Salford City Council - Record of Decision
I Derek Antrobus, Lead Member for Planning, in exercise of the powers conferred on me by Paragraphs H8(a)(7) (Engineering Service) and J(a)(5) the Scheme of
Delegation of the City Council’s Constitution, do hereby approve proposals to:
Replace street-lights at the rate of 1/30 of the stock per annum (900 columns a year), targeting the dangerous and worst first.
Carry out a full structural, inventory inspection of the whole of the street lighting stock.
Conduct of a programme of targeted equipment renewals to the high-mast lighting units in order to put the units into a safe condition
Approve the progress of this report for consideration within the Capital Gateway process.
The Reasons are the proposals will ensure that the City Council fulfils its obligations to maintain the street lighting infrastructure in a safe and adequate condition, at the same time ensuring compliance with the requirements of Section 17 of the Crime and Disorder Act 1998. At the same time efficiency savings will be made with regards to future maintenance and energy charges.
Assessment of Risk: High
The consequences of not carrying out the works identified within the proposed street lighting capital programme will be that street lighting infrastructure will deteriorate even further, and the potential liability for claims against the City Council will continue to increase.

Assessment of Risk could expose the city council to the risk of a claim for damages by a person suffering loss or injury thereby. Although it might be difficult for a third party to enforce the duty, the city council must at all times act in accordance with its obligation to exercise all its functions in accordance with section 17 of the Crime and
Disorder Act 1998.

A capital bid of £5.75million has been submitted to Portfolio Management Board to include this scheme in the Capital Programme commencing from April 2011. If successful in this bid the scheme will be delivered over the following three years
