Procedure The bidder has to submit bid in two separate sealed envelopes super scribing “Commercial Bid” and “Technical Bid” respectively. About the University Bhagat Phool Singh Mahila Vishwavidyalaya, the first University for women in north India, was established under an act of the state legislature of Government of Haryana (No.UG.31/2006) on November 10, 2006 with the objective to make a profound difference in the lives of women by empowering them to attain their full potential though pursuit of knowledge, acquisition of skills, development of character and self-esteem and recognition of right and responsibilities. It is recognized by University Grants Commission, India under section 12B of UGC Act, The university has a sprawling campus spread in an area of over 500 acres of land. The university has more than 200 faculty members. The university has adequate teaching blocks, 14 hostels for about 3000 students with all modern facilities and about 150 staff quarters Staff Quarters for the teaching and administrative staff of the University along with a central library and language labs. A herbal garden, with medicinal plants in 12 acres of land, is being developed in the University campus with the help of Department of Forests, Government of Haryana and it will also be used as an amusement park for children with all modern facilities for children’s play, like swings and other amusement equipment. Within a short span of two and half years, the University has been able to make its presence felt the world over. It is running more than 30 programmes in 06 Faculties and 04 Institutes, imparting education in various disciplines to more than 6000 students with an annual intake of more than 1200 students. The University is its functioning gets support and guidance from its Statutory Bodies such as the Court, the executive council, the Planning Board, the Academic Council and the Finance Committee. 5 To facilitate the assigned role by these statutory bodies, the members of these bodies are the persons of eminence from varied fields and disciplines. A large number of programmes are on avail which includes a Medical College and Hospital, a Nursing College and a Dental College. The construction of the Hospital has already begun. In addition the University is also moving towards e-governance and proposes to have Wi-Fi in the entire campus. EMD The EMD for the project is not less than 1% of total amount of the bid in the form of demand draft in favour of Registrar, BPS Mahila Vishwavidyalaya payable at Khanpur Kalan and same will be refunded to the unsuccessful bidders. 4. General Conditions 4.1 The bidder should be a supplier of equipments in Govt. Institute and Universities. The bidder must have requisite infrastructure and resources to successfully execute the supply & install equipments in labs and provide services. 4.2 The bidder should be a reputed Organization engaged in manufacturing & supplying equipments to Educational Govt. institutes and Home Science laboratories. 4.3 Bidder should be an ISO certified company or it must be registered with appropriate authorities. 4.4 Preference will be given to those who have domain expertise of similar nature for quick and prompt understanding of University H.Sc. or other similar departments. 4.5 Preference will be given to those who have branch office and Support center at nearby places for getting faster post implementation technical support. 4.6 The University reserves the right to carry out the capability assessment of the bidder and the University’s decision shall be final & binding to all in this regard. 4.7 Preference may be given to those bidders who are capable to supply complete requirement of M.Sc (Food and Nutrition) Labs of the University. 4.8 Incomplete tender such as unsigned tender, absence of supporting documents, late submitted quotation, and conditional quotation will not be accepted. 4.9 Firms are required to supply the items within 02 weeks from the placement of the order. 4.10 The tender must quote the rate and amount with and without taxes. 6 4.11 The specification-cum-quotation documents must reach to the Registrar, BPS Mahila Vishwavidyalaya, Khanpur Kalan (Sonepat) by hand or by registered post/ speed post latest by ……………. 4.12 The dispute, if any, will be subject to jurisdiction at Sonepat or arbitration, the decision of the Vice-Chancellor will be final. 5. Eligibility Conditions The bidding is open to all qualified Bidders who fully meet the following qualifying requirements:5.1 The bidder must have a proven track record of supplying lab equipments in at least three or more of the Govt. Institutes or equivalent institutes. 5.2 Bidder should be in operations for a minimum of last 3 years. 5.3 Bidder should have a minimum turnover of Rs.10 lacs (Rupees Twenty Lacs.) during last 3 financial years (in combination). The supplier should attach the certified copy of supply order lab equipments in Govt./Autonomous organization. 5.4 Bidder should have sufficient technical professionals on rolls to cater unhindered requirements. university 5.5 The supplier should attach the certified copy of the registration of the firm. 6. Delivery Period & Installation 6.1 The Bidder shall clearly indicate the date of supply & complete installation of equipments in the university labs. 6.2 The timely supply and installation of the said tasks should be adhered to as shall be mentioned during award of Contract. Otherwise late delivery penalty would be levied. 6.3 The bound copies of technical specification & Users Manuals are to be handed over to the Registrar or duly authorized representative after its completion at respective stages along with its soft copies on the latest media available at that time. 7 7. Schedule of Payment 7.1 100% of the total cost will be paid after supply & successful installation of equipments and accomplishing and following the administrative procedure. 8. Warranty Period 8.1 The warranty period for the lab equipments shall be 12 months from the date of successful installation. However, the Bidder shall be responsible for providing Technical support 03 year from date of its successful installation. 8.2 The bidder shall do preventive maintenance once a quarter for upkeep of the equipments. This schedule shall have to be adhered to strictly by him. 9. Prices 9.1 The prices quoted for the Items/Services shall be uniform throughout the period of contract & this contract shall be valid up to the date of final payment to the supplier and shall not be subject to any upward modification whatsoever. The rates should be quoted inclusive of supply, transportation, unloading, carriage, installation, commissioning, acceptance, warranty and maintenance during warranty period and delivery as per schedule specified in the award of contract. 10. AMC (Annual Maintenance Cost) Subsequent to warranty period, AMC terms and conditions shall be mentioned in the tender. 11.
