Understanding the Protest and Appeal Process

Are you frustrated with your ability to become a successful state
contractor? Have you ever felt you have been unfairly rejected on a bid
and did not know what your next steps were? This presentation will
provide an overview of the various forms of protest and appeal processes
within many states and is presented by a nationally recognized lawyer
familiar with state government protests. This is important information to
keep in your back pocket!

Communication - Before, During & After the Solicitation

Understanding when and how to best communicate with a State can help
both the vendor and the State be successful in the competitive selection
process. State procurement offices are eager to provide insight into their
needs and to learn of industry best practices and market trends from the
vendor community. However, it is important to understand the basic
guidelines and policies to making this communication effective for both
sides. In NASPO’s ongoing effort to increase awareness of this important
topic, this discussion will explore some of the key do’s and don’ts of
state-vendor communication before, during and after the solicitation.

transitioning due to administrative changes, organizational changes,
legislative changes and/or simply a change in their overall approach to
procurement.

This session is designed to educate contractors on how to get the most
out of their WSCA-NASPO Master Agreements, as well as the process for
obtaining a Master Agreement. This session will feature knowledge
learned and best practices from experts who have achieved success with
their WSCA-NASPO Agreements and will also include an open a dialog on
the elements that make a contract successful. The panel of experts
includes existing WSCA-NASPO contractors who have been very successful
in growing their sales, who will provide guidance on how to promote the
agreements.

lobbyists, legislators, agency officials, and vendors interact with each
other and how they seek to impact the public procurement process. With
so many differing interests, how can government ensure a transparent,
fair and competitive bidding climate? Along with great insight, attendees
will also receive resources on state lobby and procurement law.
