Report of the Head of Regeneration and Improvement To Lead Member briefing on Monday 8th May 2006 TITLE: Salford West Regeneration Framework and Action Plan RECOMMENDATIONS: (a) Note progress to date with the Salford West Regeneration Framework and Action Plan. (b) Support the way forward proposed in the report to develop the Framework. (c) Indicate a preference in relation to Member involvement in the consultant selection panel. EXECUTIVE SUMMARY: Members agreed in 2005 to develop a Regeneration Framework and Action Plan for Salford West. The task was included in the Cabinet 2005/2006 Workplan. This Framework and Action Plan will drive investment and regeneration across the area. Work is underway to progress this and we are now in a position to go to tender to further develop the Framework. The Framework and Action Plan will be finalised for Spring 2007. BACKGROUND DOCUMENTS: (Available for public inspection) Regenerating a Great City; Salford's Neighbourhood Renewal Strategy, ASSESSMENT OF RISK: If this Framework is not developed as a Strategic Regeneration Document for Salford West we risk ad hoc, and reduced, investment in the Salford West area. This Framework will impact on a range of services and agencies. Their 'buy-in' to the project is key. To this end Salford West Working Group has been set up with key services represented. In addition involvement and communication will be an important part of driving this project forward. SOURCE OF FUNDING: This preparation of the Framework is being funded through the Neighbourhood Renewal Fund (NRF). Subsequent work identified through the Framework and Action Plan will be funded through a variety of sources. This will include the Safer Stronger Communities Fund, SCC mainstream funding, Partners' budgets and NRF amongst others. However the majority of investment in the area will be by the private sector. KEY COUNCIL POLICIES: Regenerating a Great City, Neighbourhood Renewal Strategy DETAILS: Background Members agreed in 2005 to develop a Regeneration Framework and Action Plan for Salford West. This will complement the URC Vision and Framework for Central Salford. The task was included in the Cabinet 2005/2006 Workplan. Progress has been slower than anticipated due to capacity issues in the Chief Executive Directorate. However work is now gaining momentum and tasks underway include; an audit of existing / potential schemes, developments or initiatives, collection of statistical evidence of need, stakeholder engagement, appointing consultants. Purpose of the Framework and Action Plan Members will recall the purpose of the Framework / Action Plan is as follows: To provide a strategic context for guiding regeneration, housing and planning interventions, D:\98944925.doc To set the investment priorities for the next 10 years, To influence service planning, To link work being planned with both the Community Plan and local Community Action Plans, To be used as a marketing / resource procurement tool. Method Consultants will be appointed to develop the Regeneration Framework and Action Plan further. This will involve a two stage tender process. Firstly we will seek expressions of interest from potential consultants. This aims to find out more about the consultants; their skills, background, experience. The 5 to 10 shortlisted consultants will then be asked to submit a full tender document and called to interview. It is proposed that a panel be set up to interview the shortlisted consultants. It is anticipated that the panel would be comprised of the following people; The Leader and / or Deputy Leader of the Council, The Chief Executive of the Council or her nominee, The head of regeneration and Improvement of her nominee The Strategic Director of Housing and Planning or his nominee. Timetable Interviews for consultants will be held between 6th and 8th September 2006.
