Strategy Monitoring Report 1st Quarter April to June 2004 SALFORD CRIME AND DISORDER PARTNERSHIP CRIME & DISORDER REDUCTION STRATEGY 2002 – 2005 STRATEGY PERFORMANCE INDICATORS Key: . Near to Target = Not on target for delivery, but may be achieved in next quarter On Target = On or exceeding target for delivery OBJECTIVE 1. RESPONDING EFFECTIVELY TO NUISANCE AND DISORDER TARGET:- Reduce the number of Juvenile Nuisance incidents citywide by 6% to 9,704 by 2005. COMMENTS ON ACTIONS ON TARGET Two pilot projects have been operating in Eccles and Claremont, Weaste & Seedley Community Committee areas at weekends, involving additional screening/response to calls, alternative ‘response’ by sports development teams, additional youth provision and use of ‘contact card’ system. Positive feedback to date. Currently, there exists a need to address future funding provisions, as the pilot phase of the scheme is due to finish in August 2004. A Youth Strategy for the City has been prepared by a consultant for Education & Leisure Community sector teams have continued their evaluation in earlier intervention with youth disorder through ASBO warning letters and interviews A Nuisance Link Team is now in place and is in the process of being fully staffed. This includes 6 Nuisance Link Officers, 2 ASB officers and a supervisor to tackle anti-social behaviour in the private sector housing market. Continued progress with a central telephone number for reporting anti-social behaviour in the city Formation of a public transport crime action plan for 2004/05 – awaiting approval from bus operators OBJECTIVE 1. RESPONDING EFFECTIVELY TO NUISANCE AND DISORDER TARGET:- Reduce the number of Malicious Calls to Greater Manchester County Fire Service By 10% to 537 by 2005. COMMENTS ON ACTIONS ON TARGET The Fire Service have been active in working with schools and youth organizations in relation to hoax calls There have been an increase in the numbers of phone boxes which have had hidden cameras to detect offenders Through Call Challenge, 999 calls are challenged in more detail if a caller is phoning from a telephone box in order to discourage hoax callers continuing New technology means that stolen mobile phones can be stopped from working Work has been done with students to educate them about the dangers of hoax calls as ‘pranks’ OBJECTIVE 1. RESPONDING EFFECTIVELY TO NUISANCE AND DISORDER TARGET:- Increase the participation of young people in sporting activities by 25% from 56.3 to 70.3% by 2005. COMMENTS ON ACTIONS An Equity Officer has been appointed to increase participation in sporting activity from women and minority ethnic groups Postholder produces an annual work programme and has been developing innovative programmes that are increasing sports participation rates for under represented groups Following on from the success of SPARKY, the SAYO project has been in operation in Ordsall for 12 months. The project is working closely with the Lads Club to encourage greater participation from young people SAYO project runs a wide range of activities in the Ordsall area A weekend activity programme is continuing on Friday and Saturday evenings to encourage young people into sporting activities Weekend activity programmes operate at various localities in the City. In addition, pilot work in two areas by the Raid Response Teams (Sports Development) has resulted in significant drops in juvenile nuisance (e.g. 25% reduction in Eccles) Linking to the Duke of Edinburgh Awards Scheme, the Watersports Centre is being used to encourage more young people into outdoor sports. A young group of Salford people has recently won a national canoeing competition In 2003-04 300 young people participated in the Duke of Edinburgh Award Scheme at the Watersports Centre. The target identified in the 2002/2005 Crime & Disorder Reduction Strategy was set before a baseline was established. A survey of young peoples participation in sporting activities was conducted in May 2002. The survey identified a baseline of 56.3% participation and the Education & Leisure Directorate has agreed a PSA target to increase the participation of young people in sporting activities by 25% from the baseline. The new target is as follows:Increase the participation of young people in sporting activities by 25% from 56.3% to 70.3% by 2005. A follow up survey to confirm if this target is met will be conducted at the end of the PSA period. OBJECTIVE 2. TACKLING VIOLENT CRIME TARGET:- Reduce the number of Violent Crimes by 12% to 4,576 by 2005. COMMENTS ON ACTIONS NOT ON TARGET Purchase of hand held video cameras to target offenders Implementation of ‘safe routes’ around the University area, supported by the Police and Community Wardens Alcohol Reference Group established and alcohol coordinator appointed. The focus of the group includes alcohol related violent crime and domestic violence Operation Etna – high visibility policing aimed at reducing violent crime in and around Eccles Town Centre – is ongoing The CDRP pooled funding group has made £30k available for capital projects aimed at reducing violent crime Trading Standards are to target problems on licensed premises using covert tactics, with the aim of reducing violent crime and ASB OBJECTIVE 2. TACKLING VIOLENT CRIME TARGET:- Reduce the number of Robberies by 38% to 699 by 2005. COMMENTS ON ACTIONS NOT ON TARGET In June, a GMAC meeting was convened to look specifically at robbery in the city. The purpose of this meeting was to provide a problem profile produced by a strategic analyst and to bring together representatives from all partnership agencies to apply intelligence led problem-solving approach to robbery. Provision of advice and support to victims / potential victims of robbery Police operations and targeting of offenders, including Operation Marne, identifying safe routes for students around the University Trading standards have been working to identify and take action against the market for stolen property A behaviour improvement programme has been developed and schools-based police officers are now in post Community wardens continue to patrol the robbery ‘hot spot’ along the A6 corridor OBJECTIVE 2. TACKLING VIOLENT CRIME TARGET:- Reduce the number of Repeat Domestic Violence Incidents by 7% to 1,148 by 2005. NOT ON TARGET COMMENTS ON ACTIONS Work continues to be carried out at a local level to ensure that messages about domestic violence awareness and support are publicised within the community A multi-agency Domestic Violence forum has been formed, with the first meeting scheduled during the third quarter of 2004/05. REDUCING VEHICLE CRIME TARGET:- Reduce the number of Vehicle Crimes (both theft of and theft from) by 20% to 6,278 by 2005. COMMENTS ON ACTIONS ON TARGET A proposal for extensive CCTV coverage of the Chapel Street area is under development The possibility exists that parking restrictions may be used in hot-spot areas to deter on street parking, particularly in the Trinity area Salford’s CCTV system is compatible with GMP’s mobile ANPR system. Research is ongoing into the implementation of a permanent ANPR system A DVLA scheme has been implemented to contact vehicle owners who leave items on display Trading standards are targeting car boot sales for the sale of stolen car stereos Discussions ongoing with private car park owners regarding the development of physical improvements to increase security Operation Conquest, contributing to the reduction in theft of motor vehicles. The purchase of Talking Signs, to remind people to lock items from view. To be placed in the Trinity area August 2004. Improvement of security around Swinton Shopping Precinct. Consultation underway. OBJECTIVE 3. REDUCING VEHICLE CRIME TARGET:- Increase Detection Rate in relation to Vehicle Crimes by 10% to 5.72% by 2005. COMMENTS ON ACTIONS ON TARGET The Partnership is seeking to establish the reasons behind the recent drop in detection rate Leaflet and postcode drops in hot spot areas by PCSOs and Community Wardens Production of an advice booklet on purchasing a used vehicle. Distribution and launch in September 2004. Investigations into the theft of motor vehicles using HIAB cranes. Operation began July 2004 Implementation of legislation and prosecution of unregistered motor salvage operators. To begin September 2004. OBJECTIVE 3. REDUCING VEHICLE CRIME TARGET:- Reduce the number of Malicious Vehicle Fires by 20% to 940 by 2005. COMMENTS ON ACTIONS ON TARGET The hotspot areas for malicious vehicle fires are Blackfriars, Little Hulton, Winton and Broughton The new Crime and Disorder Information sharing Protocol will ensure the better targeting of hotspot areas Greater Manchester County Fire Service and the Local authority have now been granted funding for the Arson Control Forum Implementation Fund Abandoned vehicles are often left for too long before removal The Manchester and Salford Arson Reduction Project will ensure the faster removal of abandoned vehicles OBJECTIVE 4. REDUCING BURGLARY DWELLING TARGET:- Reduce the number of Burglary Dwellings by 21% to 3,479 by 2005. COMMENTS ON ACTIONS ON TARGET In July, a GMAC meeting was convened to look specifically at burglary dwelling in Winton. The purpose of this meeting was to provide a problem profile produced by a strategic analyst and to bring together representatives from all partnership agencies to apply intelligence led problem-solving approach to burglary dwelling. DAAT (CJIP) and YOT interventions with offenders Alley gating schemes to be implemented city wide, and in conjunction with the new Alley gating policy. Launch in August 2004. Assist in the implementation of the Arson Control Forum Implementation Fund. Implementation of the Homelink Alarm System in Little Hulton. Consultation is at an advanced stage. The training of 20 PCSO`s and Community wardens to deliver the `Beat the Bogeyman` package to older people, and raise awareness of doorstep crime. Training completed July 2004. Operation Victoria to be re-launched the 1st September 2004. OBJECTIVE 4. REDUCING BURGLARY DWELLING AND BURGLARY OTHER TARGET:- Reduce Burglary Dwellings so that no area of Salford has more than 3 times the National Average Rate of 55.8 Burglary Dwellings per 1,000 households COMMENTS ON ACTIONS In June 2004, changes to the Ward boundaries in the city were implemented. Historically, the data for this section is presented in table format, with a breakdown by Ward for Burglary Dwelling per 1,000 Household. The latest Burglary Dwelling figures from the Police for Quarter 1 are based upon the new Ward boundaries, and as such, are not directly comparable with the figures from previous update reports. Furthermore, we do not have access to the number of households in the new Wards. The Executive Group is asked to consider whether there is a requirement to recalculate the previous data for comparative purposes, and if so, to identify when this recalculation will take place and by whom. OBJECTIVE 4. REDUCING BURGLARY DWELLING AND BURGLARY OTHER TARGET:- Reduce the number of Burglary Other by 15% to 2,989 by 2005. COMMENTS ON ACTIONS ON TARGET Analysis of commercial burglary shows the hotspot as Swinton A local authority policy for burglary other, which includes burglaries in schools and commercial premises is being developed and will include a dedicated officer to support security in schools Current actions to tackle burglaries against commercial and local authority properties include the dedicated mobile patrol service, Eccles Town Centre CCTV monitoring scheme and crime prevention advice from GMP Monitored CCTV systems have been installed at five schools. These are Buille Hill, All Souls, Moorside High, Hope High and Marlborough Road High OBJECTIVE 5. EFFECTIVELY RESPOND TO HATE CRIME TARGET:- Implement an effective third party reporting network for Hate Crimes by March 2004. COMMENTS ON ACTIONS Introduction of new reporting methods to encourage victims to report crimes. A public awareness campaign was set up to raise awareness of hate crime and support available Regular meetings of multi-agency group to tackle specific race hate crimes on Brookhouse estate, set up by the Community Wardens. The Partnership’s hate crime officer is no longer in post and the work involved in relation to this objective is currently under review. Any data concerning this objective is not currently available. If the progress achieved to the end of 2003/04 is maintained, then the target will be met.
