VENUE FOR FUTURE MEETINGS
The Chairman indicated his regret that a venue for the meeting had not been found
within either the Kersal or Irwell Riverside Wards as requested at the last meeting of
this Committee.
He provided details of the work that had been undertaken in attempting to ensure
that this request was met, however unfortunately, a suitable venue had not been
available.
Discussion ensued in relation to –

venues for future meetings of this Committee; and

days on which to hold future meetings of this Committee

RESOLVED: (1) THAT arrangements be made for future meetings of this Committee
be held alternately at venues in the three wards comprising the Neighbourhood
Management Area.
(2) THAT, in conjunction with the details referred to in (1) above, future
meetings of this Committee be held on Thursdays during alternate months; and that
arrangements be made to ensure that future meetings do not conflict with other
meetings within the Council Diary or on Religious Holidays.

The Chairman, on behalf of the Committee welcomed R. Jolly, Assistant

Community Committee.

RESOLVED: THAT the matter be noted.
(b)
MORI Poll / Articles in the Daily Telegraph and Daily Mail
A Member of the Committee reported on details of the findings of a MORI Poll
and subsequent articles that had appeared in the Daily Telegraph and Daily
Mail newspapers.
A copy of the article that had appeared in the Daily Telegraph was circulated
for the information of Members.
He stated that the Poll had been undertaken to gain the views of residents
within specific areas of the country and that the information collected had
indicated that only eleven percent of people within the city of Salford liked
living in the city.
He requested that a representative of the Council make a response in respect
of the findings of the Poll and subsequent newspaper articles.
Councillor Wilson –
(a)
responded to the request expressing his view regarding the findings of
the Poll and subsequent newspaper articles; and
(b)
requested that for future meetings, notification of issues requiring a
formal response be made available prior to the meeting.
Members of the community expressed concern in respect of the response
made by Councillor Wilson regarding the findings of the Poll and subsequent
newspaper articles, and claimed that the response provided could be inferred
as indicating that Elected Members “don’t care”.
In responding to the abovementioned claim, Members (a) indicated that they
all lived in Salford and (b) provided details of the work that they undertook on
a daily basis, within the local community, including –
(a)
the resolution of issues raised by members of the local community;
(b)
the holding of Advice Bureaux;
(c)
meetings with officers of the council and representatives of other
partners, including Greater Manchester Police.

Discussion ensued in relation to figures, included in the Government produced
document ‘Deprivation Index’, that Broughton, Irwell Riverside and Kersal
were amongst the most deprived wards in the country.
B. Taylor, Area Co-ordinator, responded to the issue of the placement of the
three wards within the Deprivation Index indicating that it was clear that much
work was required within the Neighbourhood Management Area and that the
Council and other partners were committed to making the required changes
happen.
He also indicated that, in order for the progress to be made, the involvement
of the local community was a necessity.
RESOLVED: THAT the matter be noted.
(c)
Countryside Properties for Broughton
Members of the Committee expressed concern that a series of meetings had
taken place in the Broughton Ward between representatives of Countryside
Properties for Broughton and members of the local community, and that there
had been little involvement of Elected Members.
In responding to this issue, Elected Members indicated that they had not
received invitations to the meetings, and had attended the final meeting of the
series following receipt of information provided by members of the local
community.
RESOLVED: THAT the matter be noted.
(d)
Housing Development – Bury New Road
A Member of the Committee raised concerns in respect of the Housing
Development on the site of the playing fields on Bury New Road.
He indicated that funding for the project had been made available from the
Housing Market Renewal Fund and that accordingly, it was expected that a
percentage of the properties on the project should be designated as
‘Affordable Housing’.
He reported further that no ‘Affordable Housing’ had been designated in the
first Phase of the project.
Discussion ensued in respect of issues including –

The point at which ‘Affordable Housing’ would be included in the
project;

The relocation of the Playing Fields; and

Reasons that the railings around the playing fields could not be
transferred to an alternative site.
RESOLVED: THAT the matter be noted.
(e)
Incident at Great Cheetham Street East
A Member of the Community provided details of a racist incident that had
occurred in the vicinity of Great Cheetham Street East.
Members expressed concern that such an incident had taken place in the
area, especially in light of the fact that the area comprised groups from such a
diverse ethnic and religious background.
B. Taylor indicated that details of the incident had been raised with both the
Leader of the Council and the Council’s Community Safety Unit.
It was reported that work was currently being undertaken to resolve the issue.
RESOLVED: THAT matter be noted.
(f)
Cultural and Religious Celebration Event – Summer 2005
Members of the Committee reported that in previous years events had been
held to celebrate the diverse cultures and religious backgrounds of groups
within the local community.
A proposal was submitted that an event be held within the East Salford
Neighbourhood Management Area in the summer of 2005 which involved and
celebrated the diverse cultures and religious backgrounds of groups within the
local community.
Discussion ensued in respect of a number of issues, including –

The fact that children attending the Friars Primary School had been
forbad from referring to ‘Christmas’ during last years festive season
owing to the diverse religious backgrounds of the children in attendance
at the school.
Members expressed concerns that this had been allowed to happen,
indicating that children should be made aware of the diverse cultures
and religious backgrounds of their friends, whilst still being allowed to
celebrate their own cultural and religious beliefs.

RESOLVED: THAT preliminary work be undertaken to formulate a process for
the holding of an event within the East Salford Neighbourhood Management
Area in the summer of 2005 involving and celebrating the diverse cultures and
religious backgrounds of groups within the local community.
(g)
Legislation Relating to Sale and Use of Fireworks
Members of the local community raised concerns in relation to the sale and
use of Fireworks within the Neighbourhood Management Area.
It was reported that the Government had enacted new legislation in an attempt
to reduce the number of instances of young people obtaining and misusing
fireworks.
Discussion ensued in relation to a number of issues, including –

Instances of current misuse of fireworks by young people within the
area;

The illegal sale of fireworks by individuals in the area;

Action available to the Police and the Local Authority in respect of the
legislation regarding fireworks;

The need for local people to report instances of illegal sale and misuse
of fireworks;
RESOLVED: (1) THAT the report be noted.
(2) THAT members of the local community be encouraged to
report instances of –
(h)
(a)
the illegal sale of fireworks by individuals in the area; and
(b)
instances of misuse of fireworks by young people within the area
Fly Tipping and Dog Fouling
Members of the local community raised concerns in relation to
(a)
a perceived increase in instances of dog fouling within the
Neighbourhood Management Area; and
(b)
a perceived increase in instances

Discussion ensued in relation to a number of issues, including –

That it be noted that the issues of fly tipping and dog fouling are priority
issues for members of the local community;

Proposals for a request to be made to Environmental Services for an
increased number of notices to be placed in the area highlighting
details of fines in place for instances of dog fouling;

Proposals for a request to be made to Environmental Services to
increase the number of dog warden patrols in the area;

A question relating to the number of prosecutions gained within the city
of Salford in respect of instances of dog fouling.
RESOLVED: (1) THAT the matter be noted.
(2) THAT the Director of Environmental Services be requested to
increase the number of dog warden patrols within the area, owing to the
increased instances of dog fouling.
(3) THAT the Director of Environmental Services be requested to
increase the number of notices placed in the area highlighting details of fines
in place for instances of dog fouling.
(4) THAT the Neighbourhood Manager and other officers meet to
consider possible action to be taken in respect of the issues of (a) dog fouling
and (b) fly tipping.
(5) THAT, should instances of (a) dog fouling and (b) fly tipping
not improve as a result of action taken in (4) above, the Director of
Environmental Services be invited to attend a future meeting of this
Committee, at which the issue will be considered.
(6) THAT ‘Environmental Services Issues’ be placed on the
Agenda for the next meeting of this Committee.

A report was submitted indicating that A. Nelson had been appointed to
represent the Kersal Ward as Member of the Budget Sub-Committee.
Subsequently it was noted that the appointment had been made in error owing
to the fact that the Review of Ward Boundaries had resulted in A. Nelson
being resident within the Broughton Ward.
Accordingly, a letter of resignation had been received from A. Nelson in
respect of her Membership of the East Salford Budget Sub-Committee.

17.
NEIGHBOURHOOD MANAGEMENT - UPDATE
C. Skinkis addressed the Committee in respect of work currently being undertaken in
respect of the Neighbourhood Management within the area.
Discussion ensued in respect of a number of issues, including –

Local area priorities;

Instances of Crime and Disorder within the area;

The requirement to develop a Community Action Plan for the East Salford
Area;

The need to encourage successful Partnership working in the area, including
the need to have input from the local community;

The requirement to include NPHL and other social landlords in the partnership
working; and

The requirement for issues to be addressed once they had been raised.
RESOLVED: (1) THAT the report be noted.
(2) THAT update reports in respect of the Neighbourhood Management
Process be submitted at future meetings of this Committee.
18.
REGENERATION UPDATE
(a)
New Deal for Communities
C. Fox, New Deal for Communities, addressed the Committee to provide an
update report in respect of work being undertaken within the New Deal for
Communities area, including –
(i)
approval of the New Deal for Communities Framework document in
July, 2004;

Procurement, including details of consultation events being held in
respect of initial proposals for development of a number of sites within
the area;

Discussion ensued in relation to a number of issues, including –

The financial and audit processes within New Deal for Communities
Details were provided in respect of (a) the Council being the
‘Accountable Body’ for New Deal for Communities and (b) details of the
financial documentation available in respect of New Deal for
Communities

A perceived lack of consultation by New Deal for Communities in
respect of the work being undertaken within the area

Concerns that requests made by members of the local community
regarding development of the Sports Village on the site at Littleton
Road had been ignored

The availability and opening times of Broughton Pool

Requirements to be met that the Sports Village project met the
requirements of the Disability Discrimination Act

The need for New Deal for Communities to improve the levels of
consultation with the local community.
RESOLVED: (1) THAT the matter be noted.
(2) THAT an invitation be extended to a representative of New
Deal for Communities to attend future meetings of this Committee to provide
update reports in respect of work being undertaken within the New Deal for
Communities area.

Countryside Properties for Broughton
N. McGurk, Countryside Properties for Broughton, addressed the Committee
to provide an update report in respect of work being undertaken within the
Broughton area, including –

The recent five day consultation process held within the area, the aim
of which was to begin the process of planning future projects within the
Broughton Area;

The need to undertake work to improve the general perception of
Salford;

Work being undertaken with Salford City Council to enable partnership
working for future projects;

Details of consultation events held since May, 2004;

Details of other schemes being undertaken by Countryside Properties
across the country;

The estimated length of the Countryside Properties project in the
Broughton area; and

The need to establish a Community Management Body to assist in the
process.
Discussion ensued in respect of a number of issues, including –

The management of rented properties within the project, including the
possible inclusion of a Registered Social Landlord (R.S.L.);

The need to ensure that an element of ‘Affordable Housing’ is included
in properties within the proposed project;

The need to include young people in both the consultation process and
the management aspect of the project; and

An offer from the Youth Service to assist in the inclusion of young
people within the process;
RESOLVED: (1) THAT the report be noted.
(2) THAT N. McGurk be invited to attend future meetings of this
Group to provide update reports in respect of the work of Countryside
Properties.

DEVELOPMENT OF AN EAST SALFORD COMMUNITY ACTION PLAN
C. Skinkis, Neighbourhood Manager, addressed the Committee to provide an update
report in respect of work being undertaken in the development of an East Salford
Community Action Plan, including –
(a)
the requirement to produce a Community Action Plan for the East Salford
Neighbourhood Management area;
(b)
the establishment of priority factors to be included within the Community
Action Plan;
(c)
the process of consultation which would be undertaken in order to establish
priority factors for inclusion in the Community Action Plan;
(d)
the need for local people to be involved, and at the forefront, of establishing
priorities for inclusion in the Community Action Plan;
(e)
the process which would be followed in drafting, amending and finally
approving the Community Action Plan; and
(f)
work which would be undertaken to ensure that priorities within the new
Community Action Plan were addressed.
Discussion ensued in respect of a number of issues, including –

The need to ensure that a process is put in place to ensure that priorities
contained within the Community Action Plan are addressed; and

Details of the partners who would be involved in the development of the
Community Action Plan for the East Salford Neighbourhood Management
Area.
RESOLVED: (1) THAT the report be noted.
(2) THAT reports in respect of the development of the Community
Action Plan for the East Salford Area be submitted at future meetings of this
Committee.
20.
SALFORD COMMUNITY RADIO
Councillor King addressed the Committee to –
(a)
provide details of the work which had been undertaken to develop ‘Radio
Regen Salford Community Radio Project’ into a no-for-profit community
enterprise ‘Salford Community Radio’

(b)
provide details of the development of a three year business plan by Salford
Community Radio with a view to submitted an application to OFCOM for a
‘Permanent Radio Licence’

provide details of the requirement for local support for the project.
RESOLVED: (1) THAT the report be noted.
(2) THAT members of the community wishing to support the application
for a ‘Permanent Radio Licence’ provide that support in the form of a letter to Paul
Miller, Salford Community Radio, The Angel Healthy Living Centre, St. Philip’s Place,
Chapel Street, Salford, M3 6FA.
21.
OUR MEMORIES OF WORLD WAR II:
REACHING ACROSS GENERATIONS
M. Murphy, Salford Primary Care Trust (P.C.T.), addressed the Committee in respect
of –
(a)
details of the National Service Framework for Older People which was
published on 27th March, 2001. The purpose of which was to set new national
standards and service models of care across health and social services for all
older people, whether they live at home, in residential care or are being looked
after in hospital.
(b)
details of the establishment of an Older Peoples’ Development Board and the
associated work for which it has responsibility;
(c)
details of the event held in Buile Hill Park in 2004 to mark D-Day;
(d)
a request for the support of Community Committee to hold an event within the
Neighbourhood Management area to mark VE-Day;
(e)
details of the purpose of the proposed event to mark VE-Day which was to
bring generations of local people together to
(i)
(ii)
record older people’s memories of VE-Day and
to ensure that younger people were informed of the historical
importance of VE-Day
Discussion ensued in respect of a number of issues, including –

ways in which the local community could assist in an event to mark VE-Day;

similar projects which had already been established within the city, the aim of
which was to bring young and older people together.

(2) THAT work be undertaken to hold an event to mark VE-Day within
the Neighbourhood Management area.
(3) THAT members of the local community wishing to assist in the work

A number of issues were consider, including –

Salford Community Leisure
RESOLVED: THAT an item in respect of this issue be placed on the Agenda
for the next meeting of this Committee.
(b)
Heraldic Court
A request was made seeking the erection of fencing around Heraldic Court
and details were provided highlighting incidents which had occurred recently
owing to a lack of fencing around the properties.
RESOLVED: THAT work be undertaken to address this issue.
(c)
Broughton Database
Details were provided in respect of a number of organisations within the
Neighbourhood Management Area which provided free E.C.D.L (European
Computer Driving Licence) Courses.
RESOLVED: THAT the report be noted.
(d)
Membership of the East Salford Community Committee
The Chairman provided details of the application form for Membership of this
Committee which was marked at ‘Item A’ on the Agenda

The Chairman provided details of a form to be used for submission of items for
