TRAFFIC MANAGEMENT UNIT A report of the Urban Vision Partnership was submitted which detailed the recommendations made by the Traffic Management Unit on matters which had been considered at their meeting held on 29th November, 2011. RESOLVED: THAT the following decisions be made in respect of the matters indicated and the Strategic Director of Customer and Support Services be authorised to take the necessary legal action in connection therewith:Site (A) RYDAL CRESCENT/MERECLOUGH AVENUE, WALKDEN Proposal A request has been received from local residents in relation to providing junction protection measures around the Rydal Crescent/Mereclough Avenue/Kirkstone Avenue junction. Following the construction of the new Walkden High School, a number of vehicles have been parking around the above junction, whilst pupils have been seen to cross in the area to access the school. As such it is proposed to install double yellow lines to clear the junction improving visibility and safety around the junction. It is proposed to introduce additional No Waiting at any time restrictions along the whole of the northern side of Merchants Quay, and short stretches of restrictions, to protect entrances, along the southern side. EXCLUSION OF THE PUBLIC RESOLVED: THAT, under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information, as specified in paragraph 5 of Part 1 of Schedule 12(A) to the Act, as amended. 132. GREEN LANE, ECCLES (10/59092/FULEIA AND 10/59093/OUTEIA) The Panel gave consideration to a report of the Strategic Director for Sustainable Regeneration with regard to the above planning applications with regard to which planning permission had been refused by the Panel on 2nd June, 2011. Members gave consideration to the issues raised in the report. RESOLVED: (1) THAT with regard to the first reason for refusal regarding traffic the Panel were also mindful of the adverse impact on the residential amenity of those living on the access routes that resulted from the material carried by the additional traffic and the odour, spillages and dirt that would result as well as the detrimental effect that this would have on the character of those areas. D:\219514577.doc 14 Planning & Transportation Regulatory Panel – 15th December 2011 (2) THAT with regard to the first reason for refusal regarding amenity and the second reason for refusal regarding visual amenity and the third reason regarding emissions the Panel were also mindful of the neighbourhood apprehension and fear that arises as a result in each instance. (3) THAT with regard to the second reason for refusal that the adverse impact on visual amenity also included the detrimental effect on the character of the area that would arise from the height, scale and massing of the proposed development. (4) THAT with regard to the third reason for refusal there are some areas where the Panel do not question the inadequacy of the information supplied but that there were other areas, particularly with regard to NOx and PM10 emissions where the level of emissions is such that the development would have a significant detrimental effect on residents in terms of health but also in terms of fear and apprehension. (5) THAT with regard to all three reasons the lack of need for the proposed development compounded the validity of the reasons in each instance. D:\219514577.doc 15
