DETAILS:
Approval to spend £463,000 was obtained at the Customer and Support Services Lead Member Briefing 20/08/07 to
develop Peel Park from the Parks for People Capital Budget.
These figures were obtained from Urban Vision’s summary of costs set out within the Master Plan 2006.
The project has been divided into two phases.
Phase one: improve the drainage to the putting green and bowling green areas, install new fencing and paths around
the bowling green, upgrade the bowling green to a playable standard, install electrics and water to the bowling green,
re-grade the putting green area and form putting greens.
Phase two: install pedestrian and vehicular paths around the summer events area; improve the drainage to the football
pitch and plant an avenue of trees.
Detailed costs have now been received from Urban Vision and this has led to an increase to £358,705 for phase one
and £197,807 for phase two totalling £556,512. The increased costs are in part due to inflation, extra drainage
requirements and additional fees. The costs include a contingency of £52,500 to cover any unforeseen elements to the
scheme.
In order to complete the new SSCF funded pavilion, due to a shortage of funds match funding was required and
agreement was obtained to divert £55,000 from the original £463,000 reducing the Capital Budget to £408,000.
The shortfall to complete the two phases is therefore £148,512
Salford City Council - Record of Decision
I Councillor K. Mann, Lead Member for Environment, in exercise of the powers conferred on my by
paragraph J (a) (i) of Section 3, of the Scheme of Delegation of the council do hereby approve:
The additional funding required of £148,512 - received from Horticon by arrangement with Urban Vision
with regard to the implementation of the proposed enhancement scheme Phases I and 2 at Peel Park in
accordance with the Master Plan be accepted.
The reasons are:
A budget for the works at Peel Park funded via Parks For People Capital Budget has been approved by the
City Council and included within the 2008/9 Capital Works Programme.
In accordance with Paragraph 20.1(b) of Section 7, Part 4 of Contractual Standing Orders and Rethinking
Construction (the approved method of procuring construction works) the Council has received a maximum
guaranteed price from Horticon to complete these works.
Options considered and rejected are: Not applicable
