DELIVERING PERFORMANCE IMPROVEMENT
INTRODUCTION
This residential weekend occurs at an important time in delivering on the cabinet
workplan and our improvement plan in relation to comprehensive performance
assessment.
We have chosen the theme of delivery for the weekend. The programme picks up on
three topical issues related to the theme.
On Friday evening we look at some solutions to members’ development needs. It is
nationally and locally recognised that members have a critical role to deliver
improvements in our communities. To meet these expectations members need to
continue to learn and develop their skills. Recently the I&DeA have published a “skill
framework for elected members” which covers the following aspects:








Community Leadership
Regulating and Monitoring
Scrutiny and Challenge
Communication
Working in Partnership
Political Understanding
Providing Vision
Managing Performance
Leadership
To support this agenda a National Council Monitoring Programme supported by the
ODPM is being launched. Councillor Kevin Wilson from the I&DeA will explain the
thinking and practicalities of the programme and identify how Salford can get
involved.
Saturday focuses on the members’ role in performance management. A workshop
will look at how developing a “Balanced Scorecard” approach to providing
comprehensive and timely information about performance can help deliver
improvement. Working with Alexander Consulting and Ann Riley from the Audit
Commission, members will have a practical opportunity to explore how a scorecard
works and begin to determine the structure and uses of a scorecard in the council’s
performance management framework.
The Sunday morning session will consider educational attainment in Salford’s
schools at Key Stage 4 and look at how members as school governors can influence
performance.

DOMESTIC ARRANGEMENTS
CHECKING IN ARRANGEMENTS
Delegates can check into their rooms from 2.00p.m. on the day of arrival. On arrival,
you will be met in the reception area by Karen Darlington who will help you to check
in and provide you with a programme of the weekend’s events.
AFTERNOON TEA
Afternoon tea / coffee and cakes will be available from 5.00p.m. on Friday evening
in the Aperitif Bar prior to the welcome session commencing at 6.00p.m.
FORMAL SESSIONS IN THE LOUIS ROOM
The residential training weekend will formally commence at 6.00p.m. in the Louis
Room when Councillor Bill Hinds will welcome delegates. The session will finish at
approximately 7.30p.m. Dinner will be available from 7.30p.m. onwards in the Palm
Court Restaurant (table reservations should be made at the reception desk).
Formal sessions throughout the weekend will take place in the Louis Room at the
following times:

Saturday 29th January
Sunday 30th January
6.00p.m. to 7.30p.m.
9.30a.m. to 5.30p.m.
9.30a.m. to 12.00noon
The final session on Sunday will end at approximately 12.00noon and lunch will be
available from 12.30p.m. in the Palm Court Restaurant.

CHECKING OUT TIME ON SUNDAY
Delegates are requested to check out of their rooms at 12.00noon on Sunday 30 th
January 2005. Luggage can be stored at the reception desk until departure.
Delegates with guests are reminded to ensure that any additional meals taken are
paid for at or before check out.
RETURN TRANSPORT TO CIVIC CENTRE
Transport back to the Civic Centre, Swinton will leave The Imperial Hotel promptly
at 1.30p.m.

THE IMPERIAL HOTEL
Blackpool’s most famous and impressive hotel is situated on the quieter and more
picturesque North Shore and has spectacular sea views. Built in the late 1800’s, this
beautiful Victorian hotel has been restored to its former glory and is full of character.
One of the Imperial’s earliest guests, Charles Dickens, described the hotel as
‘charming’. The hotel has outstanding facilities and a re-assuring quality of service,
including an award winning restaurant and an exclusive health and fitness club, with
a large indoor heated swimming pool and a modern well-equipped gym. Blackpool
offers a wealth of attractions including the famous Tower, the splendid Winter
Gardens and the Golden Mile.

Assistant Director, Strategy and Commissioning for a large Metropolitan Social
Services department.
Ann has had a 20 year plus career in consultancy and management positions in local
government.
