Note to Lead Member for Customer and Support Services 22nd June 2005 Approval is sought to attach an essential car user allowance to the post of Human Resources Officer in the Performance Development Team, Human Resources. The justification is as follows: It was intended that the post should include the payment of an essential car user allowance with effect from 1st August 2004, as the postholder is now required to use a vehicle as a fundamental requirement of the post. The postholder, along with 2 other HR Officers have been acting as the team responsible for management development since August 2004, the other 2 postholders are already in receipt of essential car user allowance. The postholder makes regular trips to Broadwalk in relation to the first line manager programme, and attends feedback and evaluation meetings relating to this. The postholder also provides e-learning sessions at St James’s House. The postholder attends various e-learning meetings across the north west as well as promoting training and demonstrating e-learning software at Team Leader meetings etc. As a result, the postholder is expected to travel citywide to install software and deliver training on request. The recent mileage of the current postholder demonstrates that on average she is travelling on the Authority's behalf approximately 60 miles each month. The requirement to use a car for effectively delivering the service is fundamental to the post. If approved, it is recommended that the allowance is paid with effect from 1st August 2004.
