Approval has been obtained for the establishment of the ground floor Committee Rooms/Business Suite. It is required to carryout refurbishment works to a programme commencing in early June. The company are also an agent for the internal fittings specialist and an equivalent company would be required to undertake this work anyway. CLIENT IMPLICATIONS: If the contract for the proposed refurbishment has to be taken through the tender process, the project will be delayed. An early start will allow this vacant area to be brought back into use more quickly, and allow the contract to be completed in the less busy summer period. Senior Officers and Members have been involved in the selection of the most appropriate layout and finishes to achieve to desired quality accommodation. Work consists of fixing patented partitions/screens, which must be installed by an authorised agent or manufacturer. If this project were to be tendered much of the work would have to be sub-let to and approved contractor, which would involve additional costs. Contract Services are an approved installer of the preferred patented partitions. This company secured the contract for the refurbishment of the Civic Centre (relocation of Housing and Planning) in 2006 through a competitive tender. It is proposed to negotiate the contract for the refurbishment of the ground floor area with them using those same rates and all costs will be agreed on an open book basis to ensure value for money. If a programme of works commencing on the 4th June 2007 is to be implemented then the most realistic cost effective way of achieving that is a negotiated contract this Contract Services. It is therefore recommended that Lead Member approves the appointment of Contract Services Ltd and waives Standing Orders in respect of competitive tendering to allow the early commencement of works in the most cost effective manner.
