DECLARATIONS OF INTEREST Melanie Sirotkin declared an interest in the items detailed in Minutes 8 and 9 in that NHS Salford was commissioning the services/projects respectively detailed. ACTION MEMORY SERVICES CONTRACT The Strategic Director of Community Health and Social Care submitted a report indicating that in response to the Department of Health’s Memory Services Grant 2012/13, Salford City Council, working with Greater Manchester West and Salford Royal Foundation Trust, were proposing to develop a training information resource project. In considering the item Sue Lightup commented that there needed to be certainty with regard to the outcomes of the project as well as it having a strong emphasis on PS support. 4. RESOLVED: (1) THAT approval be given to the project to develop and deliver memory services training and information resources. Paul Walsh (2) THAT approval be given to the allocation of £40,440 to Greater Manchester West to deliver the training and information resources aspects of the work, together with the allocation of a further £10,111.00 to develop neighbourhood level group work. ACTION SERVICE CHANGE TO LATER LIFE IN-PATIENT SERVICES The Strategic Director for Community Health and Social Care submitted a report detailing proposals for in-patient services for older people, which followed a review required by the identification of significant under-occupancy and the need to make efficiency savings in 2012/13. The proposals centred on a reduction of in-patient beds from 66 to 35. Details of the consultation exercise carried out by Greater Manchester West were also provided, the initial feedback on which suggested that service users and carers were supportive of the proposals. Sue Lightup commented that the proposals had clear implications on social care in the City and there needed to be co-ordination on the response by the Lead Member on behalf of Salford City Council whilst ensuring these included the issues raised by the Health Wellbeing and Social Care Scrutiny. RESOLVED: THAT support be given to the implementation Judd Skelton of the proposed service changes to later life in-patient services subject to the caveats outlined by 100 Health Salford, as well as taking into account any feedback from the Strategic Health Authority, whose approval to the proposals will be required. 6. PUBLIC HEALTH NEW LOCAL AUTHORITY RESPONSIBILITY Melanie Sirotkin provided an update in relation to new Local Authority responsibilities for public health in particular the Human Resources Transition Plan and the draft vision for Public Health in Salford, the details of which were noted. ACTION PUBLIC HEALTH ANNUAL REPORT 2010/11 The Director of Public Health submitted a report providing an overview of the Public Health Annual Report 2010/11 and which was entitled "Snakes and Ladders: Improving Children's Health in Salford". 8. RESOLVED: (1) THAT the Public Health Annual Report 2010/11 be noted and the intention to submit it to the City Council's Corporate Management Team, Cabinet and Health and Wellbeing Scrutiny Committee, as well as a range of wider partnerships across Salford. Melanie Sirotkin (2) THAT support be given to the implementation of the future plans detailed in the report. Melanie Sirotkin PROVISION OF SELF CARE EDUCATION The Strategic Director for Community Health and Social Care submitted a report outlining the aims of the Self Care Education Programme which was to equip and enable people at risk of, or with, an existing long-term condition, to manage and take control of their own health. RESOLVED: THAT the report be noted. 9. Janice Lowndes GREATER MANCHESTER MOBILE STOP SMOKING SERVICE The Strategic Director of Community Health and Social Care submitted a report indicating that the Greater Manchester Public Health Network (via NHS Ashton, Leigh and Wigan) had indicated that the tender, submitted by the Health Improvement Service to deliver the Greater Manchester Stop Smoking Service, had been successful. ACTION BUDGETARY (REVENUE) CONTROL CAPITAL MONITORING The Strategic Director for Community Health and Social Care submitted the Budgetary Control Report as of November 2011 and the Capital Monitoring Report as of October 2011. Sue Lightup commented there had been significant improvements in reducing the number of hours overtime worked by staff. RESOLVED: THAT the capital monitoring report and the Budgetary (Revenue) Control Report as of October and November 2011 respectively, be noted. 11. Keith Darragh DAY SERVICES DEVELOPMENT Sue Lightup and Janet Tuohy provided initial feedback on the consultation exercise and the proposals for day services. It was reported that generally responses had been constructive though there were some significant concerns with regards the proposed timescales for implementation. Councillor John Warmisham said a key issue was the future use of any buildings which were to be vacated and the need for this to be resolved at the earliest opportunity. Separate data was circulated with regards to those using day care facilities and where they came from. It was agreed that this information, along with a covering note, be circulated to all members who had expressed an interest in the proposals. Sue Lightup said it was now important to analyse all responses and ensure it was presented in a meaningful format to the Lead Member for him to make a decision provisionally by the end of February 2012, as well as ensuring that the Health and Wellbeing Scrutiny Committee had an input into this process. ACTION BUSINESS PLAN IN PROCESS - DIRECTORATE PRIORITIES The Strategic Director for Community Health and Social Care submitted a report with proposed amendments and supplementary wording for the Council's Strategic Priorities for 2012/14. RESOLVED: THAT the proposed amendments and supplementary wording, as now submitted, be approved. 13. Sue Lightup SUBMISSION ON FUNDING OF CARE AND SUPPORT The Strategic Director of Community Health and Social Care submitted a report which would provide an overview of the Commission on Funding of Care and Support, an independent body tasked by the Government to review the funding system for care and support in England. RESOLVED: THAT this item be placed on the agenda for the next meeting when it be given more detailed consideration. 14. Sue Lightup/Mike McHugh EXTRA CARE HOUSING Councillor John Warmisham said there was a need to give consideration to the issue of extra care housing at a future meeting of Cabinet and this be the subject of a joint report with the Lead Member for Housing.
