There has also been a 20% decrease when comparing YTD figures with the same period last year. There has been a 23% decrease in Burglary Dwellings during the current 4week period compared to the previous 4-week period (- 32 crimes). Burglary Dwellings in Salford are seen to be of LOW risk in the months of February and March. Robbery During the current 4-week reporting period there have been 38 robberies: 25 Personal Robbery Offences (an increase of 20%, or 5 crimes) on the previous 4 weeks). There have been 13 Commercial Robbery Offences (the same figure as the previous 4 weeks). The Division are now showing a Year-to-Date reduction of 10% (48 crimes) when comparing to the 2008/9 YTD figures. All repeat premises for Commercial Robberies have been visited by the Crime Reduction Officers with Environmental Health under the Retail Violence Initiative and recommendations made. The seasonal risk in February is HIGH for Commercial Robbery, reducing to LOW for the month of March. In respect of Personal Robbery, the seasonal risk for February is VERY LOW rising to MEDIUM for March. Theft from Motor Vehicles (TfMV) When comparing the 4-weekly figures and year to date figures with the same periods last year Salford has seen a decrease of 131 crimes (-53.7%) and 549 crimes (-17.6%), respectively. As of 13:00hrs on 02.02.10, a total of 264 Stops have been made under Operation THUNDER (Operation ‘Thunder’ is Salford Police Division’s 4 response to tackle serious Acquisitive Crime in the 4th quarter of January to March 2010, focussing on an enhanced service for victims of vehicle crimes. Operation ‘Thunder’ consists of various tactives including partnership activity). (RESTRICTED Refer to pg 20-25 in PDG doc) The seasonal risk in February and March for TfMV crime is MEDIUM. Theft of Motor Vehicles (ToMV) Over the current 4-week period there have been 68 ToMV offences. The Division has seen a 74% increase (+29 crimes) in ToMV offences when compared to the previous 4-week period when there were only 39 crimes. When comparing the 4-weekly figures and year to date figures with the same periods last year the Division has seen a decrease of 1 crime (-1.4%) and a decrease of 27crimes (-3.7%), respectively. The seasonal risk in February and March for ToMV crime is MEDIUM. Vehicle Fires During this period, Salford East and Central neighbourhoods had the most vehicle fires. Both neighbourhoods have seen a decrease from the last reporting period. During the last reporting period there was an issue with vehicle fires on the Duchy estate. There was just one incident recorded here over the last 4-week reporting period. Harm Crime - Violence against the Person (VAP) There has been a 24.7% increase (+38 crimes) in Harm Crime offences across the Division in the current 4-week period compared to the same period last year. There has also been an increase of 1% (2 crimes) in Harm VAP Crime offences during the current 4-week period compared to the previous 4-week period. However, here has also been a 9.5% decrease (- 238 crimes) when comparing this years YTD figures with the same period last year. Historically, the worse months for Harm VAP have passed. February is shown as VERY LOW risk, rising to MEDIUM risk in March. 5 Of the 192 crimes that occurred within in the current period, the following markers were present: • 63 (33 %) were Alcohol Influenced. • 66 (34%) were Domestic Assaults, of which over half (35) involved alcohol. • 4 (2 %) were Hate Incidents. • 54 (28%) involved victims with the vulnerable marker present. • 6 (3%) were Drug Influenced. • 6 (3%) were Police Assaults. Antisocial Behaviour (ASB) There has been a 36% decrease (- 146 crimes) in Criminal Damage offences across the Division in the current 4-week period compared to the same period last year. There has also been a decrease of 16% (- 822 crimes) when comparing this years YTD figures with the same period last year. All neighbourhoods experienced decreases for Criminal Damage offences in the current period compared to the previous 4-week period. There have been 1274 ASB Incidents during the current 4-week data period, which is a 2% decrease (- 28 incidents) on the previous 4-week period. At present the ASB incidents are showing a 1.7% decrease (-23 incidents) when compared to the same period in 2009 and a 2% decrease (- 402 incidents) year to date. In Swinton CCA – The Valley Estate and Victoria Park area was the main hotspot for criminal damage with offences on Coniston Avenue and Park Street. There were also incidents of ASB on Bingham Street and Ogden Street. A number on Bingham Street were related to harassment via face book. The highest number of youth alcohol interventions, were seen in Swinton CCA with 8 in total. Hate Crime Hate Crime reporting is encouraged There were 36 hate crimes reported to GMP in the current 4-week period, this is an increase of 11 offences (44%) compared to the previous 4-week period. The common method for the crimes within this area was to approach the victim as they were walking down the road and either demand property or snatch the bag and make off. The majority of offences were being committed in the evening and all but one has been in the working week. The offenders are working in two’s, often use bikes and have mentioned / carried a knife to frighten victim. All repeat premises for Commercial Robberies have been visited by the Crime Reduction Officers with Environmental Health under the Retail Violence Initiative and recommendations made. There were 13 incidents of ASB on Northallerton Road alone, the majority were youth related. Incidents related to snowballs being thrown and youths with wheelie bins. Offences in Higher Broughton On the estate at the top of Great Clowes Street there were offences of criminal damage, in which vehicles were targeted. There were incidents of ASB in the same area. Redmires Court, Carthorpe Arch and Kielder Square have all been targeted during the reporting period. Entry has been gained mainly by forcing windows with an unknown implement or forcing doors with bodily pressure/kick. Offenders have also forced the lock on a door with an unknown implement, smashed the glass in a door in order to open the inside latch and smashed a window. The most popular types of property stolen were Laptops, watches, games consoles, games and Ipods. Other repeat items of property stolen included vehicle keys, computer dongles, large screen televisions, cash and digital cameras. Offenders have also stolen bags from the properties, such as rucksacks, holdalls and suitcases, with which to transport property away in. Police now have someone in custody and there have been no more burglaries in recent days. Burglary Dwellings in Salford are seen to be of LOW risk in the months of February and March. All five crimes within this area have differing methods and therefore there is nothing other than the location to link these crimes. Salford Central has two current hotspots where Sat Navs are being targeted, with searches made of glove compartments and under seats: Firstly, at flats and hotels around Elmira Way and Trafford Road within Ordsall and the Quays. However, this area shows a 69% decrease (-27 crimes) on the previous 4-week period when there were 39crimes. Secondly, around Islington and Trinity at the Stanley Street NCP car park. Burglaries are occurring in Walkden and Worsley (forced entry breaks where TV’s are primarily targeted). Police are currently dealing with suspects. Burglary Dwellings in Salford are seen to be of LOW risk in the months of February and March. Robbery During the current 4-week reporting period there have been 38 robberies: 25 Personal Robbery Offences (an increase of 20%, or 5 crimes) on the previous 4 weeks). There have been 13 Commercial Robbery Offences (the same figure as the previous 4 weeks). The Division are now showing a Year-to-Date reduction of 10% (48 crimes) when comparing to the 2008/9 YTD figures. All repeat premises for Commercial Robberies have been visited by the Crime Reduction Officers with Environmental Health under the Retail Violence Initiative and recommendations made. The seasonal risk in February is HIGH for Commercial Robbery, reducing to LOW for the month of March. In respect of Personal Robbery, the seasonal risk for February is VERY LOW rising to MEDIUM for March. 50 Theft from Motor Vehicles (TfMV) When comparing the 4-weekly figures and year to date figures with the same periods last year Salford has seen a decrease of 131 crimes (-53.7%) and 549 crimes (-17.6%), respectively. As of 13:00hrs on 02.02.10, a total of 264 Stops have been made under Operation THUNDER (Operation ‘Thunder’ is Salford Police Division’s response to tackle serious Acquisitive Crime in the 4 th quarter of January to March 2010, focussing on an enhanced service for victims of vehicle crimes. Operation ‘Thunder’ consists of various tactives including partnership activity). (RESTRICTED Refer to pg 20-25 in PDG doc) The seasonal risk in February and March for TfMV crime is MEDIUM. Theft of Motor Vehicles (ToMV) Over the current 4-week period there have been 68 ToMV offences. The Division has seen a 74% increase (+29 crimes) in ToMV offences when compared to the previous 4-week period when there were only 39 crimes. When comparing the 4-weekly figures and year to date figures with the same periods last year the Division has seen a decrease of 1 crime (-1.4%) and a decrease of 27crimes (-3.7%), respectively. The seasonal risk in February and March for ToMV crime is MEDIUM. Vehicle Fires During this period, Salford East and Central neighbourhoods had the most vehicle fires. Both neighbourhoods have seen a decrease from the last reporting period. Harm Crime - Violence against the Person (VAP) There has been a 24.7% increase (+38 crimes) in Harm Crime offences across the Division in the current 4-week period compared to the same period last year. There has also been an increase of 1% (2 crimes) in Harm VAP Crime offences during the current 4-week period compared to the previous 4-week period. However, here has also been a 9.5% decrease (- 238 crimes) when comparing this years YTD figures with the same period last year. 51 Historically, the worse months for Harm VAP have passed. February is shown as VERY LOW risk, rising to MEDIUM risk in March. Of the 192 crimes that occurred within in the current period, the following markers were present: • 63 (33 %) were Alcohol Influenced. • 66 (34%) were Domestic Assaults, of which over half (35) involved alcohol. • 4 (2 %) were Hate Incidents. • 54 (28%) involved victims with the vulnerable marker present. • 6 (3%) were Drug Influenced. • 6 (3%) were Police Assaults. Antisocial Behaviour (ASB) There has been a 36% decrease (- 146 crimes) in Criminal Damage offences across the Division in the current 4-week period compared to the same period last year. There has also been a decrease of 16% (- 822 crimes) when comparing this years YTD figures with the same period last year. All neighbourhoods experienced decreases for Criminal Damage offences in the current period compared to the previous 4-week period. There have been 1274 ASB Incidents during the current 4-week data period, which is a 2% decrease (- 28 incidents) on the previous 4-week period. At present the ASB incidents are showing a 1.7% decrease (-23 incidents) when compared to the same period in 2009 and a 2% decrease (- 402 incidents) year to date. Hate Crime Hate Crime reporting is encouraged There were 36 hate crimes reported to GMP in the current 4-week period, this is an increase of 11 offences (44%) compared to the previous 4-week period. (RESTRICTED Refer to pp 50 - 51 in PDG doc) Offender Management - 4 PPOs of note (RESTRICTED Refer to pp 40 - 45 in PDG doc) HRFA – Home Fire Risk Assessments During 04/01/2010 – 31/01/2010 334 HFRAs were completed by Greater Manchester fire & Rescue service, with 21 priority referrals actioned within 24 hrs. A further 148 HFRA & 115 smoke detectors were completed/fitted by partners, across Salford. 52 53
