Item No. Action Sheet arising from the Development Services Lead Member Briefing held on 16th June, 2004 Lead Member Decisions Proposed Compulsory Purchase Order (CPO) Land at Sovereign Street, Salford Action Required The Lead Member authorised, on behalf of the prospective purchaser of the Maypole Hotel, the use of compulsory purchase powers to acquire land to the rear of that Hotel for parking use subject to all costs and fees being recharged. The Lead Member (a) authorised the acceptance of a tender submitted Tenders for accessible toilet and ramp access at by G. Jones amounting to £53,490 for the provision of an accessible toilet and ramp access at Broadoak CP School and (b) noted that this Broadoak CP School was the second lowest tender submitted as the lowest tender had contained an error and subsequently been withdrawn. Tenders for the relocation of the kitchen and dining room at Lower Kersal CP School The Lead Member authorised the acceptance of the tender of Allen Build North West Limited amounting to £95,870 for the relocation of the kitchen and dining room at the Lower Kersal CP School. Mr. C. Gorton Tenders for repainting of the Eccles Road Footbridge Scheme The Lead Member authorised the acceptance of the tender submitted by Jack Tighe Limited amounting to £45,992.10 for the repainting scheme for the Eccles Road Footbridge (A580). Mr. B.J. Worthington Private drainage service within the City of Salford The Lead Member raised no objection to the principle of the proposed changes to the drainage service to the City of Salford but deferred his decision pending (a) submission of a further report on issues arising from agreements reached with travellers regarding provision of such services to their sites and (b) Ward Councillors being made aware of possible impact of the proposed changes upon their Wards. Ian Thew Decisions taken by the Director of Development Services Proposed Ecological Surveys for Protective Species - Former Swinton Sewage Works It was (a) noted that the Director of Development Services had commissioned the Environmental Advice Centre to undertake ecological surveys on the former Swinton Sewage Works in view of the possible presence of protective species and (b) agreed that the Swinton Open Space should be made aware of this decision and the reasons for taking same. Marion Raines Cities Revealed: Greater Manchester Aerial Survey It was (a) noted that the Director of Development Services had authorised a contribution of £6,000 towards the Greater Manchester Aerial Survey and (b) agreed that the feasibility of displaying aerial photographs of Salford in the entrance to the Salford Civic Centre would be investigated. Items for Information (Part 1) Consideration was given to a draft Report reviewing the Service Plan Development Services for the Directorate in 2003/04 which was to be submitted to the Scrutiny Directorate - Review of the 2003/04 Service Plan Committee on the 16th July, 2004. It was: Chapel Street Regeneration Strategy City Council Capital Revenue and Budgets 2004/05 D:\219512686.doc Agreed that the draft be amended to indicate that works planned by Hope Hospital had necessitated the deferral of a safety scheme for Eccles Old Road/Stott Lane. Agreed that the Lead Member and Executive Support Member for Development Services together with the Lead Member for Corporate Services should meet with representatives of Laiths to discuss delays which had arisen on the LIFT Projects. Noted that performance in the Directorate was the best ever and it was the best performing Directorate within the Council. The Director of Development Services has congratulated staff via the newsletter. Consideration was given to a report outlining an initiative which the City Council was to be recommended to support via the Capital and Revenue Budgets for Regeneration Projects on Chapel Street. It was: Noted that a plan should be ready in August to indicate the location of projects and thus demonstrate concentration of uses. Agreed that an update would be sought on the proposal that developers should contribute 1% of the value of their projects to Arts Initiatives. Chris Findley Agreed that a Sketch Scheme for the proposed Walking Plan of the area would be submitted to a future briefing. Peter Taylor The Licensing of Street Cafes 5. 6. Reported that, although there was a perceived desire within the community for a market in the area, the Council tended to lose money on such projects and was, therefore, hoping to encourage a private developer to consider such provision. Agreed that a report would be made to a future Lead Member Briefing on the feasibility of developing a market at the Flat Iron site Consideration was given to a report proposing that an appropriate way of authorising the development of street cafes within the City would be via licences under Section 115 of the Highways Act 1980. The Lead Member asked, however, that liaison be undertaken with the Head of Law and Administration as to whether it would be more appropriate for such authority to be exercised by the Licensing Committee. Briefings/Debriefings from Other Council Meetings Council It was reported that Members would be made aware of revisions made to the wording of the UDP to reflect amendments agreed by the Council. Scrutiny Committee It was reported that the Service Plan for the Development Services Directorate had been well received by the Scrutiny Committee. Arising from comments at the Committee about difficulties in getting through to the Call Centre it was agreed that a visit to the Call Centre would be made as part of a future Lead Member Briefing. Any Other Business (Part 1 of the Agenda) Development Services Handbook D:\219512686.doc Consideration was given to a draft of the handbook outlining the responsibilities of the Directorate and it was agreed that a number of revisions be made with a view to submitted an updated version to the next Members’ Hour:- Steven Lee The telephone numbers of officers be withdrawn. The Section on “Frequently asked questions” be revised so as to reflect questions asked of Councillors by members of the public. An indication be given that the Lead Member Briefings are open to all Councillors together with details of where and when they are held. Details be given of the arrangements for taking part in Members’ Hour. A sheet be added upon which Members may make suggestions for revisions to future additions. Development of Industrial Estates Visit by Ian Stewart MP 7. Paul Mallinger The inclusion, if feasible, of relevant advisory leaflets Mr. Wynne (a) reported that the Leader of the Council was scheduled to attend a presentation on the development of industrial estates on Friday, 2nd July, 2004 and (b) agreed to check if these arrangements would stand in the light of a reported clash within other events. It was reported that the visit by Ian Stewart, MP, on 25th June, 2004, had gone well and that he had expressed an interest in a return visit in October 2004. It was agreed that the public be excluded from the meeting for the following items on the grounds that they included exempt information as defined in paragraphs 8 and 9 (i.e. amount of expenditure proposed to be incurred under, and in terms of, a contract) of Part 1 of Schedule 12A to the Local Government Act 1972. Richard Wynne 8. 9. Lead Member Decisions (Part 2) Development Agreement for land at Springfield Lane/Trinity Way, Salford The Lead Member agreed, subject to confirmation by the Lead Member for Corporate Services, the revised terms and conditions for the Development Agreement with Urban Splash for the land at Springfield Lane/Trinity Way, Salford. Quays Campus Development Site, Trafford Road, Salford The Lead Member agreed to Salford City Council (a) acquiring the freehold interest in the Quays Campus Development Site for the sum of £1, (b) disposing of its share in the overall rights to Trans Lloyd Developments for the sum of £44,000 and (c) authorising the payment of £99,977 plus VAT to Trans Lloyd Developments for the improvement works undertaken to Ordsall Recreation Centre. Accordingly, he authorised the Head of Law and Administration to complete the legal formalities. Land at John Street/Bury Street, Salford The Lead Member approved a freehold sale of land at John Street/Bury Street, Salford and the release of the covenant to Alabama Land Limited. Item for Information Joint Venture Issues It was (a) agreed that the Lead Member for Development Services would brief the Leaders of the Opposition on this issue and (b) noted that a visit had been arranged for 2.00 p.m. on 19th July, 2004. 10. Any Other Business Display at Tatton Show It was agreed that (a) the Executive Support Member would attend the display at the Tatton Show on Wednesday, 21st July, 2004. It was agreed that (a) the report on this subject be submitted to the Cabinet on 14th July, 2004, and the Council on 21st July, 2004 and (b) the Lead Member for Corporate Services be asked to make an D:\219512686.doc Mr. S. Gwatkin Strategic Services Partnering exception to Standing Orders so as to allow CAPITA to be approached - as part of the negotiating process for the appointment of the Strategic Partner - to determine how they would work with the Council if appointed as Strategic Partner.
