details of appeals that had been received and determined during November, 2011.
RESOLVED: THAT the content of the report be noted.

TRAFFIC MANAGEMENT UNIT
A report of the Urban Vision Partnership was submitted which detailed the
recommendations made by the Traffic Management Unit on matters which had been
considered at their meeting held on 29th November, 2011.
RESOLVED: THAT the following decisions be made in respect of the matters
indicated and the Strategic Director of Customer and Support Services be
authorised to take the necessary legal action in connection therewith:Site
(A) RYDAL CRESCENT/MERECLOUGH AVENUE, WALKDEN
Proposal
A request has been received from local residents in relation to
providing junction protection measures around the Rydal
Crescent/Mereclough Avenue/Kirkstone Avenue junction.
Following the construction of the new Walkden High School, a
number of vehicles have been parking around the above junction,
whilst pupils have been seen to cross in the area to access the
school.
As such it is proposed to install double yellow lines to clear the
junction improving visibility and safety around the junction.

3) Street lighting improvements.
4) Introduction of a new taxi rank.
5) Remarking of Bus Stands to include clearway markings.
6) Closing off of existing subway.
Decision
THAT a prohibition of waiting by vehicles with an exemption for
taxis be introduced starting at a point 148m North East of the
junction of Fitzwarren Street and Pendleton Way for 53m.
THAT the following improvements be undertaken:1) Introduction of three new controlled crossing points.
2) Footway and carriageway improvements.
3) Street lighting improvements.
4) Remarking of Bus Stands to include clearway markings.
5) Closing off of existing subway.

(C) MERCHANTS QUAY, SALFORD
Proposal
A request has been received from the residents of Merchants
Quay via the Management Company for additional waiting
restrictions on Merchants Quay.
It is proposed to introduce additional No Waiting at any time
restrictions along the whole of the northern side of Merchants
Quay, and short stretches of restrictions, to protect entrances,
along the southern side.

THAT No Waiting at any time be introduced as follows:Merchants Quay, Salford, north side, from a point 83.5 metres
west of the western kerbline of Trafford Road, in a westerly
direction, for a distance of 226 metres.

west of the western kerbline of Trafford Road, in a northerly
direction, for a distance of 57 metres.
Merchants Quay, Salford, south side, from a point 160 metres
west of the western kerbline of Trafford Road, in a westerly
direction, for a distance of 8 metres.

west of the western kerbline of Trafford Road, in a westerly

EXCLUSION OF THE PUBLIC
RESOLVED: THAT, under Section 100A(4) of the Local Government Act 1972, the
public be excluded from the meeting for the following item of business on the
grounds that it involves the likely disclosure of exempt information, as specified in
paragraph 5 of Part 1 of Schedule 12(A) to the Act, as amended.
132.
GREEN LANE, ECCLES (10/59092/FULEIA AND 10/59093/OUTEIA)
The Panel gave consideration to a report of the Strategic Director for Sustainable
Regeneration with regard to the above planning applications with regard to which
planning permission had been refused by the Panel on 2nd June, 2011.
Members gave consideration to the issues raised in the report.
RESOLVED: (1) THAT with regard to the first reason for refusal regarding traffic the
Panel were also mindful of the adverse impact on the residential amenity of those
living on the access routes that resulted from the material carried by the additional
traffic and the odour, spillages and dirt that would result as well as the detrimental
effect that this would have on the character of those areas.

(2) THAT with regard to the first reason for refusal regarding amenity
and the second reason for refusal regarding visual amenity and the third reason
regarding emissions the Panel were also mindful of the neighbourhood
apprehension and fear that arises as a result in each instance.
(3) THAT with regard to the second reason for refusal that the adverse
impact on visual amenity also included the detrimental effect on the character of the
area that would arise from the height, scale and massing of the proposed
development.
(4) THAT with regard to the third reason for refusal there are some
areas where the Panel do not question the inadequacy of the information supplied
but that there were other areas, particularly with regard to NOx and PM10 emissions
where the level of emissions is such that the development would have a significant
