Salford City Council - Record of Decision I Cllr John Merry, the leader of the Council ,in exercise of the powers conferred on me by Paragraph G(f) (iv) of the Scheme of Delegation of the Council do hereby , of the Scheme of Delegation of the Council do hereby approve that: Be Brain and Spinal Injury Centre Salford Foundation HBHG Development Trust Ltd The Broughton Trust Community Health Action Partnership Salford Hundred Venture Creative Industry in Salford awarded contracts to deliver Raising Aspirations in Salford. The Raising Aspirations contracts will run from 1st April 2008 to 31st March 2009 with the option to extend the contract by a further 12 months if funding is available. The contracted sum over the period is £613,000. Since November 2007 Salford City Council has undertaken a rigorous commissioning process to identify the most appropriate organisations to deliver Raising Aspirations in Salford. It was the decision of the Raising Aspirations Commissioning Panel that these contractors, offered the most viable option in value in terms of output achievement, staffing levels, price and innovation. The contractors also demonstrated the capacity to offer integrated ‘wrap around’ services and become key elements of Salford’s Skills and Work delivery system. Options considered and rejected were: 1. Non awarding of contract / non approval This would result in non achievement of LAA targets, non achievement of LPSA2 target, negative impact on community development and cohesion, non-quantifiable potential socio-economic implications in terms of local regeneration, job creation and skills growth and also staff redundancies. 2. Awarding the contracts to other received tenders The Evaluation Panel scored the remaining 20 tenders significantly lower than those being recommended, due to a number of factors including lack of demonstrable awareness of priority groups and wards, lack of innovation, limited added value to the delivery system, poor value for money. Funding The source of funding is Deprived Areas Funds and Manchester Enterprises City Strategy Funding totalling £613,000 for the contract period 1st March 2008 – 31st March 2009.
