ELECTION OF CHAIRMAN
RESOLVED: THAT Councillor Mann be elected as Chairman of the Group for the
duration of the meeting.

MINUTES OF PROCEEDINGS
The minutes of the meeting held on 18th July, 2005, were signed by the Chairman as
a correct record.

MATTERS ARISING
(a)
Members’ Residential Training Weekend
(Previous Minute 12(a) – 17th October, 2005)
D. Horsler provided information relating to –
(i)
responses received from Elected Members regarding their intent to
attend the weekend session; and
(ii)
details of the finalised programme for the weekend session.
RESOLVED: THAT the report be noted.

(b)
Member Training and Development – North West Charter
(Previous Minute 13 – 17th October, 2005)
RESOLVED: THAT an update report in respect of the application process
regarding the Member Training and Development – North West Charter, be
submitted at the next meeting of this Group.
(c)
Human Resource Strategy Update
(Previous Minute 14 – 17th October, 2005)
D. Horsler reported that, as requested at the meeting of this Group held on
17th October, 2005, details of the ‘good practice’ in respect of Induction
undertaken by Children’s Services and Community Health and Social Care,
had be provided to all Strategic Directors.
RESOLVED: THAT the matter be noted.
(d)
Members Development Opportunities - North West Employers
(Previous Minute 15 – 17th November, 2005)
D. Horsler reported that, as requested at the meeting of this Group held on
17th October, 2005, the information from North West Employers had been
made available and circulated to all Elected Members.
Discussion ensued in respect of a number of issues, including –
(i)
Specific Training Needs for Elected Members
A requirement to ensure that the specific training needs of Elected
Members were examined; and that facilities to meet those needs were
effectively managed.
(ii)
General Training Needs for Elected Members
A requirement to ensure that the general training needs of Elected
Members were examined; and that facilities to meet those needs were
effectively managed.
RESOLVED: (1) THAT the report be noted.
(2) THAT an update report be submitted at the next meeting of
this Group detailing proposals to meet future specific and general training
needs of Elected Members.

21.
DEVELOPING WORKFORCE SKILLS
M. Bleese submitted a report –
(a)
detailing a report, submitted to the Cabinet on the 8th November, 2005, which
(i)
(ii)
(iii)
provided an overview of the development of skills in the workforce;
gave an overview of the national and council context for workforce
development;
identified the 'Government Pay and Workforce Strategy' (2005) and the
Council's Human Resource Strategy which has been reviewed at an
earlier meeting of this Group.
(b)
identifying the need for the Council to develop a Workforce Development Plan,
undertake analysis of future workforce needs and to implement strategies to
meet those needs
(c)
to facilitate the work detailed in (b) above, the need to undertaken
(i)
an exercise establishing the likely shape and composition of the
workforce in the medium term, based on service planning and scenario
plans.
(ii)
A 'skills audit' which would assist in identifying existing skills.
Discussion ensued in respect of a number of issues, including –

The process to be undertaken in ensuring that information was collected and
used effectively;

Work already undertaken in workforce development
RESOLVED: (1) THAT the report be noted.
(2) THAT update reports in respect of this issue be submitted at future
meetings of this Group.
22.
SKILLS FOR LIFE
The Head of Human Resources submitted a report –
(a)
detailing the establishment of a Steering Group to progress activity in relation
to Skills for Life / Lifelong Learning.
(b)
work undertaken by the Steering Group in the establishment of a pilot
programme for literacy and the planned pilot programme for numeracy,
involving employees from the Environment Directorate.

Discussion ensued in respect of a number of issues, including –

The effectiveness of the schemes being undertaken within the Environment
Directorate

Publicity for the pilot programmes for literacy and numeracy

Future work to be undertaken in respect of the Skills for Life project.
RESOLVED: (1) THAT the report be noted.
(2) THAT update reports in respect of this issue be submitted at future
meetings of this Group.

January, 2006, in a Committee Room at the Salford Civic Centre, Chorley Road,
Swinton, commencing at 12.00pm
