A visit was organised to the central CCTV control room in Eccles prior to the Scrutiny Committee. The visit proved to be very interesting and leads onto the presentation provided by Bruce Jassi. Bruce explained to Members of his lead role in the Corporate Security Strategy, and as Chair of the Multi Agency Security Group, which has a co-ordinating role working together on crime and disorder issues. In 2004 a Security Audit was undertaken which highlighted problems regarding budgets, equipment compatibility, duplication of effort etc. The principal aim of the Corporate Security Strategy is to reduce crime by complying with Section 17 of the Crime and Disorder Act and to meet the needs of the Crime and Disorder Reduction Strategy. This will be achieved by working together with other agencies, having a co-ordinated approach, taking advantage of new technology and reducing gaps by improving intelligence. The ‘One stop Security Agency’ will provide a number of facilities, and has taken into consideration the City Council’s Pledges and Community Plan. Bruce explained that there is an opportunity to link the CCTV to a major incident control room as we have various web cams situated in advantageous sites throughout the city, which can be used more responsively to incidents. 2 Members requested a plan of web cams throughout the City – Bruce Jassi May 2005 Strategy and Regeneration Overview and Scrutiny Committee – 4th April 2005. Action Sheet The CCTV control room also has two automatic number plate recognition systems, which can be used by other partners. There are plans to merge to Nuisance Link Team at Elmstead House and the Anti Social Behaviour Team within New Prospect Housing; a date for this has not yet been identified. However, the ‘Together Campaign’ has provided one telephone number to report anti social behaviour. Bruce to inform Members of the timescale for merging the anti social behaviour teams – Bruce Jassi. May 2005 Protocols have been implemented to ensure Human Rights and privacy issues are protected accordingly. Some authorities have a Police Officer based in their CCTV control room, which is a further consideration for the future. The City Council has purchased two mobile cameras; the protocols have yet to be agreed for localised use. Extending the system further is subject to funding. Resources are being targeted to seek the best results. Questions raised by Members: Does the City Council intend to provide a service to local businesses, as provided by other local authorities? This would mean an enhanced service requiring a business plan that would need further consideration. Which local authorities are considered to be providing best practice with regards to CCTV? Action Sheet is operated under one operation. Trafford was also highlighted along with Manchester who has a system solely funded by the private sector. The system in Manchester is all encompassing. Bruce added that he is visiting Bolton’ to look at their CCTV system. Do we have any stock in need of updating, and is there an identified funding stream that will contribute towards the costs? There are elements of the CCTV that are in need of updating, however there is no funding stream/revenue identified. This is an issue presently being considered. If a pub has a history of anti social behaviour can the authority insist they have a CCTV system installed? This will depend on the licence being issued; if the licence is revoked there are measures that can be considered. However, the City Council’s protocols are presently being considered in line with legislation due to the forthcoming changes to the granting of licences. Some Members felt that enforcement was an issue, at which the City Council and partners are not good and therefore lose out on a lot of income. Bruce explained that there are some flaws in legislation, for example you have to catch someone in the act of fly tipping, he added that he does not know of any authority who has actually broke even. Discussion ensued about the legislation in New York City with regards Environmental Officers being able to issue fixed penalty notices, Members asked if this was something that could be implemented in Salford? Bruce agreed to do some desktop research and feedback to Members. Action Sheet dealing with the problem and not the source, this creates an educational issue that needs further consideration. Bruce explained that we have had an environmental education programme since 2002. The City Council also has two full time officers targeting efforts through a multi agency project called Crucial Crew, which works with young people in schools. Bruce added that it does take time to change behaviour. Salford is now producing a lot cleaner City and as stated earlier we need to get smarter with our powers of enforcement. Councillor King felt it was a scattered approach rather than targeted. Work programme Arising from the discussions regarding CCTV, Members agreed that there were supplementary issues which they would like to explore further with Chief Superintendent David Baines: Members felt that the response time to incidents caught taking place on CCTV are poor. If there is a reduction in crime due to CCTV then this should result in an increase in officer time, if this is correct how is GMP deploying the extra time now available? Karen Lucas to compile a briefing paper outlining Members questions prior to Chief Superintendent David Baines attendance at the Scrutiny Committee on the 5 September 2005. June 2005. Members are encouraged whenever possible to forward questions through to Scrutiny Support prior to an item being presented at a Scrutiny Committee, therefore enabling the officer time to provide a response at the actual meeting.
