How to Create a Compliance Matrix
1. Carefully review the RFP or SGA highlighting items that should be included in the
proposal. These items will occur in various sections including introduction, program
description, proposal narrative, budgetary information, evaluation criteria, etc.
2. Create an expanded outline of the key proposal sections.
3. Use the exact headings and subheadings from the RFP.
4. Indicate the section of the RFP/SGA.
5. Indicate the number of points for this section (if applicable).
6. The following is an example:

7. Estimate the number of pages allocated to each section of the proposal.
8. This estimate can be obtained by dividing the number of points allocated to a section by
the total number of points and multiplying by the total number of pages.
