TITLE: A580/ Eccles Road Junction Swinton, Carriageway Safety Scheme

RECOMMENDATIONS: That the target cost of £123,898.11 received from Urban
Vision (Highway Services) for the surfacing of the A580 on the approaches to the
Eccles Road junction be approved

EXECUTIVE SUMMARY: Following a visual survey, the site has been identified for resurfacing, where the existing high friction treatment has delaminated from the existing road surface. The works will allow the road to be re-profiled to enable surface water to dissipate efficiently thus reducing the risk of wet skidding accidents.
The report seeks approval to the cost of undertaking the above works.

1.0 DETAILS:
1.1
A visual inspection of the carriageway of the A580 at its junction with Eccles
Road indicates that the existing high friction surfacing has delaminated from the carriageway surface. Furthermore, there has been rutting of the existing carriageway surface on both the Manchester bound and Liverpool bound carriageways on the approaches to the junction. As a result of the condition of the road surface when vehicles brake heavily on the approach to the traffic signals, there is increased chance of skidding accidents, particularly in wet weather conditions.

It is proposed to resurface a length of approximately 100m on the approaches to the junction stop line on both carriageways of the A580. As a result a new road profile will be introduced which will dissipate surface water more quickly whilst at the same time, the aggregate properties of the new surfacing will improve the fiction of the surface at the location.

The works will have a positive impact on both BVPI 223 and BVPI 99 (i).
1.4
Failure to undertake any remedial work will leave the council open to claims for negligence if a serious accident occurred and the causation proved to be the deficiency of the carriageway surface.
2.0 FINANCIAL IMPLICATIONS
2.1 The target cost submitted by Urban Vision (Hi ghway Services) is £123,898.11
2.2 The scheme will be funded from the Transport Capital Programme 2006/07 (B3)
3.0 CONCLUSION
3.1 The above repairs to the carriageway of the A580 at its junction with Eccles Road will improve safety for road users.
