Framework for the Prevention and Control of Non-communicable Diseases Secretariat of the Pacific Community: HEALTHY PACIFIC LIFESTYLE SECTION Small Grants Scheme Guidelines and Application Form OBJECTIVES and FOCUS Background The purpose of the Pacific NCD Framework is to assist Pacific Island Countries and Territories (PICTs) to improve the health of their populations by establishing sustainable initiatives to combat NCDs and associated risk factors in their populations. A key strategy within the NCD Framework is the support of NCD activities at the national level. The SPC Healthy Pacific Lifestyle Section, Small Grants Scheme focuses on NCD prevention and control at the community level, targeting small projects with direct benefit to the communities and the health and well-being of the local population, specifically relating to NCDs. Small Grant Scheme Approach The Small Grant Scheme aims to support projects focussing on the prevention and control of NCDs through the promotion of healthy lifestyles. The focus of the Small Grants Scheme will be on the following areas: Community level projects or projects that focus on community participation Projects that focus on aspects of the implementation of an NCD Plan Projects with a policy or legislative change and /or advocacy and empowerment focus Projects with social marketing and/or development of key IEC resources Pilot projects that have identified funding for continuation or expansion following successful completion of the pilot Key NCD target activities Physical Activity Tobacco control Reducing harm from Alcohol Good nutrition Activities previously supported include; * Funding for the Obesity Environmental Audit (Fiji) * Tobacco legislation enforcement (Tuvalu) * 5+ a day fruit and vegetable promotion(Cook Islands) * Funding for Infant Feeding Survey (Cook Islands) Healthy Pacific Lifestyle Section, Public Health Programme, Secretariat of the Pacific Community 1 * * * * * Funding of implementation of National Food & Nutrition Policy in Education Sector (Samoa) Food Garden Projects Workplace health initiatives NCD prevention and control social marketing campaign (Palau) Diabetes education and awareness (FSM, and Wallis and Futuna) CRITERIA Who can apply? Applicants must be a government body or a recognised non-government organisation (NGO) in their country of origin All SPC Pacific Island member countries are eligible. At the meeting of the Joint Management Committee (JMC) held in November 2009 it was agreed that all PICTs could apply for small grants, even if they were already in receipt of a Large Country Grant (Funding Stream I) from the Framework for the Prevention and Control of Non-Communicable Diseases. Should funding be limited in any round due to the number of applications, preference will be given to those who are not in receipt of a large country grant. The maximum number of grants that any country can receive in one round is restricted to three (3) and one (1) per organisation Is there a maximum amount? Agencies may apply for grants up to AUD $10,000 per proposal. It is estimated that most grants will be around AUD $5,000. Depending on initial impacts, proposals for multiyear funding (after year one), may be considered from agencies to extend interventions. How does your proposal get assessed? Proposals will be reviewed by the SPC Healthy Pacific Lifestyle Section. Applications will be prioritised based on the criteria below. A summary of small grants awarded in any given year will be presented to the annual meeting of the JMC. Criteria for identifying successful proposals How the activity goes towards achieving national NCD goals and alignment with the national NCD plan Collaboration with the national NCD committee in the design and implementation of the activity Immediate and long term benefits to the community Multi-sectoral and community involvement and participation Clearly identified target groups, benefits and value for money How the needs of rural and outer islands are addressed How the needs of children, women and men are addressed Healthy Pacific Lifestyle Section, Public Health Programme, Secretariat of the Pacific Community 2 An appropriate budget and timeframe Feasibility How the agency implementing the activity will be strengthened by the project Agency experience in the successful management of grants What will not be funded? The sole of purchase of equipment (unless substantial reasons can be given why rental is not possible) Staff salaries Attendance at meetings Prizes, cash gifts/awards Alcohol or tobacco products What happens if you are not successful? There will be no formal appeal process, however all successful and nonsuccessful proposals will be provided with a short assessment of their proposals from the NCD team at SPC. Unsuccessful applicants may reapply at a later date. What happens if you are successful? 1. All successful agencies will be required to sign an Agreement which will outline details of the project to be funded; the responsible persons; the timeframe for implementation of the project; and the financial and programme reporting requirements. 2. Funds will be provided directly to the government agency or NGO, which will be accountable for the appropriate use of the funds in accordance with the terms of each grant agreement. The organization funded will be responsible for maintaining a full record of all grant monies received and all expenditure. 3. Reporting requirements: a. A brief mid-term progress report b. A final completion report which includes copies of any resources produced as part of the project (see Attachment B) c. A short report to be submitted for a SPC publication (about 300 words) d. An itemised financial acquittal summary (Attachment B Project Completion Report) must be submitted at the completion stage. Certified photocopies of the cash book are required for acquittal of the grant 4. The project must be started within three (3) months of receipt of funding and must be completed within one (1) year of starting date. All events funded by the grant are to be alcohol and smoke free with refreshments provided based on the Healthy Eating Guidelines. 6. Any unused money will be returned to SPC. 7. SPC reserves the right to perform audits required under this agreement and/or, to conduct a financial review, or evaluation, or to take any other actions that it deems necessary to ensure the accountability of funding use and to monitor compliance with the terms of this agreement. How do I apply? Discuss proposals with the country’s national NCD Committee and/or Health Department Discuss proposal with the SPC Healthy Pacific Lifestyle Section prior to submission Complete the Application Form and submit it to the SPC HPL Section NGOs must demonstrate written support from the relevant Ministry or the NCD Committee. When can I apply? There are two funding rounds per annum. To date there have been 4 rounds of small grants, with a Round 5 closing date of 25th March 2011. Application submission dates will be announced at least four weeks before the scheduled closing date. Applicants will be notified of the outcome within four weeks of submission.
