Background 5.1 On the 24th July 2008 the Regulatory Panel gave approval to advertise an intention to implement a no waiting at any time order. 5.2 The Director of Engineering initial proposals are to introduce a No Waiting at any time scheme. Attached for the Panel's convenience are plans and a copy of the notice placed in the Salford Advertiser on the Thursday 6th November 2008. 5.3 Objections to the proposal have been received. A Petition objecting to the proposal has been received. A letter has been sent to the lead petitoner detaliling the resons for the proposed scheme however the objection has not been withdrawn. Copies of the outstanding objection are available at committee 6. Details The following Objections have not been withdrawn. Brief details of each objection are as follows:Objector 1 A petition was received from objector 1 on the 24th November 2008 which was not dated and attached was a full list of some 29 objectors. The objectors feel that introducing a No Waiting at any time scheme will add to the present problem which is that the staff from the Swinton Fire Station Headquarters continually park on Rivington Crescent /Avenue and there is rarely space for the residents to park. RHRP The Director of Engineering replied as follows:The restrictions are being proposed to improve highway safety for vehicular traffic gaining access to and from Rivington Avenue. When introducing restrictions displacement of vehicles is inevitable, however this will be kept to a minimum. The criteria to justify the implementation of a residents parking scheme is that not less than 85% of the available kerbside space has to be occupied for more that six hours a day on five or more days a week Monday to Saturday. Furthermore, 50% of the residential properties within the scheme will have no off street parking available to them within the curtilage of their property or within 200 metres by way of a rented garage or other off street space. Initial investigations have revealed that the area does not meet the criteria for a residents parking scheme as most properties have driveways/garages and parking by non-residents does not occur at a weekend.
