KNOX COUNTY GOVERNMENT JOB CLASSIFICATION DESCRIPTION Job Title: County Internal Auditor JC-4103, PG-29, EEO-2, FLSA-Exempt Department: Internal Audit Reports To: Knox County Audit Committee Last Revised Date: September 25, 2013 80 Hours PURPOSE OF CLASSIFICATION The purpose of this classification is to evaluate internal control and to perform financial, compliance, and operational audits of Knox County departments, other governmental units, and private businesses that have contractual agreements with Knox County. Duties include, but are not limited to those listed and performing additional tasks as assigned by the Knox County Audit Committee. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises audit and administrative staff. Provides strong leadership to the internal audit department. Communicates effectively with employees, auditees (management), and members of the Knox County Audit Committee and Commission. Determines the scope of the yearly audit plan based on a risk analysis and in conjunction with the audit committee. Develops and executes audit programs in compliance with professional standards. Provides recommendations to management for improved performance, reduction of cost, and improved efficiency. Conducts financial, compliance, and operational audits of Knox County agencies, departments, programs, and/or activities, including evaluation performance thereof. Reviews contracts with third parties. Classification Description • County Internal Auditor 4103 Reports findings and makes recommendations for correction of unsatisfactory conditions, improvements in operations and reduction in costs. Oversees the preparation of appropriate working papers to document audit work performed, as well as appropriate reports, findings, and recommendations. Manages the department to improve audit efficiency and effectiveness. Additional Job Functions Performs other related duties as required. MINIMUM TRAINING AND QUALIFICATIONS Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or closely related field; supplemented by a minimum of six (6) years experience in governmental and/or business auditing; three (3) to five (5) years supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have excellent problem solving skills, and be knowledgeable in accounting, auditing, and/or financial software programs. (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of office machines, and equipment, such as a computer, laptop computer, printer, copy machine, fax machine, calculator, telephone, or voice recorder. Must be able to use body members to work, move, or carry objects or materials. Physical demand requirements are at levels of those for sedentary work. DATA CONCEPTION: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. INTERPERSONAL COMMUNICATION: Requires the ability of speaking to convey or exchange administrative information. Such as: giving assignments and/or directions to co-workers or assistants. LANGUAGE ABILITY: Requires the ability to read a variety of informational documentation, directions, instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice. VERBAL APTITUDE: Requires the ability to record and deliver information to supervisors and elected officials; to explain procedures and policies, and to follow verbal and written instructions, guidelines and objectives. NUMERICAL APTITUDE: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations. FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with job-related equipment. MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using automated office equipment and in operating motor vehicles. MANUAL DEXTERITY: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination. COLOR DISCRIMINATION: May require the ability to differentiate colors and shades of color. INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency. PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).
