Focus onChennai, CentralIndia, America January 10-11, 2007 As part of its activities to assist developing professional accountancy Chennai, India, January organizations in working towards10-11, IFAC 2007 membership, the DNC has established two formal outreach programs with organizations in India, January 10-11, 2007 Honduras Chennai, and El Salvador. The outreach activities have focused to date on meetings and discussions between representatives from the Chennai, India, January 10-11,Universitarios 2007 Colegio Hondureño de Profesionales en Contaduria Pública (COHPUCP) and the Instituto Salvadoreño de Contadores India,DNC January 10-11, 2007 Públicos Chennai, (ISCP) and members and staff to explain the requirements of IFAC membership and to provide advice on ways to India, January 10-11,structure, 2007 and membership of strengthenChennai, the operations, governance the organizations. Looking into the future, the World Bank continues to support the region with emphasis Chennai, on projects relating governance India, Januaryto10-11, 2007 and anti-corruption, improved transparency, support to capital markets and regulators, and mechanisms to better monitor progress. Chennai, India, January 10-11, 2007 Chennai, India, January 10-11, 2007 Chennai, India, January 10-11, 2007 Chennai, India, January 10-11, 2007 Chennai, India, January 10-11, 2007 Good Practice Guide: The Development, Education, and Training of Accounting Technicians The committee reviewed the most recent draft of the Good Practice Guide: The Development, Education, and Training of Accounting Technicians. The Guide is being developed to raise awareness about the role of accounting technicians and sets out a framework to assist IFAC members and other professional accountancy organizations in the development of an accounting technician program. The Guide is being developed through the assistance of the Association of Accounting Technicians of the UK. A joint editorial board comprised of members from the DNC and the IAESB assists in the development of the Guide including discussion about practices in other jurisdictions and review of key drafts as part of the development process. Project Consideration – Anti-Corruption and Anti-Fraud Resource Centre The committee is exploring the development of an anti-corruption / anti-fraud resource centre to bring together useful guidance and discussion papers to raise awareness about the topic. Corruption and fraud occurs in both developed and developing countries; however, accountants, auditors and business leaders in developing countries have less access to such information. Such a resource centre would include information prepared by IFAC members and relevant organizations whose mandate is to support the fight against corruption and fraud. Update of the Good Practice Guide, Establishing and Developing a Professional Accountancy Body (Second Edition) This Guide was developed by the committee in 2005 to provide guidance and tools to assist professional accountancy organizations in their work to expand and strengthen their role and responsibilities in representing the accountancy profession. The Guide is a resource for IFAC members and associates, aspiring IFAC members, as well as mentors and consultants working on accountancy development projects aimed at either the private sector or public sector. The committee will review the Guide to further expand on existing topics and identify additional subject matters that will be useful to professional accountancy organizations. Suggestions and feedback may be submitted to Sylvia Barrett (sylviabarrett@ifac.org) or by completing the feedback form available on the DNC’s website (http://www.ifac.org/DevelopingNations/index.php#Resources). 2 Feedback on the SMP Committee’s ISA Guide In December 2007, IFAC’s Small and Medium Practices Committee launched the implementation guide, Guide to Using International Standards on Auditing in the Audits of Small- and Medium-sized Entities (ISA Guide). The DNC discussed the usefulness and objective of the ISA Guide in response to the SMP Committee’s request for feedback. The DNC confirmed the need for and importance of implementation guides like the ISA Guide and identified various matters for consideration in developing the second version of the Guide. Next Meeting The next meeting of the DNC will be on March 30-31, 2009. The DNC plans to meet in Asia with the final location to be confirmed. 3
