Sponsor Initiated Awards - Notices, Program Announcements, RFA/RFP/RFQ’s

Often Investigators can initiate and conceive the projects they are trying to get funded and the
government accepts those proposals with open submissions, but sometimes the government wants to
generate and initiate the scope and type of work to be done via Notices and Program Announcements.
There are often specific rules within the notice to be followed in preparing the proposal. The investigator
responds with:
o
How he/she and the Institution will accomplish the work.
o
Budget
o
Time frame


Definitions of types of Notices:
o
RFA – Request For Application
o
RFP – Request For Proposal
o
RFQ – Request For Quotation
A Contract is the usual award document for an RFP/RFQ while a Grant/Cooperative Agreement is the
usual award document for an RFA.
