background report is much more comprehensive than what you
are requesting. Would you like us to propose an option to complete such a report and DCC
checklist?

The new DCC bylaw will be advanced by staff from Engineering and Parks and this project
will inform the new DCC bylaw but is not expected to be the final report. The work on this
project must be compatible with a DCC Bylaw that includes Engineering infrastructure.
The proponent should include the background work necessary for the Parks DCC to be
part of a DCC Bylaw. Please include this work in the proposal if it is additional to that
described in the RFP.
Q.7:
Do you have a budget for the work that you can share with consultants at this time?
A.7:
Similar projects for smaller jurisdictions have been approximately $25,000. Staff expect
the project to be in line with that taking into account the greater population and
comprehensive parkland acquisition program in Surrey.
